2. Approval of agenda
Motion by McMillen,second by Lehto to approve the agenda. APIF,Motion passed.

a. May 26,2015 Regular Meeting
Motion by McMillen,second by Lehto to approve the May 26,2015 Regular Meeting minutes as
presented. APIF,Motion passed.

a. Interpretation Plan
i. HPC/PRAC Possible Joint Meeting
The PRAC suggested a date of September 9,2015for a joint meeting. Consultant Vogel cannot
make that meeting. The HPC suggested October 14th at 6:00 pm as an alternate date for meeting
with the PRAC. Commissioner McMillen stated that he would bring that request back to the
PRAC at its next meeting,which is scheduled for tomorrow.

ii. Downtown Walking Tour
The Commission took a tour of the downtown. Discussion centered on the potential use of public
spaces to put up interactive kiosks or other interpretive items to tell the story of the city. Another
idea that was shared was giving the downtown its own unique street signs.
The Commission also had a discussion on the Depot Way Arts Park. Commission member
McMillen suggested the possibility of constructing a viewing platform near the railroad. This
could provide for a safe place to view trains and for photographic opportunities. This could also
lend itself for the placement of interpretive items regarding the history of the railroad in the
community.
b. Update on Downtown Redevelopment Plan
Planning Manager Wippler gave the Commission an update on the plan. The RFP Commission met
yesterday to go over the four qualified proposals that the City received. Two of the proposals were
selected for further follow up questions(HKGi and Place Dynamics). A decision on which firm will be
chosen will likely come within the next couple weeks. Staff will continue to update the Commission on
this plan as it proceeds.
6. New Business
a. 2015 Annual Statewide Preservation Conference
The annual state conference will be held on September 17-18 in Little Falls. There are scholarships
available through SHPO for a Commission Member or staff to attend the conference. As a certified local
government,the City must send a representative to the conference. Commission Member Lehto
expressed an interest in attending. Staff will submit an application for the grant.

SUBJECT: Interpretation Plan—Discussion Outline for September 29 HPC Meeting
DATE: September 29,2015
On September 29 the HPC is going to have another"brainstorming"session on heritage interpretation. I would
like to use this meeting to lay the groundwork for our joint meeting with the Parks Commission(scheduled for
October 14). Based on our previous discussions,I am recommending that we organize our presentation to the
Parks Commission around the following points:
#1:Define Heritage Interpretation-As used in heritage preservation,interpretation refers to the
communications process that translates the language of history,architecture,and archaeology into stories and
experiences that can be appreciated and enjoyed by people of all backgrounds.
#2:Identify Goals and Objectives—The following list of general goals and objectives briefly summarizes the
results of the work we have done so far:
• Educate residents and visitors about the historical, architectural,archaeological and cultural heritage of
Farmington.
• Provide engaging and relevant experiences for people of diverse perspectives and backgrounds.
• Attract local,regional and national tourists.
• Establish consistent interpretive messages.
• Build a cohesive group of partners who can effectively preserve,manage and interpret heritage
preservation sites.
• Improve visitor orientation and wayfinding in the city's historic neighborhoods.
• Develop guided and self-guided tours.
• Connect visitors to other heritage tourism sites in the Twin Cities region.
• Provide opportunities for residents and visitors to participate in heritage stewardship.
• Establish measurable interpretive program outcomes.
• Ensure the interpretive experience does no damage to heritage resources.
#3:Identify Critical Questions—In terms of work plan objectives,I believe the following questions best define
the scope of the interpretive plan:

1. Who are the audiences for interpretive programs and how can they be reached?
2. What heritage interpretation currently exists and how is it performing?
3. What is the interpretive potential of the properties currently designated or determined eligible for
designation as Farmington Heritage Landmarks?
4. What are the most important interpretive topics,themes or messages?
5. What types of interpretive programs are recommended?
6. What are the relative priorities and approximate costs of implementing these recommendations?

INTRODUCTION/DISCUSSION
A joint meeting with the Parks and Recreation Advisory Commission(PRAC)has been scheduled for October
14,2015 at 6:00 pm at City Ball. The intent of this meeting is to discuss interpretation and wayfinding
signage within the City parks and other public facilities.
Attached,to this memorandum,please find an age of building map that also includes location of parks and
trails. This map may be beneficial when discussing placement of interpretation and signage with the PRAC.

None,this is for information purposes only and shall serve as a reminder of the upcoming joint meeting with the
PRAC.

SUBJECT: Update on Downtown Redevelopment Plan

INTRODUCTION/DISCUSSION
Staff wanted to keep the Commission apprised of the progress with the Downtown Redevelopment Plan. As the
Commission is aware a request for proposals(RFP)was issued the end of June for this plan. The City received four
qualified proposals from the RFP and on August 17th the City Council approved a contract with Hoisington Koegler
Group,Inc.(HKGi)to complete the plan. The next step in the plan process is the formation of a task force to oversee the
creation of the document. On September 21st the City Council appointed the following people to the Downtown
Redevelopment Plan Task Force:
Kris Akin—Downtown Building Owner
Heidi Cunningham—ISD 192 Director of Community Education
Ed Endres—Pizza Man/Downtown Business Owner
John Franceschelli III—Heritage Preservatin Commission(HPC),Chair
Nicole Gorman—Rambling River Center
Chris Kulus—Farmington Business Association(FBA),President
David McMillen—Parks and Recreation Advisory Commission(FRAC),Chair
Dirk Rotty—Planning Commission,Chair
Barb Svoboda—Farmington Library Manager

SUBJECT: Schedule fall inspection visit of Middle Creek Cemetery
DATE: September 29,2015
INTRODUCTION/DISCUSSION
The Commission originally was scheduled to visit the cemetery during the May 26"regular meeting. However,due to
weather conditions that day,the visit never took place. If the Commission is still interested in visiting the cemetery,staff
would suggest possibly going during the regular meeting in November. Staff would also suggest,if the Commission
wants to make this visit yet this year,that the November meeting be rescheduled for earlier in November(November 3,
2015 as a possibility)due in large part to weather concerns.
ACTION REQUESTED
Determine if the Commission wants to schedule a visit to the Middle Creek Cemetery yet this fall,and if so,select a date
for the visit.
