Call to order Chair Rotty called the meeting to order at 7:00 pm Members Present: Rotty, Bjorge, Kuyper, Rich Members Absent: Franceschelli Also Present: Planning Manager Tony Wippler 2. Approval of Minutes a) Motion by Rich second by Bjorge to approve the minutes of January 13, 2015 and February 10, 2015. APIF, Motion Carried. Chair Rotty opened the public hearings 3. a) Public Hearings — Conditional Use Permit to operate a church in the B -2 Zoning District — Jeffrey & Kristine Kerr — Homestead Community Church — 344 Third Street — Planning Manager Wippler explained that the applicants are looking to open a church at this location. The use would be Sunday services, Wednesday night programs and other meetings throughout the week. The expected attendance on Sunday is approx... 300 people and Wednesday approx... 150 people. Chair Rotty asked that parishioners use available parking lots so as not to deplete all parking spots in town. Motion by Bjorge second by Rich to close the public hearing. Motion by Rich second by Bjorge to approve the Conditional Use Permit with the following conditions; 1. Applicants obtain all necessary permits for conversion of space to a church, 2. Sign permit shall be obtained prior to any sign installation, 3. A Certificate of Appropriateness shall be reviewed and approved by the City's Heritage Preservation Commission for any exterior improvements. APIF, Motion Carried. b) An ordinance amending Sections 4- 5 -5(C) and 10- 6 -6(A) of the City Code as related to Accessory Buildings and Accessory Structures — Planning Manager Wippler noted that due to the 2015 State Building Code changes, these portions of the code need to be brought into compliance. The changes include: 1. Increased square footage from exceeding 120 sf to exceeding 240 sf requiring a floating slab or permanent foundation. Also changing verbage from the Uniform Building Code to the International Residential Code. 2. Increasing the square footage of accessory structures that require approval of a building permit from exceeding 120 sf to exceeding 200 sf. 3. Various verbiage additions for clarification and consistency purposes. Motion by Kuyper second by Bjorge to close the public hearing. APIF, Motion Carried. Motion by Kuyper second by Rich to recommend approval of the amendments and forward to the City Council for action. APIF, Motion Carried. 4. Discussion — None 5.
