MINUTES
February 28,2012

1. Call to order at 6:00 p.m.
Present: Members Franceschelli,Preece,Dooley,McMillen,Consultant Robert Vogel,Assistant City Planner
Wippler.
Absent: None
2. Approval of agenda
Motion by McMillen,second by Dooley to approve the agenda. APIF,Motion passed.
3. Approval of the minutes from October 25,2011.
Motion by Preece,second by Dooley to approve the minutes from October 25,2011. APIF,Motion passed.

5. New Business
a. Recognition of Commissioner Beverly Preece
Assistant Planner Wippler presented Commissioner Preece with a plaque from the Commission
recognizing her for her dedication to the HPC over the past twelve years. This will be her last meeting as
she is moving to Farmington New Mexico.
b. HPC 2012 Officer Appointments
Motion by McMillen,second by Dooley to appoint Commissioner Franceschelli as Chairperson for 2012.
Motion by Franceschelli,second by McMillen to appoint Commissioner Dooley as Vice Chairperson for
2012.
Motion by Preece,second by Dooley to appoint Commissioner McMillen as Secretary for 2012.
c. HPC 2012 Goals and Objectives
The Commission reviewed the 2011 Goals and Objectives and determined that numbers 1-5 should carry
over into 2012. The Commission did add a 6th goal for 2012,it is:

#6. Establish partnerships with various Vermillion River Stewardship entities.
Staff will update and distribute the 2012 Goals and Objectives with the approved changes.
Motion by Dooley,second by McMillen to adopt the proposed Goals and Objectives for 2012 with the
changes discussed. APIF,Motion passed.
d. Historic Preservation Month—May
i. City Council Proclamation—May 7,2012
The 2012 theme is"Discover Farmington's Hidden Gem". The Mayor will proclaim May as
Heritage Preservation month at the regular City Council meeting on May 7s'.
ii. Heritage Preservation Award Presented at City Council—May 21,2012
The deadline for submission of nominations to staff is April 20,2012. The HPC will formally
select a nomination at their regular meeting on April 24,2012. Staff has been working on a press
release that will be published in the paper in the upcoming weeks. Information will also be made
available via the City's website and cable. The award will be presented to the recipient at the
May 21,2012 regular City Council meeting.
It would also be a good idea to give the Council an update of what the HPC has accomplished
over the last several years.
e. 2030 Comprehensive Plan—2011 Amendment—HPC Chapter 11
Assistant Planner Wippler introduced the item and mentioned that Planning staff is updating the 2030
Comprehensive Plan to include information such as 2010 Census numbers as well as if there had been any
study's completed since 2008,when the original plan was approved. Staff highlighted the areas of the
Heritage Preservation Chapter that have been amended by staff and inquired if the Commission was
comfortable with those changes/additions. The Commission was comfortable with the proposed changes
and recommended moving forward with those changes/additions as presented.
6. Continued Business
a. Role of Preservation in Revitalizing the Downtown Area
i. Downtown Street&Way Finding Signs
The Commission decided to move forward and have Consultant Vogel submit a grant application for the
Heritage Resource Interpretation Plan. This way the Commission can develop a vision for what they see
for the downtown and layout a financing plan for specific improvements and then provide all this
information to the City Council for by-in and support.
b. Update—Legacy Grant Application for Heritage Resource Interpretation Plan
Consultant Vogel will submit a grant application on behalf of the HPC. If the grant is approved,the work
on the Interpretation Plan could start latter this year.
7. Reports
a. A New Season—Preservation Plan for Minnesota's Historic Properties 2012-2017
Assistant Planner Wippler provided the Commission with a copy of the State's new 2012-2017
Preservation Plan. This was for the Commission's information only.

8. Miscellaneous
a. 2012 Meeting dates
Assistant Planner Wippler provided the Commission with a Calendar of meeting dates. This was
provided to them for information purposes only.
b. Commission vacancies
Assistant Planner Wippler mentioned that with Commissioner Preece resigning her position,the HPC will
soon be left with two vacancies. Until one or both of the vacancies are filled,it will be important for the
remaining three Commissioners be present at the upcoming meetings to ensure a quorum. Staff will
continue to do what they can to fill the two vacancies.
c. Jackie Dooley
Commissioner Dooley approached the Commission as a citizen to ask if any of the Commissioners have
heard of individuals having difficulties obtaining reasonably priced insurance for older homes.
Consultant Vogel stated that usually insurance rates go down with older homes. The Commission had not
heard of that either and Commissioner McMillen asked if she had obtained additional quotes. That would
be the next step that she should take.

Motion by Dooley,second by McMillen,to adjourn at 7:14 p.m.APIF,Motion passed.

2012 Preservation Month
Mayoral Proclamation
WHEREAS, historic preservation is an effective tool for managing growth and sus-
tainable development , revitalizing neighborhoods, fostering local pride and maintain-
ing community character while enhancing livability; and
WHEREAS, historic preservation is relevant for communities across the nation,
both urban and rural, and for Americans of all ages, all walks of life, and all ethnic
backgrounds; and
WHEREAS, it is important to celebrate the role of history in our lives and the con-
tributions made by dedicated individuals in helping to preserve the tangible aspects of
the heritage that has shaped us as people; and
WHEREAS, "Discovering Farmington's Hidden Gem" is the City's local theme for
National Preservation Month 2012 and is cosponsored by the National Trust for His-
toric Preservation.
NOW THEREFORE, I, the Mayor of Farmington, Todd Larson do proclaim May
2012 as Preservation Month, and call upon the people of Farmington to join their fel-
low citizens across the United States in recognizing and participating in this special
observance.
