Motion by McMillen,second by Lehto to approve the May 27,2014 regular meeting minutes. APIF,
Motion passed.

5. Continued Business
a. Limited Commercial Venture Ordinance
Planning Manager Wippler stated that the Planning Commission reviewed the ordinance at its May 13th
regular meeting and asked that it be brought back to the HPC and that the property owners of the
landmark residences be invited to attend that HPC meeting to go over the ordinance prior to scheduling a
public hearing. Staff did hear from two of the property owners,Mr.Flynn(320 Walnut St)and Mr.
Schulz(500 Spruce)both stated that they would not be able to attend this meeting;however,neither
expressed much concern over the proposed ordinance. Motion by McMillen to forward the ordinance on
as presented to the Planning Commission for a public hearing,second by Mohlis. APIF,Motion passed.
b. Beautification Awards Program
Planning Manager Wippler stated that no entry forms have been submitted so far. Staff will alert the
Commission if and when an entry is submitted. Information on this award should be placed in an
upcoming City newsletter.

6. New Business
a. Determination of landmark eligibility—431 Third Street
Consultant Vogel stated that one of the essential tasks that only this Commission can do is to issue these
determinations of eligibility for properties which is basically just findings that the Commission makes
that means the property is eligible to be designated as a Heritage Landmark. Consultant Vogel would like
to have this property added to the City's list of eligible properties.
Motion by Lehto to determine the property located at 431 Third Street as a Landmark eligible property,
second by McMillen. APIF,Motion passed.
b. Use of GIS in historic preservation
Planning Manager Wippler stated that staff has been working with the Dakota County Office of GIS on a
webmap that would depict where the designated properties are located and by clicking on an indicator and
it would bring up information regarding the property including a picture. Staff is hopeful that the
webmap will be available for the September meeting so that the Commission can review it and pass along
comments before the final product gets placed on the City's website.
c. Arcadia Publications proposed Farmington history book—Images of America series
Consultant Vogel mentioned that Arcadia Publication has reached out and they would like to do a book
on Farmington and are looking for an author to assist in the product. Arcadia provides all of the editorial
support for the book and it produces a product that is a reasonable price. This isn't a project that the HPC
should do but if the Commission members wanted to put out feelers for a local author that would be
appropriate. Commission Member Lehto mentioned that she would be interested in authoring it.
Consultant Vogel will give the contact information for Arcadia to Commission Member Lehto.
d. HPC webpage improvements
General discussion occurred regarding the City's webpage and how it could be updated and how
advancements in technology could be utilized on the City's webpage. The Age of Housing map that was
recently completed by the Dakota County Office of GIS should be placed on the webpage. Staff will talk
with the Website Manager to see if they are able to attend a future meeting to discuss the website with the
Commission.
e. State preservation Conference—September 17-20
Planning Manager Wippler stated that Commission Members Franscelli and Lehto will be attending the
conference this year. The registrations need to be completed and submitted. It was mentioned that the
City did receive a grant from SHPO that will cover a majority of the costs associated with the two
members attending the conference.

Arcadia Publishing's standard format allows us to produce high-quality publications that
are both recognizable and reasonably priced. Our books are 128 pages in length and contain
180 to 240 vintage photographs and 8,000 to 18,000 words of text,primarily in the form of
captions. Your answers to the following questions should outline the intended content of
your book and help us understand why your proposed topic is an appropriate fit forArcadia.

About Arcadia Publishing
• Arcadia finances all aspects of book production,from printing to sales,marketing,and
distribution. It is the author's responsibility to provide images and text,and we allow our
authors to choose their own deadlines.Please keep in mind,that if publishing for a specific
release date or event,that it takes approximately six months for us to produce a book once an
author delivers their materials.
• We pay 8%royalties on net sales and many authors also take advantage of our 40-50%discount
to purchase their books and sell them at cover price at fairs,museums,etc.as a fundraiser for
their organization. Royalties can also be designated to museums,libraries,or other
organizations.
• Our books are priced at$21.99 and are formatted to appeal to a broad base of retailers and
buyers.They consist of 180-240 historic images accompanied by various text,mostly in the form
of captions,with an overall word count limit of 8,000 to 18,000 words.We provide authors with
one-on-one attention throughout the entire book creation process,along with comprehensive
guides for the organization and development of a book.We have specific scanning requirements
for images used in our books.
• Our first printrun is typically 1,200,and we hope for those to sell in the first year.We then have
the ability to print in smaller batches,depending on demand.Our experienced sales and
marketing teams will be working hard to place your book in every possible retail outlet,and
most of our titles have field representatives promoting them as well.We do ask our authors to
partner in the promotion of their book with book signing events,etc.at local retail outlets,and
these events would be separate from any events that you may want to set up to sell copies that
you have purchased with the author discount.
• Getting started is as easy as filling out the proposal form and submitting It to me.Proposals take
about two weeks for approval,and then a contract is issued.

FINANCIAL BENEFITS
Fund-raising is also a constant challenge for historical groups. Arcadia books provide a way for organizations and
individual historians to earn royalties on each book sold without any financial investment on their part. Royalties
are paid twice a year, and the recipients of the royalty payments are determined by the authors themselves. Many
nonprofit groups also choose to buy quantities at a high discount to resell at community events throughout the year.
Profits from book sales can fund other high-profile projects, and the books themselves assist with promoting the

My first foray into the publishing world was with Arcadia Publishing.Being a newbie,I was expecting a long and arduous

Arcadia accepts proposals year round, and we encourage potential authors to submit them promptly as we often
receive more than one proposal for the same topic. Once a proposal has been completed,you and your editor will
decide upon a timeline for delivery of your proposed publication. There are many factors to consider, such as
seasonal events and festivals or anniversaries. These will often provide the perfect setting for the release of your
book.
We (the SSF Historical Society) still wonder how we managed the timeline we gave ourselves when we decided to do
Images of America: South San Francisco. We look back in amazement and say "how did we do it?"Well, it was
accomplished through perseverance and the great working relationship we had with you and other Arcadia staff members.
It has been a tremendous benefit to the Society and to the past,present and future residents of South San Francisco.

We accept the following types of images for inclusion in our books:
• Original images(an original image is a first-generation photograph taken using film, and
developed directly from a negative.)
• Images developed from glass-plate negatives
• Postcards
• Printed line art(only occasionally.Please consult your editor for approval before
submitting line art.)
• Professional photographic reprints(*Please consult your editor to discuss this option.)
• Images of the quality listed above that are scanned according to our specifications,briefly
outlined here:

Output Size=at least 8 inches WIDE or 16 inches for a double-page spread
Grayscale(8-bit)
Save as TIFF
*If you plan to scan your own images, please phone your editor early to discuss our strict
scanning specifications. You will be asked to submit a CD containing 10 sample scans well ahead
of your book's delivery date. We strongly encourage you to speak with us before proceeding with
any scanning plans.
We cannot accept the following:
• laser copies or printouts of any kind
• images made or reproduced using Kodak Picture Maker
• digital photos—i.e.,pictures taken with a digital camera
• photographs of photographs
• ink jet printer printouts
• jpeg images downloaded and/or printed out from the Internet
• any images printed from your home computer
• yearbook photographs
• images from pamphlets or other previously published matter
• images from newspapers
• images glued or pasted into photo albums or images in•frames
• images in books
• blurry images
• contemporary images: if you choose to include contemporary images,please be certain
