DISCUSSION With the recent resignation of one of our two recreation supervisor position, city staff has started the recruitment process to fill this position. A number of you have requested to discuss this position, its duties and responsibilities and the need for the position. Parks and Recreation Director Randy Distad and I will be at the meeting to discuss this issue with you and answer questions that you may have. The current rules prohibit parking on the streets between 2:30 a.m. and 5:30 a.m. from November 1st through April 15th each year. In addition, there is no parking on the streets after a two inch or greater snowfall until the streets are plowed curb to curb except as authorized. DISCUSSION Each year the city receives complaints about winter parking restrictions both for and against our current rules. Those against the rules typically do not have enough off street parking for all of their vehicles or received a ticket while there is no snow on the ground. Those in favor of our current rules get upset when they see vehicles violating the rules without receiving a ticket or being towed. You recently had a resident comment on our rules at a city council meeting. Since the rules have been in place for a number of years I thought it would be good to review our current approach and see if you have a desire to make any changes to the rules. Police Chief Lindquist and Municipal Services Director Reiten have offered some history and information on this topic in the attached mails. BUDGET IMPACT NA ACTION REQUESTED Review the winter parking rules that are currently in place. City staff recommends that we do not change the current regulations or enforcment but wanted to hear the thoughts of the city council on this issue. Either way,the review of this regulation periodically is a good practice on our part. Plow drivers were able to greatly reduce the amount of time necessary to plow all city streets and plow curb to curb with all vehicles removed. When initially passed,it was decided to educate Parkers for the first two weeks to a month with warning tickets and then proceed with violation tickets thereafter.Over the course of the past 10 years,my time as chief,we have tested the waters and not issued tickets when there is no snow.What we discovered was,drivers ignored the ordinance and the streets were full of cars when it snowed.There has been much consideration given to when tickets should be issued and under what circumstances they are issued under.I understand the distaste vehicle owners feel getting a ticket when there is no snow.They are being penalized for violating a philosophy of efficiency that only exists if it snows. Short of staff spending several hours counting actual tickets over the past few years;I offer my impression.Officers will right approximately the same number of tickets if we start now or wait until the first snowfall.The difference is the cost and time for the plow drivers having the street full of parked cars. If we follow the ordinance,we can get in front of the parking ban and drivers adjust quickly. If we wait,we play catchup all winter. Most metro cities have similar ordinances and enforce them regardless of weather conditions. Winter Parking Restrictions Rosemount winter parking restrictions in effect November 1 thru March 31 each year The City of Rosemount will resume its enforcement of winter parking restrictions beginning November 1 and continuing through March 31. The restriction is necessary so that the City's snowplow drivers can clear streets safely and efficiently. Violators will be subject to fines,towing,and/or impoundment at the vehicle owner's expense. Rosemount City Code prohibits parking on any public street,highway,or alley • every day between 2 a.m.and 6 a.m.,regardless of the weather. • any time snowfall,wind,or other weather condition has resulted in a snow accumulation of two or more inches, until the street,highway,or alley is plowed curb to curb. Ample Valley: On-street parking is prohibited any time City snowplowing or snow removal operations are in progress. No parking is permitted within 10 feet of a fire hydrant or mailbox. On-street parking is prohibited from 3:00 to 6:00 a.m.,throughout the year,except for persons rendering emergency medical assistance;construction areas where off-street parking is not available;or the driveways is filled to capacity with no space for additional vehicles without extending into the sidewalk area.Motor vehicles should then be parked at the curb in front of that residence. Burnsville: Overnight Parking Restrictions Between 2-6 a.m.in Effect Year-Round 1 Nighttime Street Parking. Did you know that cars and trucks parked on the street overnight pose public safety hazards and obstruct public service vehicles? That's why Burnsville prohibits on-street parking from 2-6 a.m.daily.This ordinance is meant to help reduce neighborhood clutter;create more space for fire trucks,ambulances,police vehicles and snow plows;and prevent accidents by removing obstacles. It is also a tool to help minimize auto theft. Because Burnsville police officers are assigned to the same patrol area every shift,they become very familiar with the neighborhoods.Parking restrictions help officers recognize suspicious vehicles in the area,making Burnsville a safer community. While these parking restrictions are in effect year-round,they become even more important in the winter. •Ice Ridges on Street.Cars parked on the street often leave a space too narrow for snow plows to easily drive through. (Plow operators need to raise their equipment or back out of a street--which could damage vehicles.) •Cars parked on the street prevent plows from pushing snow all the way to the curb (Creates ice ridges that can damage other vehicles and create dangerous conditions for pedestrians.) Eagan: Winter Parking Regulations Winter Parking(Sec.9.09 of the city code) Since 1983 the City-wide odd/even parking restriction have worked well to allow for safe and efficient snow removal and to identify abandoned or disabled vehicles. The winter parking ordinance in which the following parking restrictions are applicable,begins on November 15th and continues through April 15th of each year. •On odd-numbered days parking shall be permitted only on that side of the street with odd-numbered addresses for a period of 12 hours beginning at 6:00 a.m.and continuing until 6:00 p.m. •On even-numbered days parking shall be permitted only on that side of the street with even-numbered addresses for a period of 12 hours beginning at 6:00 a.m.and continuing until 6:00 p.m. •The director of public works may post signs along certain roads prohibiting parking on either side of the street until it is plowed to its full width following a snowfall of two inches or more. •A vehicle may be removed and impounded if it is in violation of the winter parking requirements.
