DISCUSSION ITEMS a) 2016-2018 Strategic Plan for Economic Development Update The"developing tools for economic development" include a TIF policy which has been officially adopted as a tax incentive. Staff will be bringing forward a tax abatement policy as a tool for economic development. Regarding development of Vermillion River Crossing, staff has received a proposal from Hy-Vee. A public hearing for this proposal will be held at the August 16, 2016, Planning Commission meeting. Hy-Vee will be purchasing outlots A, C and the credit union site. Currently staff is working on site plan approval, preliminary plat and a conditional use permit. Council will consider approval on September 19, 2016. Staff is proposing a business subsidy agreement for the outstanding deferred assessment on the property per the original development agreement. Another portion of the strategic plan is to define and utilize existing resources of the EDA. This pertains to how the EDA is funded. Staff will bring funding ideas back to the EDA later in the year. EDA Minutes(Regular) July 28,2016 Page 2 b) Downtown Redevelopment Plan Implementation—Rambling River Center Plaza Four of the eight bike racks have been installed. Another concept in the plan is development of a public plaza. This has centered around the open area and parking lot by the Rambling River Center. The consultant developed four different concepts. EDA members were in favor of this location for a public plaza and agreed on concept number two. c) Xcel Energy Certified Site Program Xcel is looking for large sites to market nationally for attracting big developments that are attractive for them. They are looking for sites larger than 25 acres for industrial development. Staff has contacted a land owner and put them in touch with Xcel. d) Trident TIF Agreement Consent and Estoppel Authorization Trident has requested the EDA authorize this agreement for their financing. DIRECTOR'S REPORT a) July Director's Report Trident's development will be called Legacy of Farmington. Trident has received all required approvals and plan to start construction in the coming weeks. The city is eligible for a Met Council grant to receive assistance with comp plan work and the City Council has authorized staff to apply for the grant. Staff has reviewed the request in coordination with the Building Official and the Dakota County CDA and recommends approval of a$10,225 grant amendment for necessary improvements to eliminate conditions detrimental to public health and safety. DISCUSSION Last August the EDA recommended, and the City Council approved a Commercial Rehabilitation Grant for the Farmington Bakery to make improvements to their building in the amount of$13,250.As the improvements were being made, it was noted that there were additional issues with the building creating moisture and ventilation issues. The grant amendment will cover roof venting and repair, additional insulation, interior ventilation improvements, and repair and cleaning of the new stucco. Matching dollars will be provided for additional roof repairs and other related improvements.A cost breakdown is attached for review. Previous renovations made with the initial grant include several health and safety building findings including, replacement of an unsafe roof overhang,replacement of rotted/leaking windows,replacement of rotted and degraded stucco and trim due to water intrusion, an ADA accessible door, and interior ADA accessible counter space. If approved this will bring the total grant amount to $23,475($13,250+$10,225)which is still below the maximum award of$35,000 outlined in the program application. This will also mean a matching investment of at least the same amount into this downtown building. This program has been very successful in Farmington over the past several years, and encourages local building/business owners to reinvest in public health and safety improvements in Farmington. A program summary is below: Grant funds may be available to assist local businesses and/or property owners who are making qualified improvements to eligible commercial properties that eliminate conditions that are detrimental to public health and safety. The following are examples of qualified improvements:correcting code violations, code improvements, and the correction of handicap accessibility issues. The intent of the grant program is to prevent the deterioration of commercial structures and discourage blight, encourage projects that correct code violations and to eliminate accessibility restrictions. Requirements of the program include,but are not limited to the following: • Applicant providing a 1:1 dollar match • Competitive bidding • Davis-Bacon Wage Act(payment of prevailing wages to contractors) ACTION REQUESTED Recommend approval to the City Council of the Commercial Rehabilitation Grant application amendment for the Farmington Bakery building in the amount of$10,225. Final approval will result in the city amending the grant agreement with David and Gina King(Farmington Bakery)funding the improvements outlined above. This property was originally acquired and demolished by the HRA/EDA in 2007 using a combination of CDBG funds and CDA Redevelopment Incentive Grant dollars. Over the years there has been discussion by the HRA/EDA/City Council about selling this property for private development. The EDA recently discussed selling this this parcel and has received an inquiry about a potential sale price. Staff ordered an appraisal for the lot and will discuss the market value analysis at the meeting. Some additional background: Because the EDA utilized CDBG dollars to fund the acquisition and demolition of this property, any sale for private development will trigger repayment provisions to the CDBG program. More specifically,upon entertaining a sale an independent appraisal is required to determine a current market value. If sold, 76.9%of the market value/sale price will need to be repaid to the CDBG program(administered by Dakota County CDA—it is at their discretion if that amount remains with Farmington). "Complete the development of Vermilion River Crossings."(VRC) Hy-Vee has submitted plans to the city for a grocery store, convenience store with gas, attached coffee shop, and car wash. On August 16th, Planning Commission approved Hy-Vee's site plan,preliminary and final plat applications, and conditional use permits for a grocery store and convenience store with gas (as conditional uses in the Spruce Street Commercial Zoning District). As part of the original development of VRC, assessments were levied against the parcels to fund the development infrastructure currently in place with the understanding that the city would enter into a tax abatement agreement to reimburse the developer for the assessments when improvements were made to the property. Over the past 11 years,the properties in VRC have gone back to the banks and sat largely undeveloped. Payments on the bonds levied to fund the infrastructure have been incorporated into the City Council's financial plan for many years. Entering into a business subsidy agreement satisfies the intent of the original development agreement and will not require additional taxes to be levied. In order to facilitate a market rate sale of the property, it is recommended that the City Council approve a business subsidy agreement with Hy-Vee related to the outstanding assessments assigned to the current Outlots A and C of the Vermillion River Crossings Plat. Outlot A currently has an assessment balance of $353,737.72,while Outlot C has a balance of$1,704,993.51 (principal plus interest). State law requires a business subsidy agreement be executed to remove the assessments from the property. When construction of the store commences, Hy-Vee has agreed to create 20 full-time jobs at a wage of $13.00 per hour or more, excluding benefits within two years. It is anticipated that the City Council will make an appointment at their meeting on September 6,with the new commissioner attending their first FDA meeting on September 22. Trident Senior Living/Legacy of Farmington The 70-unit assisted living facility with memory care development is under construction. Footings have been poured and inspected as part of the initial construction process. Downtown Redevelopment Plan—Rambling River Center Plaza The EDA, RRC Advisory Commission, and Parks &Recreation Commission have all reviewed and commented on the original concepts for a public plaza at the Rambling River Center as recommended in the Downtown Redevelopment Plan. Staff is working with HKGi to develop a preferred concept and solicit public input so that an estimated construction cost can be determined. 2016-2018 Strategic Plan for Economic Development This will be a standing item of note each month in the Director's Report. Many communities are ready to protect their unique character,deeply engage their citizens,and meet the challenges of the 21st Century. Economic Development is one of those challenges,and citizens can assist with it by shopping locally and creating awareness to other citizens about the businesses within the City."(Farmington 2430 Comprehensive Plan—Chapter so:Economic Development Element) Strategic planning is a key component of economic development.A three-year strategic plan is a valuable tool for both elected and appointed officials,as well as staff to provide work direction and prioritization of new initiatives. The following document outlines the EDA's areas of focus for 2016-2018. Role of the EDA The role of the Farmington EDA is to serve as an advisory board to the City Council on matters related to economic development.Through policy development and implementation of new and existing tools,the EDA serves as the voice of economic development. 3 Strategic Priorities The following five priorities were ranked by the EDA at their strategic planning session and are defined below.These priorities will serve as the focus and primary guidance of the EDA from 2016-2018. Because new opportunities and ideas will arise during this timeframe,these priorities are meant to serve as the focus areas of the EDA while allowing flexibility to thoughtfully explore other topics deemed important. s. Develop tools for promoting growth and development in Farmington. 2. Develop strong incentive policies to ensure proper use of tools. 3. Explore plans for acquiring land for new industrial development. 4. Complete the development of Vermillion River Crossings. 5. Define and utilize the existing or future resources of the EDA. • 4 Implementation Strategies 1. Develop tools for promoting growth and development in Farmington. • Identify traditional economic development tools • Identify tools that can be unique to Farmington • Identify existing resources • Identify potential resource partners • Recommend tools to City Council 2. PAUL — Minnesota employers added 11,300 jobs in July, according to seasonally adjusted figures released today by the Minnesota Department of Employment and Economic Development (DEED). Those figures, combined with revised data that showed the state gained 2,400 more jobs than originally reported in June, brought employment gains in the state to 44,034 over the past year, an increase of 1.5 percent. Jobs nationally climbed 1.7 percent over the past year. The Minnesota unemployment rate rose 0.1 percent in July to a seasonally adjusted 3.9 percent. The U.S. unemployment rate was 4.9 percent in July. "Last month's job gains pushed seasonally adjusted employment in Minnesota above the 2.9 million mark for the first time in state history," said DEED Commissioner Shawntera Hardy. "The state has gained 21,000 jobs in the past two months alone, a strong indication that the economy is continuing to grow." Leisure and hospitality led all sectors in July with 3,400 new jobs. Other industries gaining jobs were trade, transportation and utilities (up 2,100), other services (up 1,800), education and health care (up 1,700), government (up 700), professional and business services (up 700), construction (up 600), information (up 400) and financial activities (up 100). Logging and mining held steady. 1 Manufacturing was the only industry that lost jobs, down 200. Over the past year, the following sectors gained jobs: education and health services (up 20,486), leisure and hospitality (up 10,999), trade, transportation and utilities (up 6,549), construction (up 6,050), financial activities (up 1,836), professional and business services (up 1,014) and manufacturing (up 559). Four industries lost jobs in the past 12 months: logging and mining (down 1,580), information (down 1,525), government (down 185) and other services (down 169). In the Metropolitan Statistical Areas, the following regions gained jobs in the past 12 months: Minneapolis-St. Paul MSA (up 1.9 percent), Rochester MSA (up 2.9 percent), St. Cloud MSA (up 2.9 percent), Mankato MSA (up 1.7 percent) and Duluth-Superior MSA (up 0.1 percent). DEED has added a section to its website that examines the unemployment rate by demographics (race, age and gender) and looks at alternative measures of unemployment. Go here for details.
