REGULAR MEETING
MINUTES
July 28,2015
7:00 P.M.
CITY HALL COUNCIL CHAMBERS
1. Call to order at 7:00 p.m.
Commission Members Present: Members Lehto,McMillen,Mohlis
Commission Members Absent: Members Franceschelli,Haley
Also Present: Planning Manager Wippler,Consultant Vogel
2. Approval of agenda
Motion by McMillen,second by Lehto to approve the agenda. APIF,Motion passed.
3. Approval of Minutes
a. May 26,2015 Regular Meeting
Motion by McMillen,second by Lehto to approve the May 26,2015 Regular Meeting minutes as
presented. APIF,Motion passed.

5. Continued Business
a. Interpretation Plan
i. HPC/PRAC Possible Joint Meeting
The PRAC suggested a date of September 9,2015for a joint meeting. Consultant Vogel cannot
make that meeting. The HPC suggested October 14th at 6:00 pm as an alternate date for meeting
with the PRAC. Commissioner McMillen stated that he would bring that request back to the
PRAC at its next meeting,which is scheduled for tomorrow.

ii. Downtown Walking Tour
The Commission took a tour of the downtown. Discussion centered on the potential use of public
spaces to put up interactive kiosks or other interpretive items to tell the story of the city. Another
idea that was shared was giving the downtown its own unique street signs.
The Commission also had a discussion on the Depot Way Arts Park. Commission member
McMillen suggested the possibility of constructing a viewing platform near the railroad. This
could provide for a safe place to view trains and for photographic opportunities. This could also
lend itself for the placement of interpretive items regarding the history of the railroad in the
community.
b. Update on Downtown Redevelopment Plan
Planning Manager Wippler gave the Commission an update on the plan. The RFP Commission met
yesterday to go over the four qualified proposals that the City received. Two of the proposals were
selected for further follow up questions(HKGi and Place Dynamics). A decision on which firm will be
chosen will likely come within the next couple weeks. Staff will continue to update the Commission on
this plan as it proceeds.
6. New Business
a. 2015 Annual Statewide Preservation Conference
The annual state conference will be held on September 17-18 in Little Falls. There are scholarships
available through SHPO for a Commission Member or staff to attend the conference. As a certified Iocal
government,the City must send a representative to the conference. Commission Member Lehto
expressed an interest in attending. Staff will submit an application for the grant.
