Call to order Chair Rotty called the meeting to order at 7:00 pm Members Present: Rotty,Franceschelli,Kuyper,Rich Members Absent: Bjorge Also Present: Tony Wippler,Planning Manager 2. Approval of Minutes a. Motion by Franceschelli second by Kuyper to approve the minutes of April 12,2016. Voting for: Franceschelli,Rotty,Kuyper,Abstain:Rich. Motion Carried. 3. Public Hearing- Chair Ratty opened the public hearings a) Conditional Use Permit to allow the expansion of a School within the R-1 Zoning District-Planning Manager Wippler reviewed with the commission the site plan for the proposed expansion. Meadowview Elementary is proposing a 3000 square foot addition for additional classrooms. Motion by Franceschelli second by Kuyper to close Public Hearing. APIF,Motion Carried. Motion by Kuyper second Rich to approve the conditional use with the following contingencies: 1.The applicant shall obtain all necessary building permits.APIF,Motion Carried b) Urban Chicken Application—Travis Johnson—5845 Upper 183rd St W—Planning Manager Wippler introduced the application for an Urban Chicken Permit. Motion by Kuyper second by Franceschelli to close the public hearing. APIF,Motion Carried. Motion by Franceschelli,second by Kuyper to approve the Chicken Permit with the following conditions: 1.A renewal permit shall be applied for and administratively approved every year after the Urban Chicken Permit has been approved that chickens are kept on the property. 2.The coop and run must be setback a minimum of 10 feet from all property lines and at least 25 feet from any principal structure on an adjacent lot. 3.All other requirements specified in Section 10-6-29 of the city code shall be abided by. APIF,Motion Carried. c) Urban Chicken Application—Scott Mitchell—19382 Euclid Path-Planning Manager Wippler introduced the application for an Urban Chicken Permit. Motion by Rich second by Kuyper to close the public hearing. APIF,Motion Carried. Motion by Rich,second by Franceschelli to approve the Chicken Permit with the following conditions: I.A renewal permit shalt be applied for and administratively approved every year after the Urban Chicken Permit has been approved that chickens are kept on the property. 2.All other requirements specified in Section 10-6-29 of the city code shall be abided by. Discussion—Trident Development TIF Request Comp Plan Review- Planning Manager Wippler reviewed the proposed modification to the Redevelopment Plan and the TIF plan for the establishment of TIF District No. 14. Motion by Kuyper,second by Franceschelli to approve the resolution as presented finding that the TIF Plan is in conformance with the city's comprehensive plan. ' 5.
