HERITAGE PRESERVATION COMMISSION
October 25, 2005
1. CALL TO ORDER-Chairperson Preece called the meeting to order at 7:03 p.m.
Present: Beverly Preece, Edgar Samuelson, Danielle Stuckle, Tim Burke
Absent: None
Also Present: Consultant Vogel, Administrative Services Director Shadick
2. APPROVAL OF AGENDA
MOTION by Burke, second by Samuelson to approve agenda. APIF, MOTION
CARRIED.
3. APPROVAL OF MINUTES
MOTION by Samuelson, second by Burke to approve the minutes of September 20,
2005 as presented. APIF, MOTION CARRIED.

6. UNFINISHED BUSINESS
a. Review of 2005 Goals/Objectives - The commission reviewed the progress on their
2005 Goals. Commission Member Stuckle stated the goal #10, the Rambling River
Days Trolley Tour, could be worked out with Dakota City for 2006. In 2005 the HPC
did not participate in a trolley tour because Dakota City conducted one. The
commission decided that Goal #12, regarding the submission of articles in the
newsletter, should be carried over to 2006 Goals and that the commission should look
at other media avenues as well.
b. Heritage Landmark Designation Project - When the CLG grant was applied for
last May, some examples of properties to designate were suggested. It was suggested
to designate 5-6 properties. However, it is possible to due 6-7. The commission
should try to pick the properties with owners most motivated to designate and
designate as many as possible until the Federal money from the grant runs out in July.
Some of the properties on Spruce Street are taking on ambitious renovations and
these properties could be nominated for the Heritage Preservation Award in 2006.
Those properties that are renovating should be done before designation if chosen.
7. NEW BUSINESS
a. Heritage Landmark Designation Workshop - Consultant Vogel explained that
the intent of the workshop would be to "walk through" the designation process
and should be done in two parts. There should first be a workshop for city staff
and then another for Council and property owners. The two can be done on the
same day. The reason a separate workshop would be held for staff is to educate
them on what roles different departments may have in the designation process.
Also, some City staff is new and has never been involved in the designation
process.
The workshop for the Council and property owners would allow Councilmembers
and owners to learn how the designation process works, why it is done and what
is involved. By educating the Council on the process, Council is better informed
when a designation goes to them for approval. The workshop will allow property
owners to see Council involvement and confidence in the designation process.
Hopefully, the first group of designations can be done during preservation month
in May.
The commission set the workshop date for January 18, 2006, at 6:30 p.m.
Administrative Services Director Shadick will propose the workshop date to the
Council at the November 7, 2005, City Council Meeting. The commission will
invite all the potential property owners that scored high in the 1998 historic
resources survey.
8. NUSCELLANEOUS
Annual Report - Consultant Vogel stated the Annual Report for Federal Fiscal Year
2005 is being written.
Riste Building - Administrative Services Director Shadick gave the Commission an
update on the HRA acquisition ofthe Riste Building and its potential demolition.
Historic Middle Creek Cemetery - At the last meeting Commission Member
Samuelson asked if the parking area at the cemetery would remain now that the lift
station is gone. Staff researched and updated the Commission that the parking area would
be seeded for grass instead. Parking along the street is permitted in that area.
Feely Elevator - Consultant Vogel stated that the Commission should start looking at
focusing on a property in 2006 and suggested the Feely elevator because of its historical
significance. A suggestion was made to talk to the Feely family to see how long they plan
on remaining in business and what their plans are for the elevator. Vogel suggested that
the Commission see if there is a way to partner with the City to preserve it, as it is
probably the largest artifact ofFarrnington's agricultural heritage and people are used to
seeing it there. Commission should also get involved in the preparation of the next
Comprehensive plan just as they did in the last one.
Next regular Meeting is scheduledfor February 28,2006 at 7: p.m.

Revised 2005 Goals and Objectives List
1. Reorganize the HPC as a 5-member advisory commission.
2. Present the annual preservation award during Historic Preservation Month (May).
3. Become a "Preserve America" community.
4. Nominate historic properties for designation as Farmington Heritage Landmarks.
5. Improve the Historic preservation content of the city's website and post the HPC articles
from the city newsletter.
6. Organize a walking tour of downtown or one of the older residential neighborhoods.
7. Host an open house to show off a building that has been recently restored and/or hold a
workshop for historic property owners at a historic property that is in need of
rehabilitation.
8. Develop a program for placing signs or markers at historic places in the city.
9. Apply for CLG grant funding for preparation of Farmington Heritage Landmark
nomination studies.
10. Work with the Farmington Area Historical Society and others to coordinate the trolley
tours and other Rambling River Day events.
11. Work with the Planning Commission to ensure that historic properties are taken into
consideration whenever development occurs.
12. Submit articles about the work of the HPC in the city newsletter.
