CITY HALL CONFERENCE ROOM#169 1. Call to order at 7:00 p.m. Present: Members Franceschelli,McMillen,Lehto,Mohlis,Consultant Vogel,Planning Manager Wippler. Absent: Member Haley A boy scout was in attendance and he is working towards obtaining a communications merit badge and is required to attend a public meeting. a. Introduce new Commission Member—Zachary Mohlis Commission member Zachary Mohlis was introduced by Chair Franceschelli. Zach is a student at the University of Minnesota where he is majoring in public history. Some of his interests include fundraising and interpretive themes. He joined the Commission as a way to give back to the community. • 2. Approval of agenda Motion by McMillen,second by Lehto to approve the agenda. APIF,Motion passed. 3. Approval of the minutes a. October 22,2013 Motion by McMillen,second by Lehto to approve the October 22,2013 regular meeting minutes. Vote:3-0-1 (Mohlis abstain),Motion passed. 4. Public Hearings-None 5. New Business a. 2014 Officer Appointments 1 I Nomination of Commission Member Franceschelli as Chair Person by Commission Member McMillen,second by Lehto. APIF,Nomination passed. Nomination of Commission Member McMillen as Vice Chair by Chair Franceschelli, Second by Lehto. APIF,Nomination passed. b. 2014 Goals and Objectives i. HPC Work Plan Consultant Vogel handed out his recommendations for the 2014 goals and objectives. Commissioner McMillen inquired about the Preservation month poster not being included in the recommended goals. Consultant Vogel mentioned that a poster will likely not happen this May. Motion by Commission Member McMillen,second by Commission Member Mohlis to approve the recommended goals and objectives as . presented by Consultant Vogel. APIF,Motion passed. Planning Manager Wippler stated that the Commission may want to go through the goals in more depth,at a later meeting,to determine how the Commission plans to accomplish each goal. Approving the goals tonight is a good first step in developing the work plan. c. Historic Preservation Month—May i. City Council Proclamation The proclamation is scheduled to go before the City Council on May 5th. ii. Heritage Preservation Award(s)Presented at City Council The award is scheduled to go before City Council on May 19th. d. 2014 Conference Updates i. American Association for State and Local History Planning Manager Wippler outlined this year's conference and inquired if any members wished to go this year. Chair Franceschelli and Commission Member Lehto both stated they would like to attend this year's conference. ii. National Alliance of Preservation Commissions(NAPC)Forum Consultant Vogel mentioned that this forum meets every other year and this year it is located in Philadelphia. Scholarships are also available for this forum. This forum is specifically designed for members of Commissions such as this. Chair Franceschelli asked that this item be kept on future agendas under continued business. e. Farmers'Market 2014 Consultant Vogel will work with Planning Manager Wippler on setting the dates that the HPC will have a presence at this year's Farmers' Market. As of right now all dates are open. 2 2 f. Exchange Bank Building(344 Third Street)update Planning Manager Wippler explained that the building has sustained some damage due to the sprinkler system and domestic water lines breaking due to the cold weather. It appears that most of the damage was done in the basement and mechanical room. Additionally,the electrical equipment for the elevator has been damaged. It was also mentioned that the Gerster building received some water in their building from those bust pipes. g. 409 Spruce Street Property Maintenance Notice and Corrective Order Planning Manager Wippler gave the Commission an update regarding the notice and corrective order for this property. The property owner appealed the corrective order to the Planning Commission and the Commission granted a one-time extension to the deadline for completion. The new deadline is September 30,2014. Chair Franceschelli asked consultant Vogel to reach out to the property owners to see if any assistance could be provided. 6. Continued Business a. Limited Commercial Ventures at Historic Properties ordinance Planning Manager Wippler stated that the intent is to have the ordinance in a form that the Commission can do a first reading of the ordinance at its March meeting. b. Heritage Resource list The current inventory was provided to the Commission for information purposes only. 7. Reports a. Heritage Resource Interpretation Plan-update Consultant Vogel stated that his group will ultimately write the plan. Part of the discussion should focus on historical markers and if we want them where they should go and what they should look like. Additionally,technology has changed and a discussion needs to happen on how that will be incorporated. The work will take place this summer. These types of plans lend themselves to tourism,which the City should begin to think about. 8. Miscellaneous a. 2014 Calendar of Meeting Dates Planning Manager Wippler gave the Commission this year's calendar of meetings so that the Commission may plan ahead. The Commission agreed that a Special meeting should be held on April 29th to go over the upcoming Preservation month items. 9. Commission Roundtable a. Commissioner Mohlis inquired about the interpretation plan and where the potential plaques/markers could go. Consultant Vogel stated that is one of the areas that needs to be 3 3 { addressed in the plan. It is easier to put them on areas that the City controls or owns. The plaques should also be placed in an area where most people are going to see them. b. Commission McMillen inquired if the Scouts would be interested in attending a Parks and Recreation Commission meeting,that is if any of the other troop members need to attend a meeting. Commissioner McMillen inquired if the Commission would be interested in having a booth at the Expo next year. Planning Manager Wippler stated that if a Commission member wished to attend in the coming years that they could certainly share a booth with the Planning Department. c. Chair Franceschelli inquired about the 2014 MALHM Minnesota History Awards. Consultant Vogel stated that this would be more appropriate for a historical society to apply for. 10.Adjourn Motion by McMillen,second by Lehto,to adjourn at 8:10 p.m.APIF,Motion passed. AN ORDINANCE ADDING SECTION 10-6-30 RELATED TO LIMITED COMMERCIAL VENTURE PERFORMANCE STANDARDS THE CITY COUNICL OF THE CITY OF FARMINGTON ORDAINS: SECTION 1. Title 10 of the Farmington City Code is hereby amended by adding Section 10-6-30 to read as follows: 10-6-30: LIMITED COMMERCIAL VENTURE STANDARDS: (A)Limited commercial ventures shall be allowed to be conducted at historic properties located within residential zoning districts subject to the approval of a Conditional Use Permit. All Limited Commercial Ventures must meet the established performance standards of section(B)of this entry; and containing one or more of the following uses: class I restaurant,catering centers,reception facilities,meeting or conference facilities,professional office uses,museums,art galleries,antique shops,craft boutiques,or other uses deemed similar by the Zoning Administrator. (B) Historic Property Performance Standards: In order to be considered eligible for a historic properties Limited Commercial Venture conditional use permit,properties must be in conformance with the following: 1. The applicant demonstrates that the historic characteristics of the property cannot be maintained reasonably and economically unless the conditional use permit is granted. • 2. Must be designated as a Farmington IIeritage Landmark or on the National Register of Ilistoric Places. 3. Adequately sized to meet the proposed use. • 4. Adequately served by municipal services or a septic system with adequate capacity for the proposed use. 5. In conformance with all applicable building and fire codes,and ADA requirements. 6. In conformance with all state and county health regulations. 7. In conformance with the city's off street parking requirements pursuant to Section 10-6-4 of the zoning ordinance. 8. Adequately situated and designed so as to not create a significant traffic impact on adjoining public roadways,and includes safe ingress and egress to the site. 9. The development meets all applicable setback requirements. 10. Activity areas are appropriately screened from adjoining properties. 11. The property and land use are adequately designed so as not to create an adverse impact on the residential character of the surrounding area. 1 5 • • 12. The development meets all applicable commercial site development performance standards. 13. The development does not create any increase in the level of noise,air,or other pollution which would have an adverse effect on other properties. 14. One advertising sign not to exceed twenty(20)square feet. 15. Site improvements meet the city's historic preservation standards and guidelines. 16. A certificate of appropriateness shall be obtained for site work to preserve,rehabilitate,restore or reconstruct historic buildings,structures,landscapes or objects. (C) All applications for a Limited Commercial Venture Conditional Use Permit shall be processed in accordance with Section 10-3-5(B)of the City Code with the exception that the heritage Preservation Commission shall review all Limited Commercial Venture applications and provide a recommendation to the Planning Commission. (D) The Planning and/or the Heritage Preservation Commission may modify the standards or require • additional standards that are site specific in order to assure the compatibility of the activities of the Limited Commercial Venture with the neighborhood in which it is located. (E) The Planning Commission and Heritage Preservation may review the Conditional Use Permit annually and may either continue or modify the conditions of the permit if agreeable by both Commissions. (F) The Planning Commission may terminate the Conditional Use Permit,after review and recommendation from the Heritage Preservation Commission,anytime the owner fails to adhere to the standards and conditions established by this section or contained in the Conditional Use Permit. SECTION 2. Effective Date. This ordinance shall be effective upon its passage and publication according to law. ADOPTED this day of ,2014,by the City Council of the City of Farmington. FARMINGTON HPC BEAUTIFICATION AWARD Entry: To enter,fill out an entry form for each entry and return the form,digital photographs(in JPEG format),and necessary information. Each entry shall contain a brief written statement(not to exceed 500 words)that describes the project and gives the judges a better understanding of it. Entry Deadline: ,20 . Judges: A panel of up to three judges shall be selected on the basis of their knowledge,independence, integrity,and objectivity. Projects will be judged anonymously. All entries will be personally inspected by the judges and evaluated according to quality of workmanship,quality of construction detail,and overall appearance. Judging will take place in ,with results announced soon thereafter. Awards: When the awards are announced,photographs of the award-winning entries will be released to the local public media. Award Categories: • Landscape installation(commercial or residential) • Façade renovation(commercial or residential) • Resource efficient landscape(any project that best exemplifies the use of environmentally sustainable methods) Rules: 1. Only Farmington properties located within The Downtown Commercial Overlay District are eligible. 2. A separate and complete entry form must be entered,along with any required information for each entry. 3. Most of the landscaping of any project entered must have been completed by the entrant. 4. Judges must be provided access to the project. 5. All entries will be personally inspected. 6. At least one"before"photograph must be submitted with each entry in the Renovation category. 7. Continue to review,reorganize,and update the heritage resources inventory and create a heritage resources geographic information system(GIS). 2. Provide city officials and the public with information,education,and training in heritage preservation. 3. Implement the"Beautification Award"program in cooperation with the Farmington EDA and others. 4. Develop a heritage resources interpretation plan. 5. Present the annual preservation award during Preservation Month(May). 6. Have Heritage Preservation Commission table at the downtown Farmers'Market. 7. Attend the Minnesota Preservation Conference/AASLH Conference in Saint Paul(September 17-20). 8.
