MINUTES
October 23,2012
6:00 P.M.

1. Call to order at 6:00 p.m.
Present: Members Franceschelli,McMillen,Dooley,Haley,Consultant Vogel,Assistant City Planner Wippler.
Absent Reiman
2. Approval of agenda
Motion by Dooley,second by McMillen to approve the agenda. Motion passed with a vote of 4-0.
3. Approval of the minutes from August 28,2012.

4. Public Hearings-None
5. New Business
a. Downtown Farmington Tour
The Commission took a walking tour of downtown. Assistant Planner Wippler will pull together a punch
list of item discussed during the tour and bring it back to the Commission at its next meeting. The
Commission may look to develop an action plan to try to address the issues identified as part of its 2013
goals.
b. St.Francis Health Services(Trinity Campus)PUD submittal
Assistant Planner Wippler explained the need for the Planned Unit Development in this instance and
discussed the reasoning for bringing the schematic PUD site plan to the Commission. St.Francis
received a CUP approximately one year ago and a condition of approval of the CUP was that the
applicant applies for a PUD within a certain time frame to allow for multiple principal structures on a
single platted lot. During the CUP discussion with the Planning Commission Chair Franceschelli asked
that when the applicant submit for the PUD that there is a discussion concerning the old hospital portion
of the property. Based on the information provided in the Commissions packet,the old hospital portion is
to be eventually demolished and replaced with nursing facility and mechanical/utility building.

It was the consensus of the Commission that demolition of the hospital portion of the building was
appropriate due to the current condition of the structure,however,with the stipulation that the property
owner completes a recordation plan of the building prior to demolition. Staff will forward the comments
and recommendation of a recordation plan to the Planning Commission at the scheduled public hearing hi
November.
c. Adaptive re-use study—Old Senior Center Building(431 314 Street)
Assistant Planner Wippler stated that he received a proposal from Consultant Vogel for an adaptive re-use
study for the old Senior Center Building located at 4313"Street. Being the property is currently up fore-
sale this may be the perfect opportunity to do a study to determine what the best use of the property is
long term. The Commission directed staff to take the proposal to the City Administrator for
consideration.
6. Continued Business
a. Update—Legacy Grant Application for Heritage Resource Interpretation Plan
Nothing new to report on this item.
b. State Preservation Conference update
Assistant Planner Wippler stated that the City did not have a representative attend this year's conference.
Chair Franceschelli was intending on going until being called away for work. In order to meet SHPO's
requirement of attendance at the annual conference to retain CLG status consultant Vogel and his team
can provide a workshop for the Commission in 2013 to fulfill this requirement.
7. Reports
a. 2012 Annual Report
Assistant Planner Wippler distributed the annual report to the Commission. Staff will sign and send the
report in within the week.
8. Miscellaneous
The next meeting is scheduled for December 26th. The consensus of the Commission was to cancel this meting
due to its proximity to the holiday.
