REGULAR MEETING
MINUTES
September 29,2015
7:00 P.M.

1. Call to order at 7:00 p.m.
Commission Members Present: Members Franceschelli,Lehto,McMillen,Mohlis
Commission Members Absent: Member Haley
Also Present: Planning Manager Wippler,Consultant Vogel
2. Approval of agenda
Motion by McMillen,second by Lehto to approve the agenda. APIF,Motion passed.
3. Approval of Minutes
a. July 28,2015 Regular Meeting
Motion by McMillen,second by Mohlis to approve the July 28,2015 Regular Meeting minutes as
presented. Vote: 3-0-1(Franceschelli abstain)

5. Continued Business
a. Interpretation Plan Update
Consultant Vogel provided the Commission a memorandum that outlined what some of the potential
discussion items for the upcoming joint meeting with the Park and Recreation Commission should be.
The main reason for having the joint meeting is to discuss utilizing the City's parks and open space for
heritage interpretation. The Commission should start to talk about what the message is actually going to
be,regardless of what the outcome of the joint meeting is. Need to look at traffic counts,where people
are coming from. This would be useful information to integrate into the plan itself. The Commission was
comfortable with the points of discussion as outlined by Consultant Vogel

b. HPC/PRAC Joint Meeting
The meeting with the Park and Recreation Commission has been scheduled for October 141 at 6:00 pm at
City Hall in Conference Room 170.
c. Update on Downtown Redevelopment Plan
Planning Manager Wippler gave the Commission an update regarding the plan. Hoisington Koegler
Group has been selected as the firm to complete the plan. A 12 person task force consisting of downtown
business owners,representatives of various City Commissions,and a student representative has been
appointed by the City Council to oversee the development of the plan. The task force will have its initial
meeting on October 7"'. Additional information will be made available to the Commission as the plan
progresses.
d. Recap of 2015 Annual Statewide Preservation Conference
Commission member Lehto provided the Commission with an update regarding her attendance at the
State Conference that was held in Little Falls.
e. Exchange Bank Update
Commission member Mohlis inquired about the status of the Exchange Bank building. Planning Manager
Wippler stated that the prospective church that has been working with the owners of the building to
potentially occupy the building had just reached out to the City to provide an update. The deal is still in
the works. They are now looking to potentially buy the building outright versus doing a contract for
deed.
f. Farmers'Market

Commission member Mohlis inquired how the Farmers'Market went this year. Consultant Vogel
attended one date this year,he did not attend the second date due to weather. The Commission stills feels
it is valuable to have a presence at the Market and that the HPC should continue to pursue it however,one
time throughout the season is probably adequate.
6. New Business
a. Schedule fall inspection visit of Middle Creek Cemetery
It was the consensus of the Commission to do the visit in coordination with the April 2016 special
meeting.
b. Review updated Heritage Preservation Commission Historic Landmarks Webmap
Planning Manager Wippler introduced the new Heritage Landmark Webmap to the Commission. Staff
has been working with the Dakota County Office of GIS over the last year to develop the interactive
webmap. The webmap is searchable to find all of the historic landmarks within Farmington and provides
information on the properties including the landmark report and photograph of each property. Staff
wanted to get the Commission's input on the webmap prior to making it active on the City's website. The
Commission liked the webmap and had no additional suggestions or changes for the webmap.
Motion by Franceschelli,second by McMillen to make the Heritage Landmark Webmap active on the
City's website. APTF,Motion passed.

9. Commission Roundtable
Consultant Vogel mentioned that the HPC may want to think about commemorating the history of the railway in
our community in 2016.
