Different facets of the project were discussed with the city council at the February 9, 2015,March 9, 2015,April 13, 2015, and May 11,2015,work sessions. DISCUSSION Following each of the workshops, staff has passed along the city council's general consensus related to the items discussed. MnDOT is now at a point where they would like to discuss the project and review changes made to the original concept plans based on city council consensus at previous workshops. Representatives will be at the meeting to discuss the project. There will also be a public open house on July 21, 2015,to discuss the project. The open house will run from 4:30 PM to 6:30 PM at city hall,and will be an opportunity for residents to share their opinions or concerns. Representatives from MnDOT will be at the meeting to explain the project and listen to feedback. The project is split into two pieces, a north section and a south section. In general,the north section goes from Willow Street in Farmington, north to 170th Street. The south section is generally between Ash Street and Willow Street. MnDOT has provided the attached one-page project information sheets for reference. BUDGET IMPACT N/A ACTION REQUESTED Once MnDOT has explained the current version of the project plans, discuss any potential project questions or concerns you may have with representatives from MnDOT. DISCUSSION Over the past few months the equipment needs of the Farmington Fire Department have been studied and reviewed by staff.Emergent issues have been prioritized and dealt with.Moving forward, staff recommends the following revisions to the capital improvement plan in order to continue addressing the equipment needs of the department. Chiefs Vehicles: The FFD operates with four"command"chiefs who are assigned a department vehicle for immediate emergency response needs.One of the vehicles(4789) is a re-purposed Farmington Police Department (FPD)vehicle, a 2006 Ford Crown Victoria with approximately 73,000 miles in need of a new transmission($1,700.00). This vehicle was being used as a command response vehicle. The FFD would like to replace this vehicle with a 2015 Chevrolet Silverado pick up truck which is listed on the 2015 CIP plan.There is another chiefs vehicle recommended for purchase in 2016 to replace a second re-purposed FPD car(4792), a 2005 Ford Crown Victoria with approximately 108,000 miles which is also being used as a command response vehicle. Improvements in service/safety include: -Designed and specifically purchased for fire department needs. -Four Wheel Drive(Much of the response area is rural roads/fields/woods) -Secured cargo including oxygen cylinders and AED -Separation of cancer causing carcinogens on turnout gear from passenger compartment -Room to haul/carry dirty equipment from scenes back to station and other packages/supplies Rescue 1: This vehicle is a 2005 E-One Typhoon Heavy Rescue vehicle. In a typical urban fire department,this vehicle responds to only significant, specialized rescue situations like window washers hanging from scaffolding,people trapped in a building collapse, or firefighters trapped in a building fire.The FFD uses this vehicle to respond to invalid or lift assists,people that fall down, or people with chest pains.It also responds to automobile accidents and extrication(people trapped in wreckage)accidents. For the day to day emergency medical responses in the FFD, the vehicle is significant overkill. It is recommended that the vehicle be sold to capitalize on the overall good condition and maximize the resale value.The revenue would be applied to the FFD capital improvement plan for future expenditures. Moving forward,the solution for emergency medical responses is a dual purpose vehicle at each station. This "light rescue" concept would place EMS equipment on our new brush truck vehicles.The "light rescue"units are smaller, easier to maneuver, and cost significantly less to outfit and maintain.One was purchased in 2014 and placed into service in 2015, and the other is an already budgeted 2016 expense. For automobile accidents we would respond in our current fire engines which already have extrication equipment on board them. 2019 Engine-Tender Replacement: A water tender(Tanker)was budgeted for replacement in 2016. It is recommended that this purchase be deferred and combined with the fire engine purchase in 2019. Water tenders are used in the rural portion of our 75 square mile response are where fire hydrants do not exist. In our annual responses,water tenders respond the most infrequently. Continuing with the "dual purpose" philosophy, a combination engine-tender makes the most sense for the FFD. These vehicles are gaining in popularity and are used extensively where I come from with great success.In a volunteer department like ours, our daytime responses are light at best. We cannot guarantee that multiple vehicles will be able to respond due to the uncertainty of available personnel.Having one vehicle filling dual roles is a advantageous. From a tactical standpoint, an engine-tender gives us options on fire attack deployments. We would improve water capacity form 1,800 gallons to 2,000-3,000 gallons depending on vehicle specification. This should in turn help to improve our Insurance Services Organization(ISO) score. Tender 2 is a 1989 Ford in generally good shape and will be able to bridge the gap until the arrival of this proposed engine-tender in 2019. Once the new vehicle is in service,Tender 2 would be sold and the revenue would go back to the FFD CIP. BUDGET IMPACT The budget impact is unchanged. The funds exist, it is just restructuring the order of replacement based upon needs. ACTION REQUESTED Approve the recommended changes to the Farmington Fire Department capital improvement fund.
