Staff wanted to provide the Commission with an update regarding the status of the plan. DISCUSSION History of the Project Earlier this year the City Council authorized an application for a Dakota County Community Development Agency(CDA)Redevelopment Incentive Grant(RIG)for downtown redevelopment planning purposes. The intent of the Redevelopment Plan is to help establish a unified vision for the downtown. This planning process will assist the City Council, EDA, and other advisory boards and commissions identify opportunities in the downtown area for redevelopment. Because redevelopment efforts can often take many years, it is important to have a unified vision for the area so that staff can identify funding sources for specific projects or opportunities as they become available. The City was successful and was awarded the maximum grant amount of$15,000. A request for proposals (RFP)was issued at the end of June, and on August 17th the City Council approved a contract with Hoisington Koegler Group, Inc. (HKGi)to serve as the project consultant. On September 21, 2015 the City Council appointed a twelve person task force to assist City staff with oversight of the project. The individuals on the task force represent a wide variety of viewpoints and interests in the downtown area. The Downtown Redevelopment Plan Task Force includes: Kris Akin-Downtown Building Owner Heidi Cunningham-ISD 192 Director or Community Education Ed Endres -Pizza Man/Downtown Business Owner John Franceschelli III-Heritage Preservation Commission, Chair Nicole Gorman-Rambling River Center Chris Kulus -Farmington Business Association, President David McMillen-Parks and Recreation Commission, Chair Dirk Rotty-Planning Commission, Chair Barb Svoboda-Farmington Library Manager Janie Tutewohl-Janie's Home Team/Downtown Business Owner Steve Wilson-Economic Development Authority Megan Richards -Student Representative-Farmington High School The Downtown Redevelopment Plan Task Force held its first meeting on October 7, 2015. At the beginning of this meeting the consultants (HKGi)gave a presentation that introduced the project team, the proposed schedule for the plan,purpose and goals for the plan, and opportunities for public engagement. For the remainder of that meeting the task force provided input about downtown's current condition, opportunities for improvement, and the development of a shared vision for downtown's future potentiaL On October 22, 2015 a design charrette was held at City Hall between the consultants and City staff. Through the charrette process and information obtained in the first task force meeting, two redevelopment concept plans were developed. These concepts were then shared and discussed with the task force on November 18, 2015. The concepts will be refined by the consultants and displayed at an upcoming open house. Open House The open house(please see attached flyer)is scheduled for Tuesday,December 15, 2015 and will be located in the main lobby of City Hall from 5 pm to 7pm.
