Mayor Larson called the work session to order at 6:30 p.m.

Kienberger, Community Development Director;Kevin Schorzman,City Engineer; Randy

MOTION by Bonar, second by Pitcher to approve the agenda. APIF,MOTION CARRIED.
2016 Fee Schedule
City Administrator McKnight reviewed the changes to the fee schedule for 2016. The fee
schedule will be on the October 19, 2015, council agenda for approval.
Governmental Solar Subscriber Collaborative Update
Xcel Energy is required to produce a percentage of their electric sales via solar energy by 2020.
The Community Solar Subscriber Collaborative is offering local governments the opportunity to
obtain solar garden subscriptions through a joint RFP process. Community Development
Director Kienberger discussed the knowns and unknowns of this process. It would be a 25 year
commitment. Council directed staff to continue to be involved in the process. More information
will be provided at the November 9, 2015,work session and will be brought to the November 16,
2015, council meeting for approval.
Sanitary Sewer Joint Powers Agreement—Lakeville
Lakeville is working on approval of a development immediately north of the Farmington border
and east of Pilot Knob Road. The current sanitary sewer line on the property is an 18-inch
concrete pipe approximately 40 years old and needs to be replaced. The Lakeville development
would need an 8-inch sewer line,but the developer is required to install an 18-inch line. As the
line carries sewage from Farmington and Lakeville,Farmington is required to participate in the
cost of upsizing. The total cost for upsizing is $89,271. Farmington's portion which will be paid
to Lakeville is$17,410.50,and will come from the sanitary sewer trunk fund. Lakeville's
portion to be paid to the developer is$71,860.50. This will be brought to the October 19, 2015,
Council meeting for approval.
Dakota County 10-Ton Route Designation
Dakota County is working on implementation of a 10-ton highway system. In November,the
county board will consider designating Pilot Knob Road and CSAH 50 as 10-ton roads. They
are currently 9-ton roads. This will be on the October 19, 2015,Council agenda for approval.

City Administrator Update
City Administrator McKnight reviewed the process for delinquent utility bills. Bills that are not
paid on time each quarter have a 10%penalty added. We do not discontinue services. Owners
receive notice of a deadline for delinquent bills to be paid. After that deadline there is a$35
administrative fee and 8%interest added. There is a public hearing held once a year to certify
delinquent bills to the owner's property taxes. Another deadline is set for December to pay the
bill plus the added charges before it goes onto the property taxes. Council agreed to continue
this approach.
MOTION by Bonar, second by Donnelly to adjourn at 7:25 p.m. APIF,MOTION CARRIED.
