Regular Meeting
February 9,2016
1. Call to order
Chair Rotty called the meeting to order at 7:00 pm
Members Present: Rutty,Franceschelli,Bjorge,Kuyper,Rich
Members Absent: None
Also Present: Tony Wippler,Planning Manager
Adam Kienberger,Community Development Director
a.Election of Officers--Motion by Kuyper, second by Franceschelli to elect Dirk Rotty as
Chairperson. APIF,Motion Carried. Motion by Kuyper second by Bjorge to elect Franceschelli as Vice
Chairperson. APIF,Motion Carried.
b.Appointment to Committees—Motion by Franceschelli,second by Bjorge to accept the following
appointments: Bjorge--EFPAC
Franchechelli—Castle Rock
Kuyper—Eureka
Rich&Kuyper—MUSA
APIF,Motion Carried.
2. Approval of Minutes
a. Motion by Franceschelli second by Bjorge to approve the minutes of January 12,2016.. APIF,
Motion Carried.
Chair Rotty opened the Public Hearings
3. Public Hearing
a. Variance from the minimum lot size requirement in the A-1 Zoning District—Kathleen
Blair Property-Planning Manager Wippler indicated that the applicant is requesting a variance
from the minimum lot size of 40 acres. The applicant is requesting to split the property into two •
parcels(a 24.40 acre parcel and a 15.46 acre parcel). Dakota County has reached an agreement
with the property owner to purchase the northern 24.40 acres as part of its Lake Marion
Greenway Master Plan. Motion by Kuyper second by Rich to close the public hearing. APIF,
Motion Carried. Motion by Franceschelli second by Bjorge to approve the requested variance.
APIF,Motion Carried.
4. Discussion
a.Patrick Boylan—Sector Representative—Metropolitan Council
The City's Sector Representative of the Metropolitan Council,Patrick Boylan,was present and gave a
presentation to the Commission regarding the upcoming 2040 Comprehensive Plan Amendment. The
presentation generally covered the following talking points:
1. Background information regarding State Statutes and Regional Policies;
2. Required Elements for the Comprehensive Plan including existing and future land uses,
existing and projected housing needs,parks and trails,special resource protection,
transportation,water resources,and implementation;
3. Optional EIements for the Comprehensive Plan including resilience,energy infrastructure
and resources,healthy communities,and economic competitiveness;
4. Expectations and Timeline for completion of the amendment
5. Motion by Franceschelli second by Kuyper to adjourn at 7:51pm. APIF,Motion Carried.
