HERITAGE PRESERVATION COMMISSION
March 20, 2003
1. CALL TO ORDER
Secretary Preece called the meeting to order at 7:00 p.m.

2. APPROVE AGENDA
MOTION by Garofalo, second by Rice to approve the agenda. APIF, MOTION
CARRIED.
3. APPROVE MINUTES
MOTION by Garofalo, second by Rice to approve the January 16, 2003 minutes. APIF,
MOTION CARRIED.
4. PUBLIC HEARINGS - None
5. REPORTS
a) CLG Grant Application - Rural Historic Properties Survey
A grant application was originally submitted to do a reuse study of the Lyric
Theater. However, the current owner is not interested in having this study done.
Therefore, another grant application was submitted to perform a survey for
historic properties in urban areas. Urban areas was chosen due to rapid growth of
the city. The application will be reviewed by the committee in late April,
processing of the project will begin in June. Fall is a better time to review historic
places due to less vegetation.
6. UNFINISHED BUSINESS
a) Nomination ofHPC Officers for 2003
Member Preece nominated Member Rice for the position of Chair. Member Rice
declined the nomination as he will possibly be moving out of Farmington.
MOTION by Rice, second by Preece to nominate John Fortney as Chair. APIF,
MOTION CARRIED.
MOTION by Garofalo to nominate himself for Vice-Chair, and MOTION by
Robertson to nominate himself as Secretary, second by Preece. APIF, MOTION
CARRIED.
7. NEW BUSINESS
a) Church of the Advent Reuse Alternatives
One common characteristic of historic properties is that they are functionally
obsolete. Therefore, reuse studies are done to preserve and protect historic
properties. The Church ofthe Advent is buying Farmington Lutheran Church.
The DV AC is the only interested party in the Church ofthe Advent. The DV AC
will present a reuse proposal to the reuse team on April 9, 2003. A code
inspection ofthe property has been completed. By the end of April a capacity of
use will be determined. Then the BRA, Chamber, etc. will be brought into the
picture. A report will be ready for the May 15 HPC meeting. The reuse team will
rank the uses as to which ones would be most appropriate, however, the reuse
team will not endorse a specific organization.
The HPC reviewed a layout of the church that was presented at the reuse team
meeting. Dakota City has volunteered to move the church portion to the Heritage
Village. However, the building would lose its historic value if moved from the
current location. The scale of the building lends itself to DV AC use. More
information will be brought to the May HPC meeting.
b) Farmington Heritage Landmark NoIllinations
Discussions have been concluded with the state historic office regarding
properties listed in the National Register of Historic Places. Mr. Vogel will use
the information from the National Register for his report. This will be sent to the
City Council for nomination. Properties involved include the Exchange Bank
Building, the Akin House, and the Church ofthe Advent. MOTION by Garofalo,
second by Rice to nominate these three sites as historic landmarks. APIF,
MOTION CARRIED. Mr. Vogel will bring the reports to the May 15 HPC
meeting. A public hearing will be held in June.
8. MISCELLANEOUS
a) Farmington Area Historical Society - Dew Days Tour
The HPC will be conducting a trolley tour during Dew Days narrated by Mr.
Vogel. He will also bring handouts. Mr. Dave Schreier, Farmington Area
Historical Society, stated they have put a book together regarding Dakota County
history that will be out in June. The F AHS would like a link on the city's website.
Mr. Schreier invited the HPC to their meeting on April 9 at the library, and also to
join the bike tour during Dew Days. The FAHS would be willing to help the HPC
create a brochure for the tour and also volunteered to help conduct the tour.

The F AHS also has a powerpoint presentation on how to do house history and
was looking for a location for the presentation and whether it should be done
during Dew Days. As many locations are already taken for Dew Days events, it
was suggested this be done during Preservation Week, May 5-12, at the Rambling
River Center.
b) Nominations for Heritage Preservation Award
Nomination forms were distributed to members. Candidates for this award cannot
be members of the HPC. Nominations should be give to Administrative Services
Director Shadick. She and Mr. Vogel will select the winner.
c) Time Change
It was agreed to change the meeting time to 6:00 p.m. Staffwill check with
members Fortney and Flynn to confirm this time will work for them. The next
meeting will be held May 15,2003.
9. ADJOURN
MOTION by Rice, second by Robertson to adjourn at 9:03 p.m. APIF, MOTION
CARRIED.
