HERITAGE PRESERVATION COMMISSION
November 21, 2002
1. CALL TO ORDER - Vice-Chair Flynn called the meeting to order at 7:06 p.m.
Present: George Flynn, Jackie Dooley, Beverly Preece, John Fortney
Absent: Sue Strachan, Tim Rice

2. APPROVE AGENDA
Item 7a) Review draft bed and breakfast ordinance was moved forward to accommodate
the audience. MOTION by Preece, second by Dooley to approve the agenda APIF,
MOTION CARRIED.
3. APPROVE MINUTES - MOTION by Preece, second by Dooley approving the minutes
of September 26, 2002. APIF, MOTION CARRIED.

7. NEW BUSINESS
a) Review Draft Bed and Breakfast Ordinance
The commission reviewed amendments to the zoning code to allow for bed and
breakfasts. Using the apartments above downtown businesses as B&B's was
discussed. The number of rooms for B&B's is set at 5. If there are 6 or more
rooms, it would be considered a hotel.
The commission agreed that the structure should be listed on the National Historic
Register, designated on the city's list as a Farmington Heritage Landmark or
identified as a historically significant property by the HPC.
There is a good market for B&B's due to the lack of hotels in the city. It should
be encouraged that owners of older homes rent out at least one room for B&B's.
This could assist in the cost of maintaining an older home.
A Conditional Use Permit is spot zoning. Prior to Council granting a CUP, the
HPC can place conditions on it, such as the number of rooms that should be
allowed to avoid splitting a home, that it meets HPC standards, whether a porch
could be used as part of the B&B, whether trees should not be cut down for
parking, and use of out buildings. The HPC would tour the homes to make this
determination. The HPC would deal with the preservation of the property, and
not with issues such as proper location for parking, ventilation, etc. The CUP can
have an expiration date, but it is usually left open. The permit stays with the
owner if the property is sold. CUP's can be amended. The zoning code standards
HPC wants the church preserved on the current site. If moved to Dakota City, it
loses it's historic value. The HPC recommends developing a reuse team to study
possible uses of the church. It would be comprised of Mr. Vogel, an architect, an
engineer, a banker, an insurance broker, and a building official. This team would
hold interviews with interested parties and determine which ideas are viable.
MOTION by Fortney, second by Dooley to form a reuse study team for the
Church of the Advent and take the request to the Council for approval. APIF,
MOTION CARRIED.
8. NnSCELLANEOUS
A resident brought in a display of old Farmington postcards for the HPC to view.
Member Dooley will be putting up a child-friendly historic display at the library..
The HPC also viewed the Preservation Alliance Display showing 10 endangered historic
sites. It will be at City Hall through December 4.
The next meeting will be held January 16, 2003 and will be the commission's annual
meeting.
9. ADJOURN
MOTION by Dooley, second by Preece to adjourn at 9:18 p.m. APIF, MOTION
CARRIED.

2003 CONSULTANT WORK PLAN
Work covered by the annual consultant retainer contract:
1. Attend a minimum of four Heritage Preservation Commission meetings
2. Prepare 2002 annual report to the City Council
3. Help plan for celebration of Historic Preservation Week (May 5-12)
4. Prepare documents necessary for re-registration of the Akin House, Exchange Bank,
and Church of the Advent as Farmington Heritage Landmarks
5. Provide the HPC and staff with information and training in historic preservation
6. Submit quarterly articles for the city newsletter
7. Prepare FY 2003 Certified Local Government annual report to the State Historic
Preservation Office

Middle Creek Cemetery Interpretation Plan
At their last meeting (21 November 2002), the Heritage Preservation Commission (HPC)
discussed preservation of the Middle Creek Cemetery historic site. The city has acquired
ownership of the site, which is contiguous with city-owned open space adjacent to the
Middle Creek Estates subdivision, with the intent of preserving it as a conservancy area.
HPC member Tim Rice, an architect, has volunteered to design and develop
specifications for four masonry columns or bollards to be used as site markers. HPC
member Jackie Dooley, a professional landscape gardener, has also volunteered to
prepare a low-maintenance, natural plantings plan for the cemetery. The HPC has also
discussed the possibility of an historical marker or plaque, interpretive trail signs,
benches, and other site amenities.
We probably need to meet with the new city parks director before seeking City Council
action in regard to development of the historic site. I am not aware of any budget for the
cemetery improvements, though there was talk of the developer and the city engineer
being responsible for staking out the cemetery boundaries. At one point, the developer
also offered to fence the site - the HPC felt that this was unnecessary, but recommended
that the four columns or posts be installed to fix the limits of the burial area.
