HERITAGE PRESERVATION COMMISSION
January 16,2003
1. CALL TO ORDER - Secretary Preece called the meeting to order at 7:29 p.m.

2. APPROVE AGENDA
Item 7d) Member Dooley added a discussion regarding her library display. MOTION by
Dooley, second by Rice to approve the agenda. APIF, MOTION CARRIED.
3. APPROVE MINUTES
MOTION by Dooley, second by Rice approving the minutes of November 21,2002.
APIF, MOTION CARRIED.

5. REPORTS
a) 2003 Historic Preservation Consultant Work Plan
Mr. Vogel presented his 2003 work plan. Member Rice requested a copy of the
city's comprehensive plan. The commission felt the comprehensive plan would
be useful to establish a walking tour for the HPC. Reviewing the comprehensive
plan would be a good education tool for new members. The comprehensive plan
could also be used for setting the agenda for meetings. Members Rice and
Fortney would like a copy of the Historic Preservation Handbook.
6. UNFINISHED BUSINESS
a) Middle Creek Estates Cemetery - Historic Site Interpretation Plan
Member Dooley presented her landscape plan for the Middle Creek Cemetery.
The landscape plan contained various plants that would grow well in the area.
The commission was very pleased with her work. There is a barbed wire fence
that has been knocked down on the west boundary that needs to be removed by
the developer. The public hearing will be held at the February 3,2003 Council
meeting for designation as a heritage landmark. (This hearing has been
postponed to the February 18, 2003 Council meeting).
b) Church of the Advent - Adaptive Reuse Study
Mr. Harbee Tharaldson, representing the Church of the Advent, presented historic
records and photos from the church. The church was built in 1868. Mr.
Tharaldson expressed the church's desire to work with the HPC in designating it
as a heritage landmark. The church has made an agreement to purchase the
Farmington Lutheran Church in November 2003. The DV AC would be willing to
do capital fundraising to help purchase the Church of the Advent. The purchase
price for the Church of the Advent is $175,000. The lot size is 120x180 feet.
Church members have performed restoration work throughout the years. The goal
ofthe DV AC is to rent the church out as a wedding chapel. Additional rooms are
available for office space. The church is not useablein the winter due to
difficulty in heating. Any grant applications would be done by the city.
Approval to form a Reuse Study Team will be requested from the Council on
January 21,2003. Reuse studies tell what the building could be used for. Team
members, church members, and the DV AC will tour the church, interview
interested parties, and evaluate uses. Plans should be finalized by May. Members
suggested contacting surrounding townships as there is a possibility of
surrounding townships receiving state funding for arts. It is important for the
DV AC to have a home to keep residents in Farmington for various art classes and
activities. The DV AC currently has to display art in various locations and it is
hard for people to know where to go to view art. The HPC reached a consensus to
review arts activities in Farmington. Heritage landmark designation for the
Church ofthe Advent should occur before the reuse study is complete.
7. NEW BUSINESS
a) HPC Goals and Objectives for 2003
The commission agreed on the following goals for 2003:
1. Fill HPC vacancies in a timely manner.
2. Celebrate Historic Preservation Week (May 5-12).
3. Re-register the Akin House, Exchange Bank, and Church of the Advent as
Farmington Heritage Landmarks.
4. Complete an adaptive reuse study of the Church of the Advent.
5. Develop a long-range plan for public education programs in historic
preservation.
6. Improve the city's website pages relating to historic preservation.
It was agreed to use these six goals as the agenda for future meetings.
b) Nominations ofHPC Officers for 2003
Members agreed to wait to make nominations until the March meeting when new
members would be appointed. Meetings will be held every other month.
c) Nominations for Preservation Award
Member Rice nominated Earl Teporten for the award. Mr. Vogel and Chair
Strachan will select the award recipient.

d) Library Display
Member Dooley created a display shown at the library depicting the history of
Farmington. It was suggested to have a video tape made of the display using
communications funds. The video could be shown as a commercial prior to
Council meetings.
8. MISCELLANEOUS
The commission requested an introduction packet be compiled for new members. The
packet could contain the Preservation Handbook, the comprehensive plan, various
historic studies of Farmington, and the HPC ordinance. The packet would be placed in a
binder in order to add future material.
Mr. Vogel has sent a letter to the state as a preliminary request for a $4,000 grant to be
used for a reuse study for the Lyric Theater.
