Regular Meeting
December 9,2015
1. Call to order
Chair Rotty called the meeting to order at 7:00 pm
Members Present: Rotty,Franceschelli,Bjorge,Kuyper,Rich
Members Absent: None
Also Present: Planning Manager Tony Wippler
2. Approval of Minutes
a) Motion by Kuyper second by Franceschelli to approve the minutes of November 10,2015. Voting
for:Kuyper Franceshcelli,Bjorge,Rotty,Abstain: Rich. Motion Carried.
3. Discussion
a) Update on Downtown Redevelopment Plan—Planning Manager Wippler updated the
Commission on the status of the plan. Earlier this year Farmington secured a RIG(Redevelopment
Incentive Grant)for downtown redevelopment planning purposes. The intent of the Redevelopment Plan
is to help establish a unified vision for the downtown. This planning process will assist the City Council,
EDA,and other advisory boards and commissions identify opportunities in the downtown area for
redevelopment. Because redevelopment efforts can often take many years,it is important to have a
unified vision for the area so that staff can identify funding sources for specific projects or opportunities
as they become available. The City was successful and was awarded the maximum grant amount of
$15,000. A Request for Proposals was issued and in August the City Council approved a contract with
Hoisington Koegler Group to serve as the project consultant. The task force was established and the first
meeting was on October 7,2015. Through the charrette process and information obtained in the first task
force meeting,two redevelopment concept plans were developed. An open house is scheduled for
December 15,2015 from 5:00-7:00 pm,all are welcome to attend.
b) Boards and Commissions Reception—The City Council discussed holding a reception for the
Boards and Commissions to thank the members for their service to the community. A tentative date of
January 25,2016 has been identified for the reception. Confirmation of date,time and location will be
provided to the Commission.
c) 2016 Meeting Calendar—There are two dates that vary from the Commission's normal meeting
dates,those dates are:
Wednesday August 10,2016
Wednesday November 9,2016
These meeting dates vary due to the primary and general election dates for 2016.
d) Adjourn -Motion by Franceschelli second by Kuyper to adjourn at 7:09PM. APIF,Motion
Carried.
