Call to Order Chair Rotty called the meeting to order at 7:00 p.m. Members Present: Rotty, Franceschelli, Rich, Bjorge Members Absent: Kuyper Also Present: Tony Wippler — Planning Manager Chair Rotty welcomed new member Jerry Rich to the commission. 2. Approval of Minutes a) April 8, 2014 Regular Meeting Minutes — Motion by Franceschelli second by Bjorge to approve the minutes as presented. Voting For: Rotty, Bjorge, Franceschelli. Abstain: Rich. Motion Carried. 3. Public Hearings — Chairperson Rotty opened all Public Hearings a. Urban Chicken Permit Application — Travis Brothers — 5995 Lower 182nd St W. — Planning Manager Wippler reviewed the request with the board. Motion by Franceschelli second by Bjorge to close the Public Hearing. APIF, Motion Carried. Motion by Bjorge second by Rich to approve the permit with the following conditions;1; a renewal permit will be applied for and approved each year, 2; All other requirements as specified in Section 10 -6 -29 of the City Code be followed. APIF, Motion Carried. b. Urban Chicken Permit Application — Jason Jerabek —19317 Ellington Trail - Planning Manager Wippler reviewed the request with the board. Due to the property configuration, Planning Manager Wippler will work with the applicant to screen the coop from neighboring properties. Motion by Bjorge second by Rich to close the Public Hearing. APIF, Motion Carried. Motion by Franceschelli second by Rich to approve the permit with the following conditions;1; a renewal permit will be applied for and approved each year, 2; The applicant shall work with staff to provide additional screening of the coop and run from the properties adjacent to the north and south, 3; All other requirements as specified in Section 10 -6 -29 of the City Code be followed. APIF, Motion Carried. c. Variance Requests for: Michel Pleau — 39 Oak Street 1.Waiver of Plat requirements to allow a reduced side yard setback for an existing home: and 2. Reducing the rear yard setback adjacent to an alley for the construction of a detached garage. Planning Manager Wippler introduced the request for 2 variances. Lots originally were 2 separate lots and sometime in the past were combined. The applicant purchased the property with the intent to split the lot and build a new home. The first variance is to reduce the side yard setback to 2.4 feet to allow for the 3 foot landing and stairs from the home. The existing garage would be demolished so a new one could be built. The second variance is a variance of 6 feet to allow construction of a detached garage 4 feet from the rear property line. Driveway access would continue to be on 1st Street. Motion by Franceschelli second by Bjorge to close the public hearing. APIF, Motion Carried. Motion by Franceschelli second by Bjorge to approve both variances as presented. APIF, Motion Carried. Planning Commission December 10, 2013 4. Discussion a. Draft Limited Commercial Ventures Ordinance — The Commission was generally in favor of the ordinance as provided, but requested staff initiate contact with the landmark property owners to make them aware of the proposed ordinance. This will be discussed further at the May HPC meeting. b. Urban Chicken Ordinance — Discussion — The Commission expressed some concern with changing the ordinance so soon after adoption. However, they felt if an amendment is sought it should remove the lot area requirement from the ordinance, but keep it restricted to the R -1 zone. c. May 27th Heritage Preservation Basic Training — It was mentioned that the HPC will be holding a training session on May 27th to discuss heritage preservation and community development and that if any commission members wanted to attend they are welcome. 5.
