REGULAR MEETING
MINUTES
February 23,2011
6:00 P.M.
CITY HALL CONFERENCE ROOM#169
1. Call to order at 6:00 p.m.
Present: Members Franceschelli,Preece,Dooley,McMillen,Consultant Robert Vogel,Assistant City Planner
Wippler.
Absent: None
2. Approval of agenda
Motion by Dooley,second by Preece to approve the agenda. APIF,Motion passed.
3. Approval of the minutes from October 26,2010.
Motion by Franceschelli,second by Dooley to approve the minutes from October 26,2010. APIF,Motion
passed.
4. Public Hearings-None
5. New Business
a. HPC 2011 Officer Appointments
Motion by McMillen,second by Preece to appoint Commissioner Franceschelli as Chairperson for 2011.
Motion by Preece,second by Dooley to appoint Commissioner McMillen as Vice Chairperson for 2011.
b. HPC 2011 Goals and Objectives
The Commission reviewed the 2010 Goals and Objectives and determined that numbers 1,3,4 and 5
should carry over into 2011. The Commission did add the following goal for 2011:
"Work with the School District to develop a preservation strategy for the historic high school"
Staff will update and distribute the 2011 goals and objectives with the approved changes.
Motion by Preece,second by Franceschelli to adopt the proposed goals and objectives for 2011 with the
changes discussed. APIF,Motion passed.
c. Historic Preservation Month—May
i. City Council Proclamation
Consultant Vogel stated this year's theme is"Celebrating America's Treasures". The
commission discussed and agreed to modify the theme to"Celebrating Farmington's Treasurers".
Posters will be drafted and sent electronically to the members for comments and suggestions.
The mayor will proclaim May as Heritage Preservation month at the regular City Council meeting
on May 2"d.
ii. Heritage Preservation Awards Presented at City Council—May 16,2011
The deadline for submission of nominations to staff is April 22,2011. The HPC will formally
select a nomination at their regular meeting on April 26,2011. Staff has been working on a press
release that will be published in the paper in the upcoming weeks. Information will also be made
available via the City's website and cable. The Commission will fmalize who will present the
awards at City Council at the April 26°meeting.
d. McVicker Lot—possible development
Staff reviewed the development proposal with the Commission. The proposal is for a single-story dental
office to be built on the McVicker lot. The front elevation consists of brick veneer and the material on the
side elevation adjacent to the Farmington Steak House is proposed to be horizontal fiber cement lap
siding. This would be similar to what would be placed on a residential house. The HPC made a
recommendation to have the south side elevation amended to show vertical hardi-board panels similar to
what is proposed on the Pizza Man expansion or other traditional materials that are common in a
downtown setting and to reorient the windows on the south side of the building to a vertical orientation.
Staff will take the recommendations back to the applicant.
6. Continued Business
a. Consider Formal Nominations of Farmington Heritage Landmark Designations
Staff has attempted to contact the property owners to verify their willingness to designate their property.
So far staff has only received feedback from one of the homeowners and have left messages with the
other two home owners. At this time the school district and the owner of the Feely Elevator are not ready
to proceed with the designations. It is anticipated that we will receive an okay to proceed with
designating the three residential properties.
Consultant Vogel will send all reports,except the Old High School,to the state for review. It is
anticipated that the public hearing at the City Council for the nominations will take place on May 16th.
Motion by Preece,second by Franceschelli to formally recommend the following properties for
nomination as Heritage Landmarks:
621 Third Street
719 Third Street
708 Third Street
b. Legacy Grant application for Heritage Resources Interpretation Plan
Consultant Vogel stated that the Legislature has not yet reauthorized the funding and decision is expected
by the end of May. Farmington does have some projects that are ready to be submitted for funding once
the reauthorization is granted. This item will be continued to the April regular meeting where Consultant
Vogel will provide an update.

8. Miscellaneous
Commissioner Franceschelli was curious about the status of the CDA project in VRC. The CDA is proposing a
66 unit senior apartment complex in the Vermillion River Crossing Development south of McDonalds. The site
plan has been approved by the Planning Commission. A review by the HPC is not required for this development.
Commissioner McMillen mentioned he saw a newspaper article regarding CDBG funding and the possible cuts to
this funding source. He mentioned that a picture of the Exchange Bank was in the article.
a. 2011 Meetings dates
Staff provided the Commission with a calendar identifying all City meeting dates for 2011.
b. Commission vacancy
Staff mentioned that Commissioner Johnson has resigned his position on the HPC,leaving the HPC with
a vacancy.
