I. Call to order at 6:00 p.m.
Present: Members Franceschelli,McMillen,Dooley,Haley,Consultant Vogel,Assistant City Planner Wippler.
Absent Reiman
2. Approval of agenda
Motion by Dooley,second by McMillen to approve the agenda. Motion passed with a vote of 4-0.
3. Approval of the minutes from August 28,2012.

5. New Business
a. Downtown Farmington Tour
The Commission took a walking tour of downtown. Assistant Planner Wippler will pull together a punch
list of item discussed during the tour and bring it back to the Commission at its next meeting. The
Commission may look to develop an action plan to try to address the issues identified as part of its 2013
goals.
b. St.Francis Health Services(Trinity Campus)PUD submittal
Assistant Planner Wippler explained the need for the Planned Unit Development in this instance and
discussed the reasoning for bringing the schematic PUD site plan to the Commission. St.Francis
received a CUP approximately one year ago and a condition of approval of the CUP was that the
applicant applies for a PUD within a certain time frame to allow for multiple principal structures on a
single platted lot. During the CUP discussion with the Planning Commission Chair Francescheili asked
that when the applicant submit for the PUD that there is a discussion concerning the old hospital portion
of the property. Based on the information provided in the Commissions packet,the old hospital portion is
to be eventually demolished and replaced with nursing facility and mechanicalutility building. •

It was the consensus of the Commission that demolition of the hospital portion of the building was
appropriate due to the current condition of the structure,however,with the stipulation that the property
owner completes a recordation plan of the building prior to demolition. Staff will forward the comments
and recommendation of a recordation plan to the Planning Commission at the scheduled public hearing in
November.
c. Adaptive re-use study—Old Senior Center Building(431 3`d Street)
Assistant Planner Wippler stated that he received a proposal from Consultant Vogel for an adaptive re-use
study for the old Senior Center Building located at 4313`Street. Being the property is currently up fore-
sale this may be the perfect opportunity to do a study to determine what the best use of the property is
long term. The Commission directed staff to take the proposal to the City Administrator for
consideration.
6. Continued Business
a. Update--Legacy Grant Application for Heritage Resource Interpretation Plan
Nothing new to report on this item.
b. State Preservation Conference update
Assistant Planner Wippler stated that the City did not have a representative attend this year's conference.
Chair Franceschelli was intending on going until being called away for work. In order to meet SHPO's
requirement of attendance at the annual conference to retain CLG status consultant Vogel and his team
can provide a workshop for the Commission in 2013 to fulfill this requirement.
7. Reports
a. 2012 Annual Report
Assistant Planner Wippler distributed the annual report to the Commission. Staff will sign and send the
report in within the week.
8. Miscellaneous
The next meeting is scheduled for December 266. The consensus of the Commission was to cancel this meting
due to its proximity to the holiday.

I. Call to order at 6:00 p.m.
Present: Members Franceschelli,McMillen,Reiman,Lehto,Consultant Vogel,Assistant City Planner Wippler.
Absent Member Haley
Chair Franceschelli introduced and welcomed LeeAnn Lehto as the newest member of the Heritage Preservation
Commission.
2. Approval of agenda
Motion by McMillen,second by Reiman to approve the agenda. APIF,Motion passed.
3. Approval of the minutes from October 23,2012.
The minutes will be brought back to the regular meeting in April for approval as two of the four members
attending tonight's meeting must abstain from any motion on these particular minutes.

5. New Business
a. HPC 2013 Officer Appointments
Nomination of Commission Member Franceschelli as Chair Person by Commission Member McMillen
and second by Commission Member Reiman,
Nomination of Commission Member McMillen as Vice Chair Person by Commission Member
Franceschelli and second by Commission Member Reiman.
Motion by McMillen,second by Reiman to approve both nominations. APIF,Motion passed.
b. HPC 2013 Goals and Objectives
The goals were amended by eliminating#2 regarding the Legacy Grant as it does not appear that the State
will accept the HPC's application and#6 establish partnerships with various Vermillion River
Stewardship entities. The HPC did add the following goal as#5: Identify a specific date to have a joint

meeting with the City's Economic Development Authority(EDA). Staff will revise the goals and
objectives as mentioned and bring them to the next regular meeting for review and acceptance.
Motion by McMillen,second by Reiman to accept the 2013 Goals and Objectives as modified. APIF,
Motion passed.
c. Historic Preservation Month--May
City Proclamation will be on May 6°i for City Council.
Heritage Preservation Award will be given on May 20th at the City Council.
d. Recap of Downtown Tour taken on October 23,2012
A tour was taken of the downtown area this past October. The punch list of main themes identified in the
tour are:
Condition of streetscape
Façade improvement needs
Need to improve pedestrian experience(i.e.,benches,etc.)
Lack of personal accountability of property owners
Discussion occurred about the possibility of establishing a Beautification Award in addition to the
Preservation Award. Consultant Vogel and Commissioner Reiman will work together to develop a draft
program and will bring it back to the regular meeting in April for discussion.
e. Historic Preservation Basics Training
Consultant Vogel will provide a training session for the Commission at its regular meeting in April. The
Commission would like to invite the EDA for a future workshop/training session.
f. Old Senior Center(431 3th Street)renderings—authorize sending to property owner
Chair Franceschelli asked that this item be placed on the agenda. A rendering of the building at 431 3rd
Street was completed by an architect on Consultant Vogel's team last year and Chair Franceschelli would
like to send a copy of the rendering to the new property owners. The Commission directed staff to reach
out to the property owner and provide them with the rendering of the building.
Motion by Reiman,second by McMillen to reach out to the property owners. APIF,Motion passed.
6. Continued Business
a. Commissioner Lehto inquired as to if it is a conflict of interest if the Exchange Bank building is listed
through her office. It should not be an issue as long as she does not directly benefit from the transaction.
b. Update—Legacy Grant Application for Heritage Resource Interpretation Plan
Consultant Vogel stated that he will go ahead and do the plan. With the increase in his retainer in 2013
there is available money for him to complete the plan.
c. Commissioner McMillen asked that future agendas include a section called"Commission Roundtable".
Staff will make the necessary changes.

their information only.

BEAUTIFICATION AWARD •
Entry: To enter, fill out an entry form for each entry and return the form, digital
photographs (in JPEG format), and necessary information, Each entry shall contain a
brief written statement(not to exceed 500 words)that describes the project and gives
the judges a better understanding of it.
Entry fee: Fee is_per entry.
Entry deadline: Entry deadline is , 2013.
Judges: A panel of up to three judges shall be selected on the basis of their knowledge,
independence, integrity, and objectivity. Projects will be judged anonymously. All
entries will be personally inspected by the judges and evaluated according to quality of
workmanship, quality of construction detail, and overall appearance. Judging will take
place in June, with results announced soon thereafter.
Awards: When the awards are announced, photographs of the award-winning entries
will be released to local publicity media.
Award Categories:
• Landscape installation (commercial)
• Landscape installation (residential, includes small gardens and front-yard
makeovers)
• Façade renovation (commercial)
• Façade renovation (residential)
• Resource efficient landscape (any project that best exemplifies the use of
environmentally sustainable methods)
Rules:
1. Only Farmington properties are eligible.
2. A separate and complete entry form must be entered, along with any required
information and fees, for each entry.
3. Most of the landscaping of any project entered must have been completed by the
entrant.
4. Judges must be provided access to the project.
5. All entries will be personally inspected.
6. At least one "before" photograph must be submitted with each entry in the
Renovation category.
7. In order to be considered a renovation, the new building facade must incorporate
at least 25% of the old building façade

2013 GOALS AND OBJECTIVES
1. Print&display a Preservation Month (May)poster
2. Sponsor a workshop for historic property owners(Farmers' Market).
3. Develop a marketing campaign for the historic downtown and commercial properties
4. Work with the School District to develop a preservation strategy for the historic high school.
5. Identify a specific date to have a joint meeting with the City's Economic Development Authority(EDA).
