Farmington Traffic Safety Committee
Structure and Function Recommendations
Introduction
Mission
The purpose of the Farmington Traffic Committee is to objectively review citizen appeals of
decisions by the City Engineering Division regarding traffic safety.
Membershio
Ideally the Traffic committee should consist of seven (7) members. It should include a designated
representative of elected and appointed Boards and Commissions including the City Council and
the Planning Commission.
The Committee should also include staff representatives from the Planning Division of the
Community Development Department, a representative of the City Engineers Office, a
representative of the Police Department.
The remaining two members should be a citizens at large appointed by the City Council during its
regularly scheduled appointments to Boards and Commissions.
In addition to those representatives listed, the Committee should include the City's consulting
Traffic Engineer and the City Attorney as consultants as needed.
It is believed that this membership provides an adequate balance of staff, elected and appointed
citizens to fully review issues. Full participation provides for no tie votes within the committee so
that majority opinions can be presented to the City Council for fmal action. It is recommended
that nothing in the organizational structure of the committee should preclude the presentation of a
minority opinion to the City Council for consideration.
The Committee should be under the direction of a Chairperson permanently designated as the City
Council representative. A Vice chair should be permanently designated as the Planning
Commission representative. A recorder should be appointed / elected by the Committee to
document Committee activity, discussion and recommendations.
Alternative committee comoosition.
In order to avoid the impression that recommendations of the Traffic Safety Committee are staff
driven the City Council may wish to consider limiting staff membersto Ex-Officio status. In this
scenario staff would serve as non-voting advisors to the committee. If the Council wishes to
pursue this approach, staff would recommend the appointment of an additional member to
provide for an uneven number of members. As described earlier such a number would preclude
the possibility of a tie vote.
Procedure
Requests for traffic control devices, signs and other designated traffic safety issues will be initially
reviewed at the staff level by the City Engineer. The Engineer, in consultation with appropriate
staff, may recommend the installation of requested devices, or may deny the request based on
findings. In the event of denial by staff the complainant / citizen will be advised of the option of
appeal to the Traffic Safety Committee. The Traffic Safety Committee will be the second level of
review of Citizen Action Requests regarding traffic safety issues.
Scope of Authoritv
The Traffic Safety Committee should be granted administrative authority to deal with denial of
Citizen Requests. In addition the Committee should be given authority to approve specific , non-
regulatory requests such as cautionary signs. Only citizen appeals (see below) of committee
denial action should be forwarded to the City Council for a fmal decision.
In the event that the Traffic Safety Committee recommends approval of a citizen request or the
committee itself initiates the review of a regulatory issue, the committee would have no
administrative authority to implement such a recommendation. Final implementation authority
should be restricted to the City Council. The City Council shall not be bound by the
recommendation of the Traffic Safety Committee.
The Traffic Safety Committee shall have the authority to review the following requests.
. Stop signs, yield signs, crosswalks school zone signs.
. Traffic calming issues.
. Cautionary signs, pedestrian signs.
. Children at Play
. Handicap Child
. Cautionary Speed
. Other, as appropriate.
. Issues associated with sight distance at intersections, curves and hills.
The authority of the Traffic Safety Committee shall be limited to those streets within the
jurisdiction of the City of Fanning ton and within the scope of State Statute.
Meetine:s
In consideration of the composition of the Traffic Safety Committee, meetings should be held
outside of normal business hours and preferably during weekday evening hours as needed.
Evaluation Criteria
Requests for consideration shall be forwarded to the Traffic Safety Committee upon citizen appeal
within ten (10) business days of denial. Staff shall promptly contact the citizen directly to ensure
full understanding of the request. In addition staff shall advise the citizen of the committee
procedure and the date and time of the committee meeting.
In order to conduct an objective review of a traffic control request the Traffic Safety Committee
shall use standardized criteria as set forth in:
. State Statute
. Minnesota Department of Transportation Manual on Uniform Traffic Control Devices.
. Minnesota Bicycle Transportation Planning and Design Guidelines
. Highway Capacity Manual
. A Policy of Geometric Design of Highways and Streets, American Association of State
Highway and Transportation Officials.
. Fannington Comprehensive Plans
. Professional Judgement based upon an engineering study of an issue or concern
These, along with other specialty documents, are some of the documents used for analysis of
traffic and roadway issues.
The Committee should also consider such factors as vehicle speed, traffic volume, pedestrian
activity, visibility and the make-up of the surrounding neighborhood.
In the event of a specialized request such as a Disabled Child cautionary sign the committee may
also require additional documentation of the request prior to making a detennination or
recommendation.
Notification
The complainant shall be notified of the date and time of the Traffic Safety Committee meeting
and shall be granted permission to present information pertinent to the issue or request. After
hearing this presentation the Committee shall have the right to seek additional information or input
from consultation before reaching its fmal recommendation.
Upon reaching a determination the committee shall notify the citizen of its decision to forward a
favorable recommendation to the City Council or to administratively deny the request. If the
request is administratively denied the citizen shall be provided information the process of an
appeal directly to the City Council.
Appeal Process
Any citizen who is dissatisfied by the decision of the Traffic Safety Committee may appeal that
decision by making a request directly to the City Council. An appeal shall be placed on the
Agenda of a regular City Council meeting as New Business. The City Council shall be provided
documentation by the Traffic Safety Committee that was used in making its determination. The
Citizen shall have the right to present additional information to the City Council as deemed
appropriate. The City Council may ask for further clarification of the issues, statutes or warrants
used in reaching the Committee recommendation.
The City Council shall not be bound by the recommendation of the Traffic Safety Committee and
may reach its own determination. The decision of the City Council shall be fmal.
City Council Workshop
In order to promote mutual understanding of the intent, structure, function and scope of the Traffic
Safety Committee it is important for the committee and the City Council to meet and reach
consensus on each of these items. It is important for each body to understand its responsibilities
and limitations in responding to citizen requests for traffic control.
Staff Notes
It should be noted that the Traffic Safety Committee adds a third level of review to requests for
traffic control devices. Under this proposal the committee has only advisory authority and does
not preclude City Council action contrary to staff and committee recommendations.
It should be noted that, regardless of staff or committee recommendations, the City Council retains
fmal authority and responsibility for any decision regarding the installation of traffic control
devices.
