SPECIAL MEETING
MINUTES
April 29,2014
7:00 P.M.
CITY HALL CONFERENCE ROOM#169
1. Call to order at 7:00 p.m.
Present: Members Franceschelli,McMillen,Haley,Lehto,Mohlis,Consultant Vogel,Planning Manager Wippler.
Absent: None
2. Approval of agenda
Motion by McMillen,second by Haley to approve the agenda. APIF,Motion passed.

3. Public Hearings-None
4. New Business
a. 2014 Preservation Award Nominations and Selection
Karen Ogden,owner and operator of Delectable Designs,submitted a nomination for the owners(Steven
and Molly Aarons)of the building located at 431 Third Street. Staff will notify the property owners of
the nomination and invite them to the City Council meeting at which the award will be presented.
Motion by McMillen,second by Lehto to accept the nomination for the property located at 431 Third
Street. APIF,Motion passed.
b. Historic Preservation Month—May

i. City Council/Mayoral Proclamation—May 5,2014
A draft of the proclamation was provided to the Commission. It will be read by the Mayor at the
May 5,2014 regular City Council meeting.
ii. Heritage Preservation Award presented to City Council--May 19,2014
The award will be given to the property owners at the regular City Council meeting on May 19,
2014. Chairperson Franceschelli will be present at the May 19th City Council meeting to present
the award.

5. Continued Business
a. Limited Commercial Ventures at Historic Properties ordinance
Chairperson Franceschelli had a question on the definition,more specifically regarding professional
office and what that use would include. Planning Manager Wippler stated that his interpretation of that
use would be a lawyer's office or something similar in nature. Planning Manager Wippler stated that
these uses would only be approved through a Conditional Use Permit process and through that process the
HPC and Planning Commission would have an opportunity to determine if the proposed use is
appropriate and if so placed reasonable conditions to it.
Motion by Mohlis,second by Haley to forward the ordinance to the Planning Commission for review and
to hold a public hearing. APIF,Motion passed.
b. Beautification Award
The Commission decided to include a filling/entry fee of$10 to cover the costs of the award.
The Commission agreed that the entry deadline should be August Pt. Judging would start August l st and
run through the first week of September.
c. May 27*HPC Basic Training session topic
Planning Manager Wippler reminded the Commission about the May 27th training session that will be
held to discuss Community Development items within the community and how it works with historic
preservation. Other commissions will be made aware of the training session and invited to attend.
The Commission discussed holding a future training session for educational value to the general public.
This could happen sometime in the fall. The Commission should discuss and give some thought to what
they feel would be beneficial to the general public of Farmington. There may be an opportunity to work
with Community Education to offer it as a continuing education course and to see if it could be held at the
original high school. Consultant Vogel will reach out to the Community Education office to see if this
would even be a possibility.

7. Miscellaneous
Planning Manager Wippler stated that he did apply for funds to allow two Commission members to attend the
annual state conference. A response from the state has not been given on the grant request as of yet.
8. Commission Roundtable
a. Commissioner McMillen mentioned that Jackie Dooley's neighbor is parking many vehicles on the rear
of the property. Staff will go and take a look at it;there is nothing that this Commission can do regarding
the concern.
b. Commissioner McMillen asked whether a map could be done to show just the historic properties. Staff
mentioned that could easily been done as we contract our GIS out to the County. It was also mentioned
that a web map could be done that would ultimately be put on the city's website. The web map would
include information on the properties. Planning Manager Wippler will work with Dakota County on the
proposed maps and will bring them back to the Commission as they become available.

Consultant Vogel inquired if an age of housing stock map would be valuable. The Commission agreed
that it would be interesting to see. Planning Manager Wippler will work with Dakota County on
preparing an age of housing stock map.
c. Commissioner Mohlis shared a draft poster for Historic Preservation Month with the Commission that he
has been working on. He will continue to refine the poster and will forward it onto staff once completed
to have it printed off and displayed.
d. Commissioner Lehto mentioned that she will be attending a conference in St.Cloud from May 28th
through the 30th and she is not sure when she will be leaving for the conference. She will keep staff
posted if she cannot make the May meeting.
