Call to order Chair Rotty called the meeting to order at 7:00 pm Members Present: Rotty, Kuyper, Rich, Franceschelli Members Absent: Bjorge Also Present: Planning Manager Tony Wippler 2. Approval of Minutes a) Motion by Kuyper second by Rich to approve the minutes of March 10, 2015 Voting For: Rotty, Rich, Kuyper. Abstain: Franceschelli . Motion Carried. Chair Rotty opened the public hearings 3. a) Public Hearings — .Urban Chicken Permit Application — Andrea Youngberg —18315 Everton Court — Planning Manager Wippler introduced and reviewed the request with the board. Motion by Franceschelli second by Kuyper to close the public hearing. APIF, Motion Carried. Motion by Franceschelli second by Rich to approve the Conditional Use Permit with the following conditions; 1. A renewal permit shall be applied for and administratively approved every year after the Urban Chicken Permit has been approved that chickens are kept on the property; 2. The applicant shall work with staff to provide additional screening of the coop and run from adjacent properties; 3. All other requirements specified in Section 10-6-29 of the City Code shall be abided by. Motion Carried. b) Urban Chicken Permit Application — Mylinda Wachter — 5995 Lower 182' St W - Planning Manager Wippler introduced and reviewed the request with the board. This address was previously granted a Urban Chicken Permit in May 2014 however, that property owner sold and moved from the property. According to Section 10 -6 -29 (C) of the zoning code states that a new permit must be applied for by the new owners of the property. Motion by Rich second by Kuyper to close the public hearing. APIF, Motion Carried. Motion by Kuyper second by Franceschelli 1. A renewal permit shall be applied for and administratively approved every year after the Urban Chicken Permit has been approved that chickens are kept on the property; 2. The applicant shall work with staff to provide additional screening of the coop and run from the north, south and east. 3. All other requirements specified in Section 10 -6 -29 of the City Code shall be abided byAPIF, Motion Carried. c) An Ordinance amending Sections 10-5-6(B)2, 10-5-7(B)2, 10-5-8(B)2, 10-5-10 (B)2,10 -5- 11(B)2, and 10 -5 -12( B)2 of the zoning code as they relate to Accessory Structure Standards — Planning Manager Wippler noted that the residential zoning district chapters must be amended to reflect the same increase in size of accessory structures that require a building permit (exceeding 120sf to exceeding 200 sf). Motion by Kuyper second by Franceschell to close the public hearing. APIF, Motion Carried. Motion by Franceschelli second by Rich to recommend approval of the amendments and forward on to City Council for action. APIF, Motion Carried.
