Regular Meeting

1. Call to order
Chair Rotty called the meeting to order at 7:00 pm
Members Present: Rotty,FranceschelIi,Bjorge,Kuyper,Rich
Members Absent: None
Also Present: Planning Manager Tony Wippler
2. Approval of Minutes
a. Motion by Kuyper second by Bjorge to approve the minutes of December 8,2015, APIF,Motion
Carried.
3. Discussion
a. 2040 Comprehensive Plan Update-Planning Manager Wippler updated the Commission on the
status of plan. The 10 year Comprehensive Plan cycle officially started once the Metropolitan
Council issued System Statements for every community in the 7-county Metro Area. System
Statements were issued on September17,2015.Attached,for the Commission's reference,is
Farmington's System Statement.The System Statement is a customized document for each
community that informs how the community is affected by the Metropolitan Council's policy plans
for regional systems and to assist in amending its Comprehensive Plan.The System Statement
includes forecasts for population,households,and employees as well as provide affordable housing
goals. Once System Statements have been issued,communities have 3 years to complete the update
and have it approved by the Met Council.
Staff wanted to provide the Commission with this information as a precursor to the February 9th
regular meeting in which the City's Sector Rep from the Met Council(Patrick Boylan)will be in
attendance to give a presentation.The presentation will generally cover the following talking points:
Background;
Required Elements
Optional Elements;
Expectations/Timeline for completion
b. Beekeeping Ordinance(Draft)- Planning Manager Wippler reviewed a draft Beekeeping
ordinance. This was a result of a resident inquiring about this subject. The commission is interested
in continuing discussions regarding this proposed ordinance.The commission is interested in getting
more information on this subject. The commission asked staff if it would be possible to have a
presentation by either the University of Minnesota Bee Lab or the Minnesota Hobby Beekeepers
Association. Staff is asking the commission to review,comment and provide direction regarding the
draft ordinance.
c. Downtown Redevelopment Plan Update—Second Open House on January 30,2016 at the
Farmington EXPO at Farmington High School from 9AM-Noon.
4. Adjourn- Motion by Bjorge second by Rich to adjourn at 7:47pm. APIF,Motion Carried.
