Staff met with representatives from the Minnesota Department of Health (MDH) on February 26, 2015, to discuss the required updates to the plan. There are two parts to our wellhead protection plan and both need to be updated. Part one deals with the actual delineation of the wellhead protection area, the drinking water supply management area, and the vulnerability assessment related to each well. Part two deals with the actual plan of how we are going to protect the water supply based on the information in part one. The deadline for updating both parts is November 4, 2016. The MDH recommends that half or more of the update time be spent on part two of the plan since it is the actual actions that will be taken to protect the drinking water. Since the plan deals with underground geology and hydraulics, and current city staff does not have expertise or the professional licensure required in these areas, staff is recommending that the board authorize the distribution of requests for proposals to complete the update of the city's wellhead protection plan. BUDGET IMPACT The cost of the update will be known once proposals have been received. ACTION REQUESTED Authorize solicitation for proposals to complete the wellhead protection plan update. Respectfully Submitted, Kevin Schorzman City Engineer Request for Proposal (RFP) Wellhead Protection Plan Update City of Farmington, Minnesota Introduction The City of Farmington, Minnesota requests proposals from qualified consulting firms to provide expertise related to wellhead protection activities. To be qualified, the person who is responsible for managing the work identified in this RFP must be licensed by the State of Minnesota under provisions of Minnesota. Statutes 326.02, pertaining to work conducted by a geoscientist. This expertise will be directed towards assisting the City of Farmington in fulfilling the requirements of Minnesota Rules, parts 4720.5100 to 4720.5590, with respect to conducting wellhead protection area delineations, completing vulnerability assessments, and meeting associated reporting requirements. The result of this RFP will be a contract for technical services as described below. Purpose /Anticipated Results The objectives of the work activities are to complete the wellhead protection area (WHPA) and drinking water supply management area (DWSMA) delineations, an assessment of well and DWSMA vulnerability, and associated reporting requirements in order to meet the wellhead protection rule requirements (MR, parts 4720.5100 to 4720.5590) for wellhead protection. Work Tasks 1.0. Assemble and Assess the Necessary Data Elements The data elements required for WHPA delineation and associated vulnerability assessments are identified during the first scoping meeting conducted between representatives of the City of Farmington and the Minnesota Department of Health. The elements were presented to the City of Farmington by MDH through written notice of the scoping meeting (with the attached scoping decision notice) and are presented in Addendum 1 of this request for proposal. 2.0. Delineate Wellhead Protection Area (WHPA) 2.1. Method Scoping Assess available geologic and hydrogeologic data to determine the level of effort required to meet the wellhead rules for WHPA delineation. The Minnesota wellhead rule (MR 4720.5510) requires that the following criteria be evaluated and considered as part of the method used to make the delineation: • time of travel • flow boundaries • daily volume of water pumped • groundwater flow field • aquifer transmissivity 1 CONTRACTORS should use data assembled to meet the requirements of the scoping decision notice in Addendum I to evaluate these criteria. This evaluation will help to define the conceptual model for the aquifer(s) used by the City of Farmington's well(s) and will serve to guide the WIIPA delineation efforts. A preliminary review of these criteria was performed at the time of the first scoping meeting with the Minnesota Department of Health hydrologist. The scoping decision notice and cover letter (attached) define how these criteria must be addressed. For the purpose of responding to this RFP, the City of Farmington staff, in consultation with the Minnesota Department of Health, have identified that the delineation method must address the following items: • multiple pumping wells and their pumping effects on the capture zones of other wells; • changes in the base elevation of the aquifer(s) used by the City of Farmington wells; • inhomogeneities resulting from changes in geological conditions; • variable rates of recharge to the aquifer(s) used by the City of Farmington wells; • influence of local surface water features on the groundwater flow field; and • other items that may be included in the Scoping 1 letter. 2.2 Aquifer Test Plan An aquifer test plan must be prepared and submitted for approval to MDH prior to or at the pre - delineation meeting. One form must be submitted for each aquifer used by the City of Farmington. The consultant shall assess existing aquifer test or specific capacity information and propose representative values of transmissivity and hydraulic conductivity. If existing data are inadequate to determine transmissivity or it is otherwise believed to be advantageous, the consultant, City of Farmington and MDH should discuss the prospect of conducting an aquifer test. If an aquifer test is determined to be necessary, this will be a separate work item not included in the cost estimate of the overall RFP. 2.3 Pre - Delineation Meeting After completing all tasks under Sections 2.1 and 2.2, the CONTRACTOR shall meet with staff from the City of Farmington and MDH to discuss the delineation criteria, the conceptual model, and the WIIPA delineation method. 2.4 Delineation of the WHPA Using the method identified in the previous subtasks, delineate the WHPA for each of the following City of Farmington wells: 200932 (Well 1), 200934 (Well 2 — emergency use only), 201154 (Well 3), 235586 (Well 4), 603051 (Well 5), 626785 (Well 6), 655902 (Well 7), 731123 (We]1 8) A time -of- travel of one and ten years will be used to define the emergency response area (ERA) and WHPA boundaries for each well listed. All of these time -of- travel zones must be shown on maps in the project deliverables. When a ground water flow model is used, these delineations must 2 be delivered in such a way that a minimum of 20 streamline traces are defined (using x, y, z, time, line id, and well unique number data attributes) in an ASCII or an ARCGIS compatible electronic file- format. Geographic coordinates for the City of Farmington wells listed above must be those provided by the MDH. 2.4.1 Conjunctive Delineation When existing data and conceptual models support a conjunctive delineation, then the designated WHPAs for the City of Farmington's wells must include the surface watershed boundaries used for that component of the delineation. 2.4.2 Fracture Flow Delineation When existing data and conceptual models support a fracture flow component to the delineation, then the designated WHPAs for the City of Farmington's wells must include all calculations used for the delineation as well as any structural information (lineament or fracture /fault orientations) used to extrapolate the calculated radii. 2.5 Delineate the Drinking Water Supply Management Area (DWSMA) Using the boundary definitions contained in the wellhead protection rules (MR 4720.5100, subp.13) delineate the DWSMA. 3.0 Conduct Vulnerability Assessments The vulnerability assessments must be completed in accordance with the wellhead protection rules (MR 4720.5210) for each of the City of Farmington's wells and for the DWSMA delineated for the City of Farmington. If the DWSMA reflects contributions from more than one aquifer, then the vulnerability of each aquifer must be assessed independently. • The well vulnerability assessment conducted by MDH should be used as a starting point and must be reviewed in light of other data collected for the WHPA delineation to determine whether it should be revised. • The DWSMA vulnerability assessment must be based on the geologic data collected for the WHPA delineation and groundwater chemistry data collected to satisfy the requirements of the scoping decision prepared by MDH. 4.0. Part 1 WHP Plan and Deliverables 4.1. Draft Report A draft report will be prepared and submitted to MDH to satisfy the wellhead protection reporting requirements for WHPA delineations and vulnerability assessments. A key objective of the report is to provide sufficient documentation to meet wellhead protection rule requirements for MDH review and approval (MR 4720.5330) for the WHPA delineation and vulnerability assessments. 4.1.1. The report will describe how the data elements listed in the scoping notice prepared by MDH were addressed in conducting the delineations and assessments, and the technical approach used to make the analysis of each specified data element. Accordingly, the report must describe, for each of the wells, the following details: 1) the hydrogeologic setting used to characterize the aquifer, 2) the five delineation criteria, 3) the delineation method used, 4) the delineation results, 5) data collected and used other than those provided by MDH, and 6) 3 a copy of the calculations performed (when a computer model is used, the electronic data input and solution files). Documentation of the vulnerability of the DWSMA must: • identify the method used; • describe the geologic conditions throughout the DWSMA, from the land surface to the base of the aquifer and adjacent geologic materials; • contain the data elements collected and used; and • contain the maps, diagrams, reports, studies, and tables used to prepare the DWSMA vulnerability assessment. 4.1.2. Model Input Files The model input files used for the WHPA delineation, including any sensitivity or uncertainty runs used to create a composite WHPA, must be submitted to MDH for review, as well as any related calibration results or plots. A description of the different modeling scenarios must also be presented 4.1.3. Supporting Data Files Project - specific data files that define aquifer geometry /hydraulic characteristics and from which model input files are created must be submitted electronically. CONTRACTOR must use ARCGIS formats using UTM, Zone 15, north - meters (NAD 83 Datum). A complete list of the required geographic data sets is included in Addendum II. 4.1.4. Draft report submittal A PDF copy of the draft report must be submitted to the City of Farmington and MDH hydrologist for informal review and comment. Comments generated from this review should be addressed in the final report. 4.2. Final Report The draft report will be updated to respond to comments made by the City of Farmington and MDH staff. A PDF copy of the final report must be submitted to the City of Farmington and MDH hydrologist for final review, and 5 paper copies of the final report will be required for the City of Farmington. 4.2.1. Final Model Input Files submittal Any model input or calibration files that changed (see 4.1.2 for a description of these) as a result of comments made during the draft report review must be resubmitted. 4.2.2. Final Supporting Data Files submittal Any supporting geographic data files that changed (see 4.1.3 for a description of these) as a result of comments made during the draft report review must be resubmitted. 5.0. Meetings During the course of this project a series of formal and informal meetings are expected (assume 4 meetings @ 2 hours each). These may include meetings with the City of Farmington and /or MDH. 4 6.0. Schedule All project activities must be completed within 180 days after the contract is signed. This request for proposal does not obligate the City of Farmington to complete the project, and the City of Farmington reserves the right to cancel the solicitation if it is considered to be in its best interest. The project must be completed within 180 days from the date that the contract officially begins. 5 ii All proposals will be evaluated on the basis of content. The following are considered minimum contents for the proposal: 1. A restatement of the objectives, goals, and tasks to show or demonstrate the responder's view and understanding of the nature of the project. 2. Identification and description of the deliverables to be provided by the responder. 3. An outline of the responder's background and experience, with particular emphasis on the skills and expertise necessary (e.g., geologic mapping, computer modeling, etc.) for conducting WHPA delineations in accordance with MDH rules. Note that professional licensure (P.G. or P.E. with sufficient geologic experience) is required for performing WHPA delineations in Minnesota. The proposal should identify the personnel that will work on the project along with details on training, work experience, proposed role in the project, and hourly rates. No change in personnel assigned to the project will be permitted without prior approval of the City of Farmington. The work described in this RFP must be performed by either a geoscientist or engineer who is licensed by the State of Minnesota. Past experience conducting the work activities described herein, or in conducting equivalent work activities, must be included in the qualifications section of the proposal. 4. A detailed cost estimate and work plan that will identify the major tasks to be accomplished and who will do them. This work plan will be used as a scheduling and managing tool, as well as the basis for invoicing. All proposals received by the deadline will be evaluated by representatives of the City of Farmington. The following criteria will be used in evaluating the proposals: 1. Expressed understanding of proposal objectives (20 percent) 2. Work plan (30 percent) 3. Cost detail (20 percent) 4. Qualifications /experience of company (15 percent) 5. The position is responsible for checking compliance with the city's watering restrictions and documenting violations. The schedule is flexible and somewhat random to ensure compliance during different days and different hours of the day. The position typically works from 16 to 20 hours per week. The fact that the city actively enforces watering restrictions has numerous benefits. First, it demonstrates the city's commitment to water conservation to state agencies that control how much water we are allowed to pump each year. It also helps with compliance which helps to avoid large drawdowns in the tower which can affect pressure and emergency water supply. In addition it also helps maintain a sustainable water supply for not only Farmington, but the entire south metro area. Staff recommends that the board continue the water patrol in 2015. BUDGET IMPACT Last year, the rate of pay was $12 /hour, and funding for this position was included in the 2015 Water Utility budget. ACTION REQUESTED By motion, approve the recruitment for the 2015 Water Patrol position at an advertised rate of $12 per hour.
