Regular Meeting
October 14, 2014
1. Call to Order
Chair Rotty called the meeting to order at 7 :00 p.m.
Members Present: Roby, Kuyper, Rich, Franceschelli, Bjorge
Members Absent: None
Also Present: Tony Wippler — Planning Manager
2. Approval of Minutes
a) September 9, 2014 Regular Meeting Minutes — Motion by Kuyper second by Franceschelli
to approve the minutes as presented. APIF, Motion Carried.
3. Discussion —
a. Update on Corrective Order — 409 Spruce Street — Planning Manager Wippler updated the
board on the progress of this issue. The property owner appealed the staff determination to the
Planning Commission and on January 14, 2014, an extension was granted by the commission
that provided the property be in compliance with the property maintenance ordinance by
September 30, 2014. Staff has reviewed the progress and have determined that the property
meets the criteria (not more than 25 %) for missing siding. The Notice and Corrective Notice
will NOT be passed on to legal counsel for action and staff will continue to encourage the
property owner to complete the exterior improvements in a timely manner. Member
Franceschelli asked how staff will monitor the progress. Planning Manager Wippler noted that
the Building Official is working with them on the siding permit (expired), and to hold meetings
with the owners on a regular basis. Member Kuyer asked about siding completion and removal
of scaffolding. Wippler indicated that will be discussed with the owners and if they can't get the
remainder of the siding done before winter, have the scaffolding removed.
b. Ordinance Amendments — Planning Manager Wippler noted that staff will be working with the
Commission on updating certain portions of the Zoning Ordinance. Some potential code
revisions to consider are: 1. Home Occupations
2. Data Centers
3. Brew Pubs
4. Election Signs
5. Outdoor Donation Receptacles
These could be discussed at future work sessions.

MOTION by Bjorge , second by Rich to adjourn at 7:12PM. APIF, MOTION
CARRIED.
