Call to order at 7:00 p.m. Commission Members Present: Members FrancescheIli,McMillen,Mohlis,and Hinton Commission Members Absent: Member Haley Also Present: Planning Manager Wippler,Consultant Vogel a. Site Visit Middle Creek Cemetery The Commission visited the cemetery and discussed options for interpretation at the site. It was agreed upon by the Commissions that interpretive signage should be added near the entrance to the trail for the Cemetery off of Eaves Way. 2. Approval of agenda Motion by McMillen,second by Mohlis to approve the agenda. APIF,Motion passed. 3. Approval of Minutes a. March 22,2016 Regular Meeting Motion by McMillen,second by Franceschelli to approve the March 22,2016 Regular Meeting minutes as presented. Vote: 3-0-1 (Mohlis abstained),Motion passed. 4. Public Hearings Nothing 5. Continued Business a. 2016 Goals and Objectives Planning Manager Wippler provided the Commission with the updated Goals and Objectives for calendar year 2016. This was for their information only. b. Update on Downtown Redevelopment Plan Planning Manager Wippler provided the Commission with an update regarding the plan. The City Council adopted the plan on April 18th and allocated$5,000 for the installation of bike racks in the downtown. The Park and Recreation Commission recently identified the type of bike racks that will be purchased. A total of 8 racks have been purchased and will be installed throughout the downtown yet this summer. 1 c. Interpretation Plan The focus for the plan is signage at publicly owned sites and should start in the center of town in and around downtown. Consultant Vogel mentioned that if the initial design and installation of the signage could come in under $10,000 Legacy Funds could be used without the need for matching dollars from the city. Consultant Vogel stated that a table top type of signage would be appropriate and the initial locations he felt were the most realistic are Rambling River Park,Depot Ways Arts Park and the alleyway/walkway between 2"and 3'd Streets. Interpretation at the Rambling River Park would like revolve around the Vermillion River. Interpretation at the Depot Way Arts Park would be on the railroad,and the alleyway interpretation would be about the downtown and its evolution.The Commission members may want to go to these three areas in between now and the next meeting and look for potential locations within each area for the signage. The Commission may want to consider going to the sites at the next regular meeting. 6. New Business a. Heritage Landmarks The Commission asked that staff send a letter to all of the property owners of the determined eligible properties and invite them to the regular meeting in September to discuss potential nomination of their property as heritage landmarks. This will be a workshop type setting to where property owners can have questions answered regarding the nomination process and what it means to have a property designated as a landmark. 7. Reports&Plans • None 8. Miscellaneous a. Heritage Preservation Commission Picture It was decided to wait until a full Commission is present to take the picture. Staff will keep this on future agendas until the picture has been taken. 9. Commission Roundtable a. Exchange Bank update Planning Manager Wippler stated that the church is still in negotiations with the Brown's and are getting close to signing a purchase agreement. b. Raynor House—421 Oak Street Planning Manager Wippler mentioned that the detached garage for this property recently burnt down. A Certificate of Appropriateness will be required prior to the issuance of a building permit for the rebuild. Heritage Landmark designation is a form of overlay zoning that helps the city to safegn2rd its unique and irreplaceable historic buildings. DISCUSSION Consultant Vogel has done research on interpretive panel materials and costs. If you will recall, the Commission at the last meeting discussed placing interpretive signs in three locations. The locations were Rambling River Park,Depot Way Arts Park and within the walkway between 2nd and 3rd Streets. Additionally,there was discussion on placing indoor signs within City Hall and the Rambling River Center. According to Consultant Vogel,the preferred type of outdoor interpretive signage is a panel system. This type of signage can also be called a"wayside exhibit". These panels are approximately 2' x 3' and 1/8"to 1/2” thick and would be mounted on stanchions,with the panels angled at 40 degrees towards the viewer. The indoor sign panels are usually framed and mounted vertically to a wall. The interpretive information can be presented in the form of text and graphics. There are a wide variety of panel materials that are available but that high pressure laminate is preferred. High pressure laminate uses digital output encapsulated in color plastic resin and is highly resistant to scratching and weathering. Fiberg ass embedment is another option, however, it is not as durable but is often cheaper. The costs of fabrication ranges from$300 to $500 per panel This does not include design or installation. If we assume two panels for each interpretation station the costs would lkely be somewhere between$3,000 to $5,000 for the three areas previously identified. A 20" x 30" anodized aluminum wall mounted plaque for City Hall would cost approximately$2,000. For the Rambling River Center, a clear fiberglass embedment or even printed vinyl plaque could be appropriate. There is a sufficient amount of illustrative material and textual information regarding Farmington's history to incorporate into the signage. The conference will be held on September 7th through the 9th at the Hastings Arts Center in Hastings. DISCUSSION As a requirement for maintaining the city's Certified Local Government status a Commission member or staff person must attend the annual meeting. The registration fee is $100(Non-Minnesota Historical Society Member)or$90(Minnesota Historical Society Member). There is money allocated in the 2016 Heritage Preservation budget to cover the registration fee for one member. If a Commission member would like to attend,please let staff know as staff will handle the registration. ACTION REQUESTED Please let staff know if any of the Commission members are able and wanting to attend the conference. The idea that old places are important to us is often a deeply held belief,but the reasons are not often articulated or expressed.Mayes' exploration provides direction for future efforts by identifying why old places matter,recognizing what we choose to preserve and addressing how to preserve them. Tom Mayes is vice president and senior counsel for the National Trust for Historic Preservation,and has specialized in both corporate and preservation law since he joined the National Trust in 1986.He is the author of many articles relating to,and has lectured widely on,preservation easements,shipwreck protection,historic house museums and numerous other topics. DISCUSSION The Planning Commission at its regular meeting on July 12, 2016 approved a variance to allow the expansion of an existing building on a legal non-conforming lot. The proposal is to construct a 960 square foot(20' x 48')addition onto the rear of the existing building. The addition will provide more office and meeting space for the applicant's business Eternity Homes. The addition does include a second story. The property is located within the Downtown Overlay District and is therefore subject to the design standards that are set forth in Section 10-6-28 of the city code. As shown in the attached architectural elevations, the front exterior and the exterior of the addition are to consist of vertical fiber cement panels. The fiber cement panels have been found acceptable in the past(ie.,Pizza Man). However, Section 10-6-28 E(1)states that in the case of new construction,renovations, or additions, seventy percent(70%)or more of the total surface area of exterior walls exposed to public view shall consist of a mixture of two (2)or more of the predominant downtown finish materials (clay,brick, stucco, natural stone, ornamental concrete). A condition that was placed on the approval of the variance by the Planning Commission was that the applicant meet the requirement of Section 10-6-28 E(1)by incorporating a second approved material to the elevations that are exposed to the public view. ACTION REQUESTED No action is necessary. This is being brought to the Commission for information purposes only. We will plan on taking the picture after the meeting in the Council Chambers at City Hall.
