Per your request, I include the following checklist. Staff would like to point out that the City of Farmington has the unilateral right to list or specify other steps or requirements if (and when) they are later determined to be applicable. These steps are not necessarily in order of needing to be addressed, and many may very well be worked upon at the same time, Community Develooment 1, The Planning Commission will have to review and comment upon, and the City Council will have to decide whether to approve or deny, a Comprehensive Plan Amendment changing the property's designation from Urban Reserve to Public/Semi- Public. The Planning Commission and City Council may also be required to review other portions ofthe Comprehensive Plan that are inconsistent with the use of the Christensen property as a high school site, and then determine whether those portions of the Plan must also be amended, 2. If the City Council approves the aforementioned Comprehensive Plan Amendment(s), the Metropolitan Council will then have to review, and decide whether to approve or deny, any such Amendment(s). 3, City staff will recommend that the Planning Commission review and comment upon, and that the City Council decide whether to approve or deny, a Zoning Map revision changing the property's designation from A-I (Agricultural) to R-l (Low Density Residential). 4. A sketch plan will have to be filed with the Planning Division and thereafter reviewed by the Development Committee, City staff, and the Planning Commission. The sketch plan will also have to be made available to the Parks and Recreation Commission, Water Board, and Housing and Redevelopment Authority for review and comment. 5. A site plan will have to be submitted to the Planning Division and reviewed by the Planning Commission, after which the Planning Commission will have to decide whether to approve or reject it. 6, A Conditional Use Permit (CUP) will have to be submitted and reviewed, after which the Planning Commission will have to decide whether to approve or deny it; if approved, the Planning Commission will have to determine which conditions to include. (If any variances have been requested, the variances can be addressed by the Planning Commission in conjunction with the CUP application,) 7. City staff will recommend that the Planning Commission review and comment upon, and that the City Council decide whether to approve or deny, a Preliminary Plat. 8. City staffwill recommend that the Planning Commission review and comment upon, and that the City Council decide whether to approve or deny, a Final Plat. 9. City staff will recommend that the Planning Commission comment upon, and that the City Council decide whether to approve or deny, a Resolution finalizing the addition ofthe Christensen property to the City's portion ofthe Metropolitan Council's MUSA [Metropolitan Urban Service Area]. The property in question was identified on a MUSA Phasing Plan adopted by the City Council, but with the express understanding that MUSA would be contingent upon the property being used as a high school site. Whether or not the property can be used for that purpose will be determined, in part, by the decisions that are made regarding the topics that are addressed in Paragraphs #1 through #8, above. Maior Emdneerinf! Issues 1. Paving of Flagstaff Avenue from CSAH 50 to Lakeville Border. 2. Installation of approximately 15500-feet of water main. 3. Installation of approximately 6600-feet of sanitary sewer. 4. Coordination with Lakeville and Met Council regarding sanitary sewer in Flagstaffto provide future service to Lakeville. 5. Site is in the Special Waters Trout Stream area, 6. 208th Street alignment needs to be coordinated with the site. 7. Coordination of the timing of the public improvements with the building of the school. Financial Issues 1. Resolve school issues with the city fee schedule; 2. Research cost recovery methods upon future development to reimburse ISD 192 up- front payment of infrastructure improvements; and 3. Determine if there is any cost exposure to the city for any infrastructure or increase service demands. City of Farmington 325 Oak Street, Farmington, MN 55024 (651) 463-7111 Fax (651) 463-2591 www.ci.farmington.mn.us TO: Mayor and Councilmembers FROM: David Urbia, City Administrator SUBJECT: Farmington School District Request For Feasibility Study For Related Infrastructure To Selected High School Site DATE: April 4, 2005 INTRODUCTION From previous discussions between the City and ISD 192 officials, including meetings that were held last Friday, the next action step towards the development of the High School site is to commence and complete a feasibility study for Flagstaff Avenue and the related utility infrastructure. DISCUSSION City staff has informed ISD 192 that this feasibility study is necessary, and needs to include: (1) the paving of Flagstaff Avenue from CSAH 50 to the FarmingtonlLakeville border, (2) installation of approximately 15,500 feet of water main, (3) installation of approximately 6,600 feet of sanitary sewer, (4) the 208th Street alignment needs to be coordinated with the site and with the City of Lakeville, (5) coordination with Lakevilleand the Met Council is necessary regarding the sizing ofthe sanitary sewer in Flagstaff to provide future service to Lakeville; (6) determine if the site and roadway is in the Special Waters Trout Stream area and identify impacts of such, (7) coordination of the timing of the public improvements with the building of the school, and (8) determine ifthere is any cost exposure to the City for any infrastructure or increased service demands. At the Friday, April 1, 2005, 10 am City/School District staff meeting, it was indicated that if the school submitted a written request for the feasibility study that it could be placed on this Council meeting as a supplemental item. Subsequent to the meeting, it was determined that survey crews were available to start work today, Monday April 4th. Considering the School Districts timing issues, it was decided to allow the survey to start, with the understanding that the City would be receiving the written request from the school. Attached is the written request from ISD 192; however, the last paragraph ofthe letter does not meet the above listed requirements. BUDGET IMPACT The feasibility study is part ofthe improvement that would be paid for by the School District. The costs for the survey work that has commenced would be carried by the City until the infrastructure issue (limits of Flagstaff improvements) is resolved, ACTION REQUESTED Recommend to not approve proceeding with the feasibility study until ISD 192 submits a written request requesting this feasibility study that defines the scope ofthe study to include Flagstaff Avenue from CSAH 50 to the northern border of FarmingtonlLakeville. Further recommend that City Council provide direction to ISD 192 that other approvals such as the comprehensive land use amendment, zoning amendment, site plan, Conditional Use Permit, preliminary and final plat and MUSA designation are subject to agreement on the proper resolution of infrastructure related Issues.
