HERITAGE PRESERVATION COMMISSION
September 20, 2005
1. CALL TO ORDER-Chairperson Preece called the meeting to order at 7:03 p.m,
Present: Beverly Preece, Edgar Samuelson, Danielle Stuckle, Tim Burke
Absent: None
Also Present: Consultant Vogel, Administrative Services Director Shadick
2. APPROVAL OF AGENDA
MOTION by Samuelson, second by Stuckle to approve agenda, APIF, MOTION
CARRIED.
3. APPROVAL OF MINUTES
MOTION by Samuelson, second by Preece to approve the minutes of April 26, 2005 as
presented. Voting for: Preece, Samuelson. Abstain: Stuckle. MOTION CARRIED.

6. UNFINISHED BUSINESS
a. Preserve America Application - The Preserve America program is in it's second
year and was created by Congress to give cities and counties with a historic
preservation program unique access into their city, A Preserve America City sign is
given to each qualifying city for placement at each city's gateway, In the application
process cities must meet at least five established criteria from three categories with at
least one from each specified category, In addition to the application submitted the
City needs to describe how the city meets the established criteria including supporting
photographs and endorsements. There are four cycles throughout the calendar year to
apply, The next time to submit an application is December 1,2005,
Consultant Vogel suggested that the HPC use the neighborhood meeting of property
owners for the designation project as the Preserve America event. It could then be
photographed and documented per the requirements of the application. The event
would be a workshop on the designation process and include all the property owners
that have eligible properties in the Oak Street area. Participation in the workshop
would need to be recorded as grant match and would include Council, staff, the HPC
and property owners. A walk through of the designation process would take place
with all ofthese individuals. A separate meeting could possibly be held with City
staff prior to the workshop as staff may have different questions for the HPC and the
consultant than the public. The commission does not have a Council liaison and this
type of a "meet and greet" could give the commission and Council some type of
rapport, The designation process would be presented in parts to give a better
understanding of how the process works and to also satisfy the Preserve America

requirements, Invitees could be notified in mid November of an early December
workshop,
It is important to have a full commission before this event starts. To fill the vacancy
left by commission member Robertson's resignation, a letter could be sent to owners
of historic properties in an effort to recruit a member, The commission agreed by
consensus to pursue this method of recruitment.
7. NEW BUSINESS
a. National Trust for Historic Preservation Conference 2007 - Consultant Vogel
explained that he is on the steering committee for the National Trust for Historic
Preservation Conference to be held in St. Paul in 2007. This would be an
opportunity for Farmington to be involved in the conference with some sort of
event. Vogel urged the commission to think of a way to get involved for 2006 so
that it can be budgeted for in 2007 as the conference is expensive to attend and the
HPC would need to find a way to fund it.
b. Heritage Landmark Designation Project - CLG Grant - The commission
discussed the grant project in conjunction with item 6a, Preserve America
Application, Consultant Vogel then initiated a discussion regarding another CLG
grant opportunity. He explained that the next time the City could apply for CLG
grant would be January 2006, The National Alliance of Preservation
Commissions (NAPC) is holding a conference in Baltimore in July 2006. The
State Historic Preservation Office has said that they will look at CLG funds for
cities to go to this conference. Some cities send elected officials, which Vogel
stated that this is generally a good idea, The City would need to determine how
many members and the associated costs,
Commission Member Burke arrived at 7:56,
c. Exchange Bank Building - Staff gave an update on the process ofthe
renovations on the Exchange Bank building, Aprille Showers Tea Room has
moved out and there has been little progress or activity on the great hall upstairs.
Commission Member Samuelson asked when the building Ruddy's Cafe was in
will be tom down as it is currently a home to squirrels, Staffwas unsure as to
when this would take place. Vogel suggested that the HPC and staff monitor what
happens with the Exchange Bank building and keep in contact with the building
official.
d. HAM Clay House - Consultant Vogel and Administrative Services Director
Shadick gave the Commission a synopsis of a meeting that took place in May
with the property owner, her contractor, the Building Official and the Building
Inspector. The owner has hired a contractor to work on the porch of the house,
Vogel and staff went over code requirements and guidelines to maintain therhistoric preservation of the house,

8. MISCELLANEOUS-
Commission Member Samuelson asked if the parking area by the entrance to the Middle Creek
Historic Cemetery was going to remain now that the lift station in that area has been removed.
Staff was unsure about this and will research, Member Samuelson also mentioned that there is a
tree down in the path at the cemetery. He and the Scouts will go out to remove it and will let staff
know ifthey need help,
Administrative Services Director Shadick informed staffthat Member Robertson's resignation
was approved by the City Council on September 19,2005,
Commission Member Stuckle gave feedback to the Commission on the State Preservation
Conference she attended September 14 - 16, 2005, She felt that it was very beneficial for a new
member. Vogel also attended the conference.
Chair Preece asked the Commission to keep thinking about the historical markers that were
discussed at the April 26, 2005 meeting and suggested getting the DV AC involved, Vogel
suggested that the commission also see what the Council thinks about markers and then budget
for if possible, as a good marker program is very expensive, He stated that trails and parks are
generally good locations for markers. He stated the downtown area is not the best place for
markers because it does not lend itself as a learning tool where the public would stop and read
them,
Consultant Vogel brought a sample of unique street signs that the city ofWayzata is using
instead of markers in the original part of their City. The State is telling cities to change their
street signs so that emergency vehicles can see them at night. The Wayzata signs have the street
name and include a commemorative logo to mark the area of the City's original plat. This would
be one way to spread out the connection to the past to new development as well,
The next meeting was set for Tuesday, October 25,2005 at 7:00 p,m.

MOTION by Samuelson, second by Burke to adjourn at 8:35 p.m, APIF, MOTION
CARRIED.

Revised 2005 Goals and Objectives List
1, Reorganize the HPC as a 5-member advisory commission,
2. Present the annual preservation award during Historic Preservation Month (May),
3. Become a "Preserve America" community.
4, Nominate historic properties for designation as Farmington Heritage Landmarks.
5. Improve the Historic preservation content ofthe city's website and post the HPC
articles from the city newsletter,
6, Organize a walking tour of downtown or one ofthe older residential
neighborhoods.
7. Host an open house to show off a building that has been recently restored and/or
hold a workshop for historic property owners at a historic property that is in need
of rehabilitation.
8. Develop a program for placing signs or markers at historic places in the city,
9. Apply for CLG grant funding for preparation of Farmington Heritage Landmark
nomination studies.
10, Work with the Farmington Area Historical Society and others to coordinate the
trolley tours and other Rambling River Day events,
11. Work with the Planning Commission to ensure that historic properties are taken
into consideration whenever development occurs.
12, Submit articles about the work ofthe HPC in the city newsletter,
Regarding goal 1 0, CEEF requested Dakota City do the trolley tour this year for
Rambling River days, It will be an agricultural tour, Therefore, the HPC will not do a
trolley tour this year, Chair Preece suggested combining goals 6 and 7, There could be a
walk through downtown and stop at a building such as Heikkela's Studio as that has just
been remodeled, MOTION by Samuelson, second by Burke to approve the 2005 goals,
