Call to Order Chair Rotty called the meeting to order at 7:00 p.m. Members Present: Rotty, Kuyper, Rich, Franceschelli, Bjorge Members Absent: None Also Present: Tony Wippler — Planning Manager 2. Approval of Minutes a) October 14, 2014 Regular Meeting Minutes --- Motion by Kuyper second by Franceschelli to approve the minutes as presented. APIF, Motion Carried. Chair Rotty opened the public hearings 3. Public Hearings — An Ordinance amending Section 10 -545 of the City Code to permit Light Manufacturing Facilities in the B -3 (Heavy Business) Zoning District. - Planning Manager Wippler noted this amendment is for consistency purposes and that Light Manufacturing Facilities are a less intense use than Manufacturing Facilities which are currently conditionally allowed in the B -3 zone. He is asking that this be a permitted use under this section of the code. Motion by Bjorge second by Franceschelli to close the public hearing. APIF, Motion Carried. Motion by Franceschelli second by Kuyper to recommended approval and forward to the City Council for approval. APIF, Motion Carried. 4. Discussion — a. Joint City Council /Planning Commission Work Session — Planning Manager Wippler noted that a workshop has been schedule for March 9, 2015 at 6:30PM at City Hall. Vermillion River Watershed will be at this workshop to discuss the following topics; 1. Impaired water and TMDL 101(total maximum daily load), plan to reduction of pollutants in the river. 2. WLA Waste Load Allocation, this is a specific number of pollutants that can be put in the river. 3. Collaboration with the JPO on different items and what the JPO can do to assist Farmington with development and general upkeep of the river and its watershed. b. Dawson Meadows (Mystic Meadows) discussion — Planning Manager Wippler introduced Richard Braun, owner of the remaining townhome lots known as Dawson Meadows. He would like some flexibility in residential use. He is looking at detached townhomes (single family homes on smaller lots) similar to the original Sunrise Ponds Addition. A PUD would need to be applied for and the Engineering department would need to review the site plan for drainage, etc. Would the Commission be receptive to this use? Mr. Braun addressed the Commission and noted that several years ago a request to amend the R -3 zoning district to allow for twin homes was approved by this Commission and City Council. After trying to market the lots he indicated that there is no market for twin homes. Single detached townhomes are more desirable at this time. He has been working with Dave May of Fieldstone Family Homes and they met with the HOA and made a presentation. Aesthetically they would be similar to what is currently in place. Architectural control would be turned over to the association. The homes would be part of the HOA. The consensus of the Commission was that this seems like a good plan and for the developer to continue to work with staff. Dave May asked about timing, he'd like to get a house in the ground for the spring parade. It was suggested that he try to schedule meetings with staff. Planning Commission August 13, 2014 5.
