Council work session outcomes should not be construed by the attending public and/or reporting media as the articulation of a formal City policy position. Only official Council action normally taken at a regularly scheduled Council meeting should be considered as a formal expression of the City's position on any given matter. Roundabout at CR 64/190th Street The following schedule outlines the major milestones for the project: TH3 and CR 64 Roundabout Cooperative Agreement Project Preliminary Design and Construction Document Preparation Schedule Dates Task July 17, 2007 CitylBonestroo submits Level 1 Layout for single lane roundabout for review to MnlDOT August 8, 2007 MnlDOT provides comments on roundabout to CitylBonestroo On or before September 28, MnlDOT Metro and Geometric Design Services Unit (GDSU) approve Level 1 2007 Layout October 15,2007 Feasibility Report brought to City Council for approval Late August, 2007-February CitylBonestroo generates construction documents and obtains MnlDOT metro 18,2008 approvals and approvals from Empire Township and Dakota County February 19-ApriI19, 2008 Agency Agreement Processed (Farmington/MnlDOT, Farmington/County, Farmin~on/Empire Township) May 9, 2008 Bid opening May 19,2008 Farmington City council awards construction contract . Surface Transportation Program (STP) Application The STP application was submitted before the deadline of July 20th. A schedule of the major milestones in the selection process follows: Schedule to Solicit Projects for Inclusion in the 2009-2012 Transportation Improvement Program (TIP) (Abbreviated Version) DATE PROCESS 5/25/07 Solicitation Opens: Transportation Advisory Board (TAB) solicits for projects. 7/20/07 Applications Deadline: Project applications due to TAB. Application Scoring and Ranking: 8/17/07 - Project review groups score the criteria on their own time, and then meet again to report their 10/08/07 scores, describe their scoring methodology and discuss any questions or issues. Projects are ranked by total score and are endorsed by the group. Staff prepares a report with all the ranked project lists and mails to the Transportation Advisory Committee (T AC). Ranking Approval, Notification to Applicants: The ranked lists of projects are reviewed and approved by the T AC Funding and Programming 10/18/07 Committee. The project scores are made public through the Met Council website. Applicants are notified via email that the scores are on the website and that they have an opportunity to request, in writing, a review of criterion scores. 10/31/07 Applicant Request to Review Scoring Deadline: Written requests to review individual criterion scores are due by 5:00 p.m. Public Meeting to Allow Applicants to Testify on Scoring: Staff reports the analysis of the requested projects score reviews to the Transportation Advisory 11/15/07 Committee Funding and Programming Committee. Applicants are allowed to summarize the reasons why they believe the scores are incorrect. The T AC Funding and Programming Committee adjusts the scores and rankings if warranted and reports the results of the scoring adiustments to the TAC. Initial Funding Recommendations Made by TAB Programming Comniittee: TAB Programming Committee reviews the funding options and recommends a list of projects be 2/20/08 included in the draft 2009-2012 TIP. The recommendation is forwarded to the TAB for consideration on the same day. TAB considers the funding options forwarded by the TAB Programming Committee and either adopts one option or creates another and instructs staff to add the draft list of approved proiects into the draft metro area TIP. TAB Approves List of Projects to Be Funded: May '08 TAB approves the draft 2009-2012 TIP for the 7-county region for the purpose of holding a public hearing including proiects recommended from the solicitations. June '08 Public Hearing on List of Proposed Funded Projects: TAB sponsors a public hearin~ on the draft 2009-2012 TIP for the 7-county region. Sept. '08 TAB adopts the 2009-2012 TIP for the 7-county region. Sept. '08 Met Councll concurs with TAB adoption ofthe 2009-2012 TIP for the 7-county region. Notification to Successful Applicants: Sept. '08 Subsequent to TIP approval, Council staffwill notify successful applicants of their project funding approval and availability. . Trunk Highway 3 Safety Audit Representatives from MnDOT will present a brief summary and the findings ofthe recent safety audit performed along Trunk Highway 3 in Empire Township. Farminl!ton Downtown Access . Downtown Area Access and Traffic Circulation Study At the time of the Main Street reconstruction project, it was proposed to close the Main Street access at Trunk Highway 3. Due to various concerns at the time, the Council declined to effectuate the closure and authorized the first step in performing a downtown area traffic study to determine the effect of all the proposed closures and modifications contemplated along Trunk Highway 3. A draft TH 3 Access Management Study map has been prepared that shows options for long term access modifications/improvements along TH 3 in the downtown area. This map is based on the draft TH 3 access management study prepared by MnDOT in 2004. A small version of this map is attached, a larger version will be available at the workshop. Proposed Workshop Outcome: Council direction to staff to schedule further workshop(s) or study group to review the TH 3 Downtown Access Management Map. After review and concurrence by Council, authorization to perform the Downtown Traffic Circulation Study. . Opening Soruce Street at TH 3 The City Council has indicated a desire to pursue the opening of a westerly connection of Spruce Street to TH 3. The City's thoroughfare plan indicates this opening as Spruce Street is anticipated to be an important east-west corridor in the City. This connection will serve both the historical downtown and the planned new development west of Denmark Avenue. Proposed Workshop Outcome: Council discussion with MnDOT representatives to identify the steps necessary to work towards achieving the Spruce Street connection to TH 3. Council direction to staff on starting the process. Dakota County East/W est Corridor Study Phase 2 Representatives from Dakota County will briefly summarize the East - West Corridor Study Phase 2. Council may recall that Phase 1 of the study identified four main east-west corridors, three of which are within the City limits and one of those being a City street. They include: County Road 64, 20gth Street and CSAH 70/74. Phase 2 of the study includes alignment refinements; a copy of the study is attached. Proposed Workshop Outcome: Council discussion with Dakota County. The County is ultimately looking for Farmington's concurrence with the study via resolution. Intersection Traffic Control . General Overview Dakota County will give a general overview of intersection control considerations. Proposed Workshop Outcome: For Council's information. Council understanding of the process, procedures and reasoning behind how intersection control is determined. . Signals along Pilot Knob Road Discussion regarding the possible future intersection control modifications along Pilot Knob Road including the presentation ofto date statistics/findings and potential issues. Proposed Workshop Outcome: Council discussion with Dakota County and determination of next steps to put into place a process to address the issues identified. . Intersections that will be affected by new High School traffic patterns Concerns have been expressed by the City Council and the School District regarding the intersection at CSAH 50 and Flagstaff Avenue. It is felt that a traffic signal will be needed once the new high school is open. Dakota County has expressed an interest in further review of the traffic study, done as part of the High School Project, including all four major intersections that will be impacted by traffic accessing the new school. The intersections include: CSAH 50 and Flagstaff Avenue, Pilot Knob and Flagstaff Avenue, Pilot Knob and 19Sth Street, and 195th Street and Flagstaff. The County feels that all four intersections will likely be impacted by the traffic generated by the new high school. Proposed Workshop Outcome: Council discussion with Dakota County and determination of the necessity of reviewing the traffic impact study. Dakota County Cedar BRT update- Dakota County Representatives from Dakota County will present a brief update regarding the Cedar Bus Rapid Transit Project. Proposed Workshop Outcome: For Council's information and discussion/comment. Farmine:ton Bus Service- City Administrator The City Administrator will lead a discussion regarding the possibility of the City of Farmington initiating some level of bus service. Proposed Workshop Outcome: For Council discussion/comment.
