Regular Meeting
April 12,2016
1. Call to order
Chair Rotty called the meeting to order at 7:00 pm
Members Present: Rotty,Franceschelli,Kuyper,Bjorge
Members Absent: Rich
Also Present: Tony Wippler,Planning Manager,John Frank&Jerri Jolly with St.Michaels Church,
Parishoner Gerten,and Roger Fink,Trident.
2. Approval of Minutes
a. Motion by Franceschelli second by Kuyper to approve the minutes of March 8,2016. Voting for:
Franceschelli,Rotty,Kuyper,Abstain:Bjorge,Motion Carried.
3. Public Hearing- Chair Rotty opened the public hearings
a) Site Plan,Variance&Final Plat—Trident Development—Farmington Assisted Living Facility—
Site Plan-Planning Manager Wippler reviewed with the commission the site plan for the proposed
development.They need an access agreement from St.Michaels Church as the County will not approve a
separate access for this development. Planning Manager Wippler reviewed the request for off street
parking requirements. It was noted that due to the type of development and the occupants,many won't
have vehicles. Motion by Bjorge second by Kuyper to close Public Hearing. APIF,Motion Carried.
Motion by Kuyper second Bjorge to approve the site plan with the following contingencies: 1.Submittal
and approval of a sign permit application for all signage to be placed on the property;2.The applicant
obtaining a permanent access easement from St.Michael's Church;3. Satisfaction of all Engineering,
Planning and Fire Department comments. APIF,Motion Carried.
Variance—Motion by Franceschelli second by Kuyper to approve the variance with the contingency that
the applicant provide a proof of parking plan. APIF,Motion Carried.
Final Plat—Motion by Kuyper,second by Franceschelli to recommend approval of the final plat and
forward to City Council for action. APIF,Motion Carried.
4. Discussion—The final Downtown Redevelopment plan will be on the April 18,2016 City Council
meeting. Planning Manager invited the members to attend.
5. Motion by Franceschelli second by Kuyper to adjourn at 7:41pm. APIF,Motion Carried. •
