Regular Meeting
August 11,2015
1. Call to order
Chair Rotty called the meeting to order at 7:00 pm
Members Present: Rotty, Franceschelli ,Bjorge,Kuyper,Rich
Members Absent: None
Also Present: Planning Manager Tony Wippler
2. Approval of Minutes
a) Motion by Bjorge second by Kuyper to approve the minutes of May 12,2015 Voting For:
Rotty, Bjorge,Kuyper,Rich. Abstain: Franceshcelli. Motion Carried. Motion by
Franceschelli second by Bjorge to approve the minutes of July 14, 2015. Voting for: Rotty,
Bjorge,Franceschelli. Abstain: Rich,Kuyper. Motion Carried
Chair Rotty opened the public hearings
a) Ordinance Amendment concerning Community Solar Gardens—Planning Manager
Wippler shared the proposed ordinance with the commission. It is proposed that this use
would be conditionally allowed in the A-1 (Agriculture)zoning district. Motion by Rich,
second by Kuyper to close the public hearing. Motion by Franceschelli second by Bjorge to
recommend approval and forward to the City Council for action. APIF, Motion Carried.
b) Ordinance Amendment Concerning Data Centers-Planning Manager Wippler shared the
proposed ordinance with the commission. It is proposed that this use would be a permitted
use within the B-1 (Highway Business),B-3 (Heavy Business), SSC (Spruce Street
Commercial),Business/Commercial Flex, IP (Industrial Park), and the I-1 (Industrial)zoning
districts. Motion by Franceschelli second by Kuyper to close the public hearing. APIF,
Motion Carried. Motion by Rich second by Kuyper to recommend approval and forward to
the City Council for action. APIF,Motion Carried.

- MOTION by Bjorge second by Franceschelli to adjourn at 7:15 PM. APIF,MOTION
CARRIED.
