CITY HALL CONFERENCE ROOM#169 1. Call to order at 6:00 p.m. Present: Members Franceschelli,McMillen,Dooley,Reiman,Consultant Robert Vogel,Assistant City Planner Wippler. Absent: None Also Present: Michael Koop,Leslie Coburn 2. Approval of agenda Motion by McMillen,second by Dooley to approve the agenda with a modification to add the introduction of new Commission Member Reiman under New Business. Motion passed with a vote of 3-0-1 (Reiman abstained). 3. Approval of the minutes from April 24,2012. Motion by McMillen,second by Dooley to approve the minutes from April 24,2012. Motion passed with a vote of 3-0-1 (Reiman abstained). 4. Public Hearings-None 5. New Business a. Introduction of New Commissioner--Dennis Reiinan Chair Franceschelli introduced Dennis Reiman as the newest HPC commissioner. b. Michael Koop&Leslie Coburn from SHPO Mr.Koop and Ms.Coburn passed out the States new Heritage Preservation Plan and gave an overview of what their goals and strategies are as an agency. They are trying to become more active in outreach to the certified local governments. One item that they wanted to discuss with the Commission is the database and files that SHPO has of the historical properties within our 1 community. Ms.Coburn mentioned that after re'iewing the City of Farmington's website,it appears that their files are not up to date. She wants to make sure that the properties that the City has designated are in their inventory,including documentation on those properties. Consultant Vogel was directed to work with SHPO staff to get the missing information into their hands. c. Inventory of Designated Landmark Properties Staff provided the Commission with an updated list of the landmark properties. Commissioner Dooley inquired about the two properties(Wurdeman House and Wool Growers Association Building)that no longer meet the eligibilities requirements. Both of the properties have been changed enough to no longer be eligible. Commissioner Dooley inquired about why her house has not been discussed as a possible landmark designation. Consultant Vogel stated the Commission can evaluate it again and run it through the process. 6. Continued Business a. Instructional Services Center There is northing new to report on this item at this time. The School District is still in the planning process for the entire district. At this tine there is no money available for either the remodel or demolition of the building. b. Role of Preservation in Revitalizing the Downtown Area There has been no recent movement on this topic, c. Update—Legacy Grant Application for Heritage esource Interpretation Plan The grant has been submitted and staff is waiting on a response. d. Preservation Workshop @ Farmers'Market—June 28th i. Signage Examples&Development of impromptu survey questions Staff inquired if the HPC has any specific questions that they would like to have answered as part of the impromptu survey at the upcoming F ers' Market. The Commission did not have any questions in mind at this time. However,if ey come up with any questions in the mean time they will get them to staff. Otter Tail Power Company Hydroelectric Plants The Otter Tail Power Company was organized in 1907 and by 1925 the company had constructed five hydroelectric plants in and around Fergus Falls,all of which have been determined to be eligible for listing in the National Register of Historic Places.All five facilities were designed by Vernon Wright,an architect trained at the Massachusetts Institute of Technology who was Otter Tail Power's cofounder and first president.This tour will be led by Sue Granger of Gemini Research,whose firm recently completed a historic context evaluation of Otter Tail Power's hydroelectric plants. Historic Properties of Otter Tail County You'll be pleasantly surprised on this tour by the beauty and history of Otter Tail County. 8/23/2012 Page 8 of 8 The first stop is Fort Juelson,an earthen fortress built in 1876 in Tordenskjold Township and still visible today.A current Minnesota Historical and Cultural Heritage Grant is investigating the fort as an above-ground archaeology site. Stop two is the Phelps Mill Historic District,a crossroads agricultural service center comprised of a water- powered flour mill(1889),store(1891),and Italianate miller's house(1902).District No. 182(Bernhard)School in Sverdrup Township is a Moderne-style split-stone school built in 1939-40 by WPA workers.It was rehabbed in the 1990s into an artist's studio,gallery,and home. The final stop will be the Fergus Falls State Hospital,Minnesota's only state institution retaining a complete Kirkbride-plan hospital design.
