MINUTES
July 17, 2003
1. CALL TO ORDER
Vice-Chair Garofalo called the meeting to order at 6:00 p.m.
Present: John Fortney, Patrick Garofalo, John Robertson, George Flynn,
Bev Preece

2. APPROVE AGENDA
MOTION by Robertson, second by Preece to approve the agenda. APIF,
MOTION CARRIED.
3. APPROVE MINUTES
MOTION by Flynn, second by Robertson to approve the May 15, 2003 Minutes.
APIF, MOTION CARRIED.

4. PUBLIC HEARINGS - None
5. REPORTS
a. Rural Historic Resources Survey - Progress Report
The city has received a $4,000 grant from the Minnesota Historical
Society for a rural historic resources survey. The City Council approved a
$4,200 matching grant. HPC members were asked to record time spent on
the rural historic study from July 1, 2003 to July 31, 2004. Mr, Vogel will
have a list of jobs volunteers can do to assist with this study at the next
meeting. The Planning Division will be asked to develop maps for the
areas to be surveyed.
b. Church of the Advent Reuse Study - Final Report
By the time the reuse study was finished, the Church of the Advent offer
was dropped for Farmington Lutheran Church. Mr. Vogel presented the
final report of the reuse study. Several outside agencies and professionals
in historic preservation were involved in the study. The reuse study found
several alternative uses for the Church of the Advent such as a community
arts center, commercial use, and residential use. The estimated cost of
historic rehabilitation is $100,000 - $250,000. The DV AC would like to
use the property for an arts center. Moving the church to another location
would not be appropriate. As the church is located on the boundary of 2
lots, it could be moved to a comer of one of the lots. This would have to
be discussed further. The Reuse Study Team made the following
recommendations:

1. If the Church of the Advent is sold, the preferred alternative use is
conversion to a community arts center owned and operated by a non-profit
organization such as the DV AC.
2. Regardless of ownership or use, the recommended treatment is
preservation in place, with rehabilitation through repairs and minor
alterations that will make possible an efficient contemporary use of the
building while preserving its historically significant features. All future
work should comply with the Secretary of the Interior's Standards for the
Treatment of Historic Properties.
3. The City Council should designate the Church ofthe Advent as a
Farmington Heritage Landmark as soon as possible,
The Reuse Study Team was also interested in doing a reuse study for the
Lyric Theater ifneeded,
c. Middle Creek Cemetery - Update on Landscaping
The Eagle's Club was contacted for a donation of $280 for shrubs to be
used as a boundary for the cemetery. The request was denied. The
American Legion has also been contacted. HPC members suggested also
contacting the Rotary Club. Staffwill contact Parks Maintenance
regarding initial watering of the shrubs until they are established. The
HPC would also like Parks and Recreation Director Distad to attend an
HPC meeting. Members discussed the comer markers and what to use.
They would like something solid and very evident that it is a marker. The
HPC agreed that once donations are received, staff should arrange for the
plantings.

7. NEW BUSINESS
a. Heritage Landmark Nomination - Church of the Advent
b. Heritage Landmark Nomination - Akin House
c. Heritage Landmark Nomination - Exchange Bank
If any remodeling is to be done in these three buildings, Secretary ofthe
Interior Standards should be used. The HPC would like to review any
plans prior to the Planning Commission. All three properties are on the
National Register for Historic Sites, The process for Heritage Landmark
designation is for the HPC to nominate the properties as Heritage
Landmarks, nomination documents are then sent to the state. The state has
60 days to review the documents. The nomination should be placed on a
Council Agenda for 60 days after the documents are sent to the state.
MOTION by Garofalo, second by Flynn to nominate the Church ofthe
Advent, the Akin House, and the Exchange Bank as Heritage Landmarks.
APIF, MOTION CARRIED.
d. Minnesota Preservation Conference - September 18-19, New Ulm
Members Fortney and Preece expressed interest in attending this
conference. The National Alliance for Preservation Commission
conference will be held in 2004 in Indianapolis. It was agreed to move the
next HPC meeting to September 25 to allow attendees to report on the

conference. Administrative Services Director Shadick will check on
registration fees.
e. The Role of the HPC and the Development of the City of Farmington
The HPC has had a large turnover in the past year. As a historic
preservation element was included in the Comprehensive Plan, the HPC
would like to become more involved in developments that are taking
place. An example would be the Spruce Street Corridor Area. The HPC
directed staff to invite Community Development Director Carroll to the
September 25 HPC meeting to discuss the Spruce Street Corridor plan.
The HPC briefly discussed conservancy districts which would be feasible
for residential areas. This is less restrictive than historic districts and
would control new construction.
f. Fall Trolley Tours for HPC Members and Elementary School
Students
Riding the trolley is a great way to see the city. Administrative Services
Director Shadick will contact Dakota City regarding using the trolley. The
HPC agreed to give tours to 4th Grade students.
8. MISCELLANEOUS
In 2004 Farmington will be celebrating is 150th Anniversary. The Farmington
Area Historical Society is planning a bus tour for Dew Days 2004. They
contacted staff to see if the HPC would have any interest in this. Due to the great
turnout, the HPC agreed they would prefer doing the trolley tour during Dew
Days rather than a bus tour. Staffwill inform the FAHS.
Member Preece requested a list of names and addresses for HPC members. Staff
will provide this. She then reviewed the goals and objectives for the HPC.
- Fill HPC vacancies in a timely manner
An ad has been placed in the newspaper and the city newsletter. No
applications have been returned, It was suggested HPC members contact
people they know to see if there is any interest in joining.
- Celebrate HPC Week - Done May 5-12,2003
- Nominate the Church of the Advent, Akin House, and Exchange Bank as
Heritage Landmarks - Completed
- Do a reuse study for the Church of the Advent - Completed
- Long range plan for historic education - Still to be completed
Members also requested business cards for the HPC members. The cards could
contain a graphic, the mission statement, website address, phone number, etc.
Staffwill work on this project.
The HPC website page should be reviewed. Administrative Services Director
Shadick should be listed as the e-mail contact.
