DISCUSSION
Andrea Youngberg has applied for an Urban Chicken Permit. The permit is requesting the keeping of
three (3) hen chickens on the property located at 18315 Everton Court. The proposed coop, as shown in
Exhibit C, is approximately 8.4 square feet in size and 4 feet tall. The coop must be elevated a minimum
of 12 inches (maximum 36 inches) off of the ground to ensure air circulation beneath the coop. A run is
attached to the coop and is approximately 8.4 square feet in area. The overall size of the coop and run is
approximately 19.48 square feet. The coop and run as proposed meet the size requirements identified in
Section 10 -6 -29 of the City Code.
The applicant is proposing two possible locations for the coop and run. The applicants preferred location
is shown on the attached site plan and is colored green. This location is enclosed with a chain link fence
however the applicant fears this area may be too wet from drainage issues to keep the coop and run
permanently without doing damage to the coop. If they find the preferred location does not work as a
permanent location, the applicant would like the option to move the coop and run to the second option
shown on the attached site plan and colored blue. This location is closer to the home and is not enclosed
by the existing fence. Both of the proposed locations meets all setback requirements listed in Section 10-
6-29 of the City Code and exceed the twenty five (25') foot requirement from the nearest adjacent home.
In addition, the coop and run must be setback at least 10 feet from all property lines. Both of the
proposed locations meet this requirement. Staff is comfortable with either location as shown. Lot
coverage is not an issue with this application. The lot coverage with the proposed coop and run will be
approximately 15.83 %. The maximum lot coverage allowed in the R -1 Zoning District is 30 %.
Section 10- 6- 29(K)6 states that any chicken coop or run shall be screened from view with a solid fence or
landscaped buffer with a minimum height of four (4') feet. Currently, a portion of the rear of the
property is fenced with a chain link fence. The applicant has indicated that no additional perimeter
fencing will be added with the coop and run. If the permit is approved, a condition of approval should be
that the applicant work with staff on screening the coop and run in an appropriate manner.
ACTION REQUESTED
Approve the Urban Chicken Permit subject to the following conditions:
1. A renewal permit shall be applied for and administratively approved every year after the Urban
Chicken Permit has been approved that chickens are kept on the property.
2. The applicant shall work with staff to provide additional screening of the coop and run from the
adjacent properties.
3. All other requirements specified in Section 10 -6 -29 of the City Code shall be abided by.

The wood gate starts with a 1X4 frame
that's identical to the wire gate frame you
built in step 3. Build the frame, then install
the 3" hinges 6" from the top and bottom,
as with the wire gate.
Lay the frame face up (hinge side
down) and arrange ten 35W cedar pick-
ets vertically so all are flush with the top
and bottom of the frame and are spaced
evenly (as needed) across the frame's
width. The two outside pickets should
be flush with the outsides of the frame.
Staple the pickets with a pair of 1%." sta-
ples at each end.
NOTE: You will attach this gate to panel D
after the coop is assembled and in place.

13, ASSEMBIE THE WALL PANELS.
Clamp wall panels B and C together,
applying the clamps to the two mating
2x4s that will be at the center of the coop
structure. Make sure all edges of the mat-
ing pieces are flush and the assembly is
square and level. Mark the inside face of
one of the clamped 2x4s, 6" from its top
and bottom ends. Drill a 5 /,6' hole through
both 2x4s at each mark, then anchor the
panels together with two 5 /,s' x 3'/�" hex
bolts with washers and nuts. Repeat the
same process to join panels E and F.
Position panel A over the end of
panel B so the side of A is flush with the
outside face of B. Make sure the frames
are square (horizontally and vertically)
and clamp them together at the corner.
Assembled coop structure
Mark on the inside face of panel A's side
piece, 6" from the top and bottom of the
board. Secure the panels together with two
Simpson GA2 gusset angles fastened with
twelve 1'/n' deck screws, placing the angles
at the 6" marks, as shown in the Panel cor-
ner detail. Use the same method to attach
panel A to F, panel C to D, and panel D to E.
Install three 35'/x' 2x4 top braces to
increase the rigidity of the frame assem-
bly, as shown in Assembled coop structure.
Clamp each of the pieces in place, drill
' /e" diagonally opposed pilot holes through
the brace and into the wall frame member,
and fasten the brace with a pair of 3" deck
screws at each end.

INTRODUCTION
Mylinda Wachter is seeking approval of an Urban Chicken Permit. The subject property is 5995 Lower
182nd Street West. It should be noted the Planning Commission did approve an Urban Chicken Permit
for this property on May 13, 2014. However, the applicant of the previously approved permit (Mr. Travis
Brothers) has since sold and moved from the property. According to Section 10- 6 -29(C) of the zoning
code, the Urban Chicken Permit shall become null and void if the owner of the chickens moves from the
premises. Thereby the new property owner must apply for a new permit.

DISCUSSION
Mylinda Wachter has applied for an Urban Chicken Permit. The permit is requesting the keeping of three
(3) hen chickens on the property located at 5995 Lower 182nd Street West. The proposed coop, as shown
in Exhibit C, is approximately 24 square feet in size and 6 feet tall. A run will be attached to the coop
and is proposed to be 6 feet in depth and 10 feet in length (60 square feet total) with a height of 6 feet.
The coop and run as proposed meet the requirements identified in Section 10 -6 -29 of the City Code. This
is the same coop and run that was previously approved by the Commission in 2014.
As shown in Exhibit B, the coop and run are proposed to be located in the rear of the property near the
northwest corner of the yard. The proposed location meets all setback requirements listed in Section 10 -6
-29 of the City Code and will be located further than the required twenty -five (25') feet from any adjacent
home. In addition, the coop and run must be setback at least 10 feet from all property lines. The
proposed location meets this requirement. It is proposed to be setback just over ten (10') feet from the
northern property line. Lot coverage is not an issue with this application. The lot coverage with the
proposed coop will be approximately 9.29 %. The maximum lot coverage allowed in the R -1 Zoning
District is 30 %.

INTRODUCTION
Attached, for the Commissions review is an ordinance amendment to the City's residential zoning
districts (R -1, R -2, R -3, R -5, R -T and R -D) as they relate to accessory structure standards.
DISCUSSION
At the March 10th regular meeting the Commission recommend approval of an ordinance amendment to
Chapter 5 of Title 4 (Architectural Design and Materials) and Chapter 6 of Title 10 (Performance
Standards) of the City Code that included among other minor changes an increase in the size of accessory
storage sheds that require a building permit from exceeding 120 square feet to exceeding 200 square feet
in size. This change was necessary to come into compliance with the with the recently approved 2015
State Building Code. City Council approved these changes on March 16, 2015.
Now, the individual residential zoning district chapters must be amended to reflect the same increase in
size of accessory structure that requires a building permit (exceeding 120 sf to exceeding 200 sf). This
amendment is for consistency purposes.
ACTION REQUESTED
Recommend approval of the attached ordinance and summary ordinance and forward that
recommendation on to the City Council.

RELATE TO ACCESSORY STRUCTURE STANDARDS
NOTICE IS HEREBY GIVEN that, on April 20, 2015, Ordinance No. 015- was adopted by
the City Council of the City of Farmington, Minnesota.
NOTICE IS FURTHER GIVEN that, because of the lengthy nature of Ordinance No. 015 -
the following summary of the ordinance has been prepared for publication.
NOTICE IS FURTHER GIVEN that the sections of zoning code related to the various
residential zoning districts are being amended, specifically the Accessory Structure Standards, to come
into compliance with the recently approved 2015 State Building Code. The amendment is increasing the
square footage of an accessory structure that requires a building permit from 120 square feet to 200
square feet within the accessory structure standards of each residential zoning district.
A printed copy of the whole ordinance is available for inspection by any person during the City's
regular office hours.

Set date for work session to discuss possible ordinance amendments
April 14, 2015
INTRODUCTION
Over the next several months staff will be working with the Commission on updating certain portions of
the Zoning Ordinance.
DISCUSSION
As from time to time staff will review or be requested to review portions of the City's Zoning Ordinance
for potential changes, or additions to either address deficiencies in the code or to take advantage of trends
that are being seen in other communities and in the region.
Some of the potential City Code revisions that staff would like to discuss with the Commission in a work
session are as follows:
• Home Occupations
• Data Centers
• Brew Pubs
• Outdoor Donation Receptacles
• Solar Farms
• Bee Keeping
A couple suggested dates for the work session are as follows:
Wednesday April 29, 2015 @ 7pm
Tuesday May 19, 2015 @ 7pm
Other dates and times can be considered as well.
