CALL TO ORDER Chair Fortney called the meeting to order at 6:00 p.m. Present: John Fortney, Tim Burke, Nathan Estep, Patrick Garofalo, Bev Preece, Edgar Samuelson Absent: John Robertson Also Present: Robert Vogel, Consultant; Cynthia Muller, Executive Assistant 2. APPROVAL OF AGENDA MOTION by Preece, second by Burke to approve the agenda. APIF, MOTION CARRIED. 3. APPROVAL OF MINUTES (October 23, 2003) MOTION by Preece, second by Fortney to approve the October 23, 2003 Minutes. Voting for: Fortney, Garofalo, Preece. Abstain: Burke, Estep, Samuelson. MOTION CARRIED. 4. PUBLIC HEARINGS - None 5. REPORTS a) Tour of Jackie Dooley's House The Commission toured 313 Walnut Street, owned by Ms. Jackie Dooley. The tour was very informative and the Commission will discuss whether to add this to the list of properties eligible for Heritage Landmark nomination. City Administrator Dave Urbia also joined the Commission for the tour. (Member Garofalo departed at 6:45 p.m.) c) 2003 Annual Report Farmington is a Certified Local Government (CLG) city. At the end of the fiscal year a report is submitted to the state showing what the HPC has accomplished for the year. The 2003 Annual Report was reviewed. b) Girl Scouts - Rural Heritage Exhibit Project The Girl Scouts are working on their silver award. In order to accomplish this, they need to spend 50 hours working on a project. The Commission has asked the Girl Scouts to assist with doing an inventory of rural Farmington. They will put together an exhibit to be displayed at the Library during Heritage Preservation Week in May. The Girl Scouts wanted to clarify what was needed and obtain some ideas. As the display case will only hold small objects, the Commission provided them with the following ideas: Contact current farmers Contact the grain elevator for samples of grain, soybeans, etc. Contact Dave Schreier Heritage Preservation Commission Minutes February 19,2004 Page 2 Contact Nathan Hanson Contact Eugene Clay Visit the History Center in St. Paul Contact the Dakota County Conservation Office Contact NSP regarding bringing electricity to rural areas The Girl Scouts can give their ideas to Mr. Vogel and he will assist with obtaining the materials. Making the display look good and understandable will be the most interesting and hardest part ofthe project. (Member Preece departed at 7:30 p.m.). 6. UNFINISHED BUSINESS a) Spruce Street Corridor Design Standards The Design Standards were approved by the Council on February 17,2004. b) Update on Akin House Mr. Vogel and Administrative Services Director Shadick will be meeting with Mr. and Mrs. Connor, the owners of the Akin House on February 27,2004. Mr. and Mrs. Connor had a few questions regarding the Commission wanting to designate the Akin House as a Heritage Landmark. 7. NEW BUSINESS a) Nominations of HPC Officers for 2004 MOTION by Samuelson, second by Burke to nominate John Fortney as Chair. APIF, MOTION CARRIED. MOTION by Burke, second by Samuelson to nominate Bev Preece as Vice- Chair. APIF, MOTION CARRIED. MOTION by Fortney, second by Estep to nominate Edgar Samuelson as Secretary. APIF, MOTION CARRIED. c) Set Meeting Dates/Times MOTION by Fortney, second by Burke to follow the current schedule of meeting every other month, the third Thursday, at 6:00 p.m. APIF, MOTION CARRIED. b) HPC Goals and Objectives for 2004 The Commission set the following goals for 2004: 1. Celebrate Preservation Week, May 2-8, 2004. Nominations for the Preservation Award are due Apri12, 2004. A plaque will be presented at the May 3 Council Meeting, and if appropriate, a yard sign will be displayed. 2. Participate in Dew Days by narrating the trolley tour June 25-27,2004. 3. Work on a project with the Farmington Area Historical Society and devote one meeting to meeting with the FAHS. 4. Designate two properties as Heritage Landmarks. 8. MISCELLANEOUS - None . . . .
