HomeMy WebLinkAbout09.18.17 Council Minutes CITY OF FARMINGTON CITY COUNCIL MINUTES REGULAR MEETING SEPTEMBER 18,2017 1. Call to Order Mayor Larson called the meeting to order at 7:00 p.m. 2. Pledge of Allegiance Mayor Larson led those in attendance in the Pledge of Allegiance. 3. Roll Call Present-Larson, Craig and Donnelly Absent-Bernhjelm and Bartholomay Staff Present-Administrator McKnight, Finance Director Hanson, Public Works Director Gelhler, Police Chief Lindquist, Fire Chief Larsen, Human Resources Director Wendlandt and Attorney Jam nik. 4. Agenda Motion by Craig, second by Donnelly,to approve the agenda as presented. APIF, motion carried. 5. Announcements/Commendations a) Recognition of Finance Director Robin Hanson Administrator McKnight shared with the city council that Robin Hanson would be retiring rom her position as Finance Director on September 22, 2017. Hanson has been the key staff p rson in the financial health improvement that the city has experienced over the past five years. Her dedication to help planning for the long term best interest of the city has been tireless. McKnight thanked Hanson for her five years of service to the city and wished her well in hr future endeavors. Mayor Larson and Councilmembers Craig and Donnelly all thanked Hanson for her service and dedication to the city and were very grateful for the help she has provided throughout th years. b) Administer Police Office Oath to Officer Ellen Harrison September 18,2017 Minutes -1- Police Chief Lindquist introduced new patrol officer Ellen Harrison. Administrator McKnight administered the police officer oath to Officer Ellen Harrison c) Presentation of Stork Award Patty McCally of Allina Health attended the meeting to present stork awards to a number bf police officers, firefighters and ambulance personnel. On July 23, 2017 police, fire and ambulance were called to the Marthey residence where Jenae Marthey was in labor. Shortly after city personnel arrived Noah Marthey was born. McCally and Marthey presented stork awards to Farmington Police Officers Dane Tukua and Chris Lutz; Farmington Firefighters Jim Larsen, Dan Strumberger, Benny Van Cleve, Steve Endres; Allina Paramedics Shane Kinney and Andrew Righnerson; and family members Josh Marthey and Landon Marthey. 6. Consent Agenda Motion by Craig, second by Donnelly, to approve the consent agenda: a) Approve Minutes of the September 5, 2017 City Council Meeting-Administration b) Approve Minutes of the September 11, 2017 City Council Work Session-Administration c) Acknowledge Retirement Finance Department-Human Resources d) Acknowledge Resignation Police Department-Human Resources e) Approve Seasonal Wage Schedule-Human Resources f) Appointment Recommendation Police Department-Human Resources g) Approve Extension of Vermillion River Crossings Third Additional Final Plat Submittal- Community Development h) Approve Bills-Finance APIF, motion carried. 8. Public Hearings None 9. Award of Contract a) Rambling River Center Roof Replacement Project September 18, 2017 Minutes -2- Administrator McKnight presented the bids for the Rambling River Center roof replacement project. Six vendors were contacted about the work with three bids being submitted. The original low bid was rejected because the contractor did not meet city insurance requirem nts. The second low bid in the amount of$66,375 was received from Roofing, Inc. out of Fores Lake. With the age of the roof some additional work may need to be performed once the Id roof is removed. If the amount exceeds the balance of the estimated $70,000 project estimate, the projects for the remainder of 2017-2018 will be reviewed to find the funding. Councilmember Craig inquired about the 15 year warranty and if it should be longer. Staff responded that there is a concern about the additional cost of longer warranties and the likelihood of contracts being around that many years in the future. Staff will review the length of the warranty on future roof projects. Motion by Donnelly, second by Craig, to approve a contract with Roofing, Inc. in the amount of $66,375 for the roof replacement project at the Rambling River Center. APIF, motion carried. 10. City Council Roundtable Donnelly-Harvest season is upon us and asked that drivers be extra careful around tractors on the roads. Craig-Attend the recent wine tasting event and encouraged residents to attend. Jamnik-Thanked Robin Hanson for her work over the past five years. McKnight-Shared information on two upcoming opening events at the Legacy of Farmington. Wendlandt-Thanked Robin Hanson for her work over the past five years. Larson-Thanked Robin Hanson for her work,thanked the liquor stores for the recent wine tasking event and encouraged residents to shop local. September 18, 2017 Minutes -3- 14.
