MINUTES
September 27,2016
7:00 P.M.
CITY HALL COUNCIL CHAMBERS
1. Call to order at 7:00 p.m.
Commission Members Present: Members Franceschelli,McMillen,and Hinton
Commission Members Absent: Members Haley and Mohlis

a. July 26,2016 Regular Meeting
Motion by McMillen,second by Hinton to approve the July 26,2016 Regular Meeting minutes as presented. Vote:

5. Continued Business
a. Heritage Landmark Workshop
Staff mentioned that all the owners of landmark properties as well as the determined eligible properties had been
• notified of this meeting. This is meant to be an educational outreach for those individuals to familiarize them with
the landmark program that currently exists.
Consultant Vogel started the conversation by stating that there are 17 designated properties and an additional 12
determined eligible properties that are covered under the city code. The city has been doing preservation work since
the early 1990's. Consultant Vogel explained that heritage landmark designation is a type of overlay zoning and
there is a specific process and criteria that must be followed and met for a property to be designated. The city will
not designate a property without the consent of the property owner. The Commission is mostly concerned with
demolition of the city's heritage resources and not the general regulation of these properties. The Commission is not
concerned with the color of the structure but more with what are called character defining features of the building.
These are the features that make the building unique and are usually architectural in nature. The city has a
downtown commercial overlay district that encompasses the downtown and some of the surrounding areas. As part
of delineating the overlay district design standards were developed and put in place for new commercial
construction within the district.

George Flynn,320 Walnut Street,is an owner of a landmark house and invited the Commission to hold a meeting
next year at his house.

b. 2016 Annual Statewide Preservation Conference
Commission member Hinton attended the annual preservation conference that was held in Hastings from September
7th through the 9th. She provided the Commission with a recap of the conference and provided staff with materials to
copy and bring back for the rest of the Commission at the next regular meeting.
6. New Business
a. 320 3'd Street Request
Staff mentioned that the owner of 320 3'a Street recently came in and asked about the potential of adding on to the
existing building. This building was designated a Heritage Landmark in 2001. The owner would like to add a
second story to the existing building consisting of apartments. The property is located in the B-2 district and allows
for mixed use buildings as a conditional use. Consultant Vogel mentioned that what they would like to do is
technically doable;however,the addition should be distinguishable from the historic building. This could be
accomplished by stepping back the upper floor 3 to 4 feet from the front wall and use a completely different set of
materials for the addition. Consultant Vogel also mentioned that the upper floor should be designed to be removed.
The property owner should get an architect involved early on in this process. Additionally,a Certificate of
Appropriateness would have to be approved for the proposed work. Staff will try to contact the owner and setup an
onsite meeting with the Building Official,Consultant Vogel and myself.

9. Commission Roundtable
a. Chair Franceschelli brought the Commission up to speed on the current budgetary situation with the HPC. Chair
Franceschelli stated that funding for the HPC has been reduced to$0 in the proposed 2017 City Budget. Chair
Franceschelli stated that we can continue as a volunteer group and to continue to try to accomplish its goals if this
means the Commission takes on more of a role with regards to grant writing and research. The HPC would like to
have additional clarification from the Council on whether they want the Commission to continue into 2017 and
beyond.
