5. Continued Business
a. Interpretation Plan Update
The most important aspect is to get the buy in from the Park and Recreation Commission. Without their
buy in and participation we may have to go a different route with the plan. The focus of the interpretation
plan should be on the historic resources that we have in the community,not the ones that are gone. A
meeting with the Park and Recreation Commission will happen early in 2016 to discuss interpretation in
the City parks.
b. Update on Downtown Redevelopment Plan
Planning Manager Wippler provided the Commission with an update on the Downtown Redevelopment
Plan. There will be an Open House on December 15th from 5-7 pm here at the City Hall in the main
lobby. All are welcome to attend.

6. New Business
a. Boards and Commissions Reception
A tentative date of January 25,2016 has been discussed by the City Council as a possible date for a
boards and commissions reception. Staff will pass on additional information to the Commission on the
date,time and location of this reception once it is officially set and available.
b. Boards and Commission Term Expirations
Planning Manager Wippler mentioned that the terms for Chair Franceschelli and Commission Member
Lehto will expire on January 31,2016. Commission Member Lehto mentioned that she will not be re-
applying for the Commission for personal reasons. The Commission wished her well in her future
endeavors.
c. 2016 Meeting Calendar
The calendar was provided to the Commission as an FYI,so they may plan ahead for the meetings in
2016.
7. Reports&Plans
Planning Manager Wippler mentioned that the yearly report has been sent to SHPO.
8. Miscellaneous
None.
9. Commission Roundtable
Commission Member Mohlis mentioned that when we discuss interpretation we need to target people who live
outside of the downtown. Consultant Vogel stated that one of the advantages of utilizing the City Parks is that
you tend to reach a broader number of people throughout the Community.
There was also discussion regarding the Depot Way Arts Park and how that could be a very interesting area for
interpretation.

a. Interpretation Plan Update
Planning Manager Wippler mentioned that the Park and Recreation Commission will be in attendance at
the Commission's March 22nd regular meeting to discuss interpretive signage in City parks and other
public facilities.
b. Update on Downtown Redevelopment Plan
Planning Manager Wippler provided the Commission with an update regarding the progress that has been
made on the Downtown Redevelopment Plan. The first Open House was held on December 15t here at
City Hall. It was well received with approximately 40 individuals that walked through. The second Open
House has been scheduled and will be held on January 30th at the Community EXPO in the Farmington

High School. A preferred concept is currently being refined and will be on display during the second
Open House.

a. Presentation of Certificate of Appreciation to Commission Member Lehto

SUBJECT: Interpretation Plan-Joint discussion with Park and Recreation Commission

INTRODUCTION
Over the last year to year and a half the Heritage Preservation Commission[HPC]has been working to
develop an interpretation plan for the City. Through this process it was determined that the City's parks and
other public spaces could provide a unique opportunity for placement of interpretation(ie.,wayfinding
signs,kiosks, etc.). The HPC had requested a joint meeting with the Parks and Recreation Commission to
discuss this potential opportunity. Randy Distad,Park and Recreation Director, as well as members of the
Parks and Recreation Commission will be in attendance at this meeting.
DISCUSSION
Below are three points that should be utilized to steer discussion during the meeting:
#1: Define Heritage Interpretation-as used in heritage preservation, interpretation refers to the
communications process that translates the language of history, architecture, and archeology into stories and
experiences that can be appreciated and enjoyed by people of all backgrounds.
#2: Identify Goals and Objectives -the following list of general goals and objectives briefly summarizes the
results of the work that has been done so far:
• Educate residents and visitors about the historical, architectural, archaeological and cultural heritage of
Farmington.
• Provide engaging and relevant experiences for people of diverse perspectives and backgrounds.
• Attract local,regional and national tourists.
• Establish consistent interpretive messages.
• Build a cohesive group of partners who can effectively preserve,manage and interpret heritage
preservation sites.
• Improve visitor orientation and wayfinding in the City's historic neighborhoods.
• Develop guided and self-guided tours.
• Connect visitors to other heritage tourism sites in the Twin Cities region.
• Provide opportunities for residents and visitors to participate in heritage stewardship.
• Establish measurable interpretive program outcomes.
• Ensure the interpretive experience does no damage to heritage resources.
#3: Identify Critical Questions -in terms of work plan objectives, the following questions seem to best
define the scope of the interpretive plan:
1. Who are the audiences for interpretive programs and how can they be reached?
2. What heritage interpretation currently exists and how is it performing?
3. What is the interpretive potential of the properties currently designated or determined eligible for
designation as Farmington Heritage Landmarks?
4. What are the most important interpretive topics, themes or messages?
5. What types of interpretive programs are recommended?
6. What are the relative priorities and approximate costs of implementing these recommendations?
7. Where are the best locations to initiate the program?

SUBJECT: Update on Downtown Redevelopment Plan
DATE: March 22,2016
INTRODUCTION
Continued progress is being made with the Downtown Redevelopment Plan. Staff wanted to provide an
update to the Commission of that progress.
DISCUSSION
The second Open House was held on January 30th during the Farmington Community EXPO at the High
SchooL The preferred concept plan was displayed at this Open House. The plan was able to get a lot of
good exposure from being a part of the EXPO.
The next Task Force Meeting is scheduled for April 5, 2016 from 6:30 pm to 7:30 pm here at City Hall
(Council Chambers). An Open House has also been scheduled for April 5th and will precede the Task
Force meeting. The Open House is scheduled to run from 5:00 pm to 6:30 pm.
Attached,please find the preferred concept plan. It is important that the Commission see the plan
(which could still see minor revisions)and provide comments back to the Task Force.

Please review the preferred concept plan and provide feedback regarding said plan to the project Task Force.

Each year the Commission establishes a set of goals and objectives for the coming year. Attached for the
Commission's reference please find the 2015 Goals and Objectives that were previously approved.

Establish a set of goals and objectives for the 2016 calendar year and by motion approve those goals and
objectives.

2015 GOALS AND OBJECTIVES
1. Continue to review, reorganize,and update the heritage resources inventory and
create a heritage resources geographic information system (GIS).
2. Provide city officials and the public with information, education, and training in
heritage preservation.
3. Implement the`Beautification Award"program in cooperation with the
Farmington EDA and others.
4. Develop a heritage resources interpretation plan.
5. Present the annual preservation award during Preservation Month(May).
6. Have a Heritage Preservation Commission table at the downtown Farmers'
Market.
7. Have a representative of the Commission or staff person attend the annual
Minnesota Preservation Conference.
8. Improve and expand the heritage preservation content on the city website.
9. Hold joint meetings with other City Commissions throughout the year as
available.
10.Plan/organize a Halloween event for the Middle Creek Cemetery for possible
implementation in 2016.

SUBJECT: Historic Preservation Month(May)

INTRODUCTION
Each year the month of May is designated Historic Preservation Month. In preparation for Preservation
Month, staff wanted to discuss with the Commission some actions that will have to be taken.
DISCUSSION
Set Special Meeting in April
The Commission holds a special meeting each April specifically to discuss items for Heritage Preservation
Month(May). These items include reviewing the City Council Proclamation, and selecting a Heritage
Preservation Award nominee. Staff will be requesting that the Commission set the date and time for the
Special Meeting in April. In the past this meeting has been held on the fourth Tuesday of April(April 26th)at
the Commission's regular time of 7:00 pm.
City Council Proclamation
The proclamation will go to the City Council at its regular meeting on May 2, 2016. Staff will provide the
Commission with a draft proclamation at the Special Meeting in April for recommendation to forward on to
the City Council.
Heritage Preservation Award
Each year as part of the celebration of Heritage Preservation Month the Commission solicits nominations for
the Farmington Heritage Preservation Award. As the Commission is aware, this is a recognition award that is
given to an individual, family, company, or organization that has made an outstanding contribution to the
preservation,rehabilitation, or restoration of a heritage resource within our community.
Staff will take nominations until April 26, 2016. The Commission will then select the nomination and the
award will be presented at the City Council meeting on May 16, 2016.
