July 22, 2004
1. CALL TO ORDER
Vice-Chair Preece called the meeting to order at 7:13 p.m,
Present: Bev Preece, John Robertson, Edgar Samuelson, Tim Burke (arrived 7:12
p,m.)
Absent: John Fortney, Patrick Garofalo, Nathan Estep
Also Present: Lisa Shadick, Administrative Services Director; Cynthia Muller,
Executive Assistant
2. APPROVAL OF AGENDA
MOTION by Samuelson, second by Burke to approve the agenda. APIF, MOTION
CARRIED.
3. APPROVAL OF MINUTES (May 6, 2004)
MOTION by Robertson, second by Burke to approve the May 6, 2004 Minutes. APIF,
MOTION CARRIED.
4. PUBLIC HEARINGS - None
5. REPORTS
a. Rural Study - Final Draft Report
Consultant Vogel provided staff with a preliminary report prior to the meeting.
The rural study identified 48 properties with structures. Of those, 16 were of
historic interest and 2 would be eligible for heritage landmark designation. Those
2 are the craftsman style house at 5827 210th Street, and the Curry farmhouse and
barn at 6040 21th Street. The report recommends the HPC issue findings of
significance for these properties. This study was made possible through a $4,000
matching grant. Member Preece asked about the procedure to start designation
for these two properties. The final report would go to Council and the designation
could be done in 2005. Member Burke was disappointed in the report. There was
nothing stated as to why the properties were found significant, only a description
of the area and a list of properties. The HPC will review the report prior to it
going to Council. The HPC would like to see the report prior to it going to the
printer to give them an opportunity to provide comments. Administrative
Services Director Shadick will contact Consultant Vogel to obtain copies for the
HPC. Members also asked if Consultant Vogel has spoken to the owners
regarding landmark designation. The next HPC meeting is September 2, 2004,
Staffwill ask Consultant Vogel ifthe report needs to go to the state prior to that
time. The HPC would be willing to hold a special meeting to approve the report
if necessary.
6. UNFINISHED BUSINESS
a. Dew Days Trolley Tour Review
Consultant Vogel had told staff the tour went well and suggested also having a
trolley at Dakota City during Dew Days. During the tour he gave a history of

Farmington, pointed out houses and explained the structures along the route.
Riders liked the stop at the Church of the Advent.
b. Designation of Heritage Landmarks in 2004
It was proposed to designate the houses located at 520 Oak Street and 521 Oak
Street.
7. NEW BUSINESS
a. Lyric Theater - Potential Heritage Landmark and Reuse Study
The documentation for heritage landmark designation for the Lyric Theater
building was done in 2000. The new owner is Mr. Brad Hauge (he also owns the
antique store at the comer of Oak and 3rd Street). MOTION by Burke, second by
Samuelson to continue contact with Mr. Hauge and authorize staff to move
forward with the designation upon owner approval. APIF, MOTION
CARRIED, The HPC would like the front fac;ade of the building preserved. A
reuse study would not be needed, unless it is requested by the owner,
b. McVicker Property - Consultant Comments
The HRA has received a proposal for development of the McVicker property.
The proposal is for a mixed-use building with senior housing above and consists
of demolishing the LongBranch, Gossips, the liquor store, and Subway, The HPC
felt seniors would not want to live above a bar or a liquor store, Members stated
the building would not fit in with the rest of the downtown due to its size. It
should not be higher than the Exchange Bank building. If the project moves
forward, the HPC would be responsible for reviewing and commenting on the
building permit application. Nothing will be done unless an agreement is reached
between the developer and these four businesses. If an agreement is not reached,
the project will be dropped. Other proposals would then be considered.
MOTION by Burke, second by Robertson should the proposal move forward
Consultant Vogel' s report should be forwarded to the HRA and the Council for
consideration. APIF, MOTION CARRIED.
6. UNFINISHED BUSINESS
c. State Historic Preservation Conference, September 23-24, 2004
This conference will be held in St. Cloud. Member Preece is interested in
attending. Staffwill advise when more information is received,
8. MISCELLANEOUS
Administrative Services Director Shadick provided a map of the downtown showing
when buildings were built. The HPC requested the map be expanded to include Oak
Street down to 6th Street.
Members noted in the preliminary report for the rural survey, the Farmington Wool
Growers Association building was mentioned and would like to know where that is
located.
Regarding the Middle Creek Historic Cemetery, the plantings done last fall should be
checked, There was a tree that had fallen across the path leading to the cemetery and it
would make access easier if the tree was cut in half and moved off to the side. Members

also asked where the discussion ended on markers and about placing wood chips on the
path, It was explained funding would be needed and also staff time,
9. ADJOURN
MOTION by Burke, second by Samuelson to adjourn at 8:16 p,m, APIF, MOTION
CARRIED. The next meeting will be held September 2,2004 at 7:00 p.m,
