October 29, 2013
Chair Rotty called the meeting to order at 6:00 p.m.
Members Present: Rotty, Franceschelli, Bjorge, Kuyper
Members Absent: Primmer

Chair Rotty opened the Public Hearing
3. Public Hearings
a. Conditional Use Permit request to allow a Commercial Recreation use within the
IP Zoning District Applicant: CrossFit Calypso 21210 Eaton Avenue
Assistant Planner Wippler presented the report. The applicant wishes to operate a
Commercial Recreation business within the existing multi tenant building located at 21210
Eaton Avenue. The use would be a class based facility that focuses on functional
movements. The programs combine weight lifting, gymnastics, conditioning, plyometrix,
and body weight movements. The classes would be taught by CrossFit Certified Coaches
and the clients would first go through a four week beginner's course before starting regular
classes. The classes would run Monday through Saturday with multiple classes a day.
Assistant Planner Wippler mentioned that setbacks and lot coverage are not an issue with
this request as it would occupy an existing space. Off- street parking would be
accommodated with the 41 stalls found on site currently. Commissioner Bjorge inquired to
staff if the City has ever allowed something like this before in an industrial area. Assistant
Planner Wippler stated that no such use within an industrial area has previously been
granted by this board, but that these types of uses are common in industrial areas in other
communities due in large part to how the buildings are constructed with high interior
ceilings which work extremely well for recreational type uses. Chair Rotty mentioned the
Commission has discussed one or two proposals but that none had followed through to
application. Commission Franceschelli asked the applicant why the industrial park and not
a commercial area or building. The applicant, Thaddeus Caron, mentioned the ceiling
height played a large part in choosing their location. Additionally, the space has a large
overhead door that would make moving equipment in and out of the space a lot more
efficient. Mr. Caron also stated that the classes will likely be held early morning and late
afternoon and evening so there should be minimal conflict with neighboring businesses.
Commissioner Kuyper thanked the applicant for bringing his business to Farmington and
wished them well. MOTION by Franceschelli second by Kuyper to close the public hearing.
APIF, MOTION CARRIED. MOTION by Kuyper second by Franceschelli to approve the
Conditional Use Permit allowing a Commercial Recreation Use on the property addressed
as 21210 Eaton Avenue subject to the following conditions: 1) A sign permit be applied for
Planning Commission, October 29, 2013, pg 2
and approved for any signage to be placed on the premises, 2) The applicant shall obtain all
necessary building permits from the City's Building Official. APIF, MOTION CARRIED.

MOTION by Kuyper, second by Franceschelli to adjourn at 6:13 PM APIF, MOTION
CARRIED.
