CITY HALL CONFERENCE ROOM#169 1. Call to order at 6:00 p.m. Present: Members Franceschelli,Preece,Dooley,McMillen,Consultant Robert Vogel,Assistant City Planner Wippler. Absent: None 2. Approval of agenda Motion by Dooley,second by McMillen to approve the agenda. APIF,Motion passed. 3. Approval of the minutes from February 23,2011. Motion by Dooley,second by McMillen to approve the minutes from February 23,2011. APIF,Motion passed. 4. Public Hearings-None 5. New Business a. Annual Preservation Award Nomination No nominations were received from the general public. The Commission asked staff to contact the owners of 300 7th Street to see if they would be willing to accept an award for their property. Fall back position would be the Curry Farm if the property owners of 300 7th Street are unwilling to accept the award. Motion by McMillen,second by Preece to nominate the property owners of 300 7th Street for the 2011 Preservation Award. b. June 30th Preservation Workshop @ Farmers'Market Staff informed the Commission that this date has been set. Consultant Vogel and his team will be available to answer any questions the public may have regarding historic properties. 6. Continued Business a. Historic Preservation Month-May i. City Council Proclamation—May 2,2011 The Commission reviewed the draft proclamation. It will be presented to the City Council on May 2"a for declaration of May as Historic Preservation month. ii. Heritage Preservation Awards Presented at City Council—May 16,2011 Commissioner McMillen will present the award at the City Council on May 16,2011. Heritage Landmark Designations reviewed by Planning Commission—May 16,2011 The Planning Commission will review the designations on May 16,2011. The Planning Commission must review proposed designations as the Official Zoning Map must be amended to reflect all historic landmarks within the community. iv. Heritage Landmark Designations at City Council—May 16,2011 Staff has received confirmation from the three residential property owners to proceed with the designations. A public hearing notice has been prepared and will be submitted to the paper for publication. The public hearing will be scheduled for May 16t. b. Legacy Grant application for Heritage Resources Interpretation Plan The Legislature has not made a decision on this as of yet. The Commission is in a position to apply for funding,once available,for an interpretation plan. Consultant Vogel will continue to monitor the situation. c. HPC 2011 Goals and Objectives Staff provided the Commission with the updated goals and objectives for 2011,as agreed upon in the February 23,2011 regular meeting. d. Site Plan—323 3`d Street(McVicker Lot)—Immanuel Dental The Commission reviewed the official site plan that has been submitted for Immanuel Dental. The Commission reviewed the initial site plan and elevations at their February meeting and had two concerns. Those being: the presence of lap siding on all sides except the west side of the proposed building and the horizontal orientation of the windows on the south side of the building. The updated site plan has removed the lap siding and replaced it with fiber cement panel siding,which is acceptable. However,the orientation of the windows did not change. After reviewing the site plan,the Commission was in agreement the orientation of the windows could remain as shown(horizontal)because privacy would be an issue,especially with the construction of a walkway adjacent to this portion of the building. 7. Reports a. Certified Local Government Annual Report FY 2010 The necessary reports and documentation have been sent into the State. The HPC is compliant with the CLG requirements. 8. Miscellaneous Commissioner McMillen inquired on the HPC's role in regards to the CDA's senior housing in the Vermilion • River Crossings development. The HPC does not need to review that particular project. Commissioner Preece inquired if someone has bought the TC Manor House as she has noticed activity at the property. Staff is unaware,but will check the tax records and will let the Commission know. Consultant Vogel wanted the Commission to think about gardening and landscaping for the City,especially for the older homes within the community. 9.
