DATE: May 10, 2002
The regular HPC Meeting of May 16,2002 will commence at 6:00 P.M. Please meet at
the City Hall and we will drive to the Historic Middle Creek Cemetery Site.
Any additional agenda items will be handled upon our return to City Hall.

HERITAGE PRESERVATION COMMISSION
APRIL 25, 2002
1. CALL TO ORDER-Chairperson Strachan called the meeting to order at 7:00 p.m.
Present: Susan Strachan, Earl Teporten, Jackie Dooley, George Flynn
Absent: Beverly Preece, Harbee Tharaldson, Tim Rice
Also Present: Consultant Vogel, Community Development Director Carroll, Planning
Coordinator Smick
2. APPROVE AGENDA-as presented.
3. APPROVE MINUTES-February 21, 2002 minutes were approved as presented.
4. PUBLIC HEARINGS-None
5. REPORTS-None
6. PROJECT UPDATES
a. Preservation Week Award - One nomination was received. The home at 600 Spruce
Street received the Heritage Preservation A ward. Glenda and Jene Dye are the owners of
the home. The HPC discussed the opportunity to place a 2' x 2' sign on the property
designating the property with a "Heritage Preservation Award". Planning Coordinator
Smick will research the fabrication of the sign. The HPC would like to see the sign be
erected from May 20 through June 21, 2002.
b. Middle Creek Historic Cemetery field trip - The field trip is scheduled for May 16,
2002 at 6:00 PM. Staffwill send location maps to the members to indicate a meeting
location. The field trip will allow the members to discuss the interpretation of the
cemetery and the members will walk the proposed path to the cemetery. Discussions
concerning the monumentation of the cemetery will commence at the site.

8. NEW BUSINESS
a. NAPC Conference Scholarship - The NAPC is sponsoring the opportunity for HPC
members across the country to attend the Conference in San Antonio, Texas. The
scholarships will include air, hotel, and conference fees and will be distributed on a "first
come, first serve" basis. Members should let Bob Vogel or Karen Finstuen know if they
want to apply for the scholarship. Jackie Dooley and Planning Coordinator Smick have
stated their interest in attending the conference.
b. Proposed Ordinance regarding demolition permits - Community Development
Director Carroll presented the demolition permit information to the Members. The issue
was whether the demolition ordinance would pertain to St. Michael's Church. Staff
stated that legal advice needs to be obtained to determine if this is the case. Earl
Teporten questioned if the City has obtained legal advice outside of the City Attorneys
concerning the protection of St. Michael's Church. Staff stated that they have not done
an "exhaustive" search of other communities. Bob Vogel stated that preservation codes
don't deal with use issues.
Jackie Dooley questioned if the demolition permit process needs to start over if there is a
new owner for St. Michael's Church. Staff stated that Mr. Garvey signed the permit
along with Mr. Frank from the Church. Earl Teporten questioned the need to change City
policy allowing the property owner to determine if a Heritage Landmark designation
should be granted to their property. Bob Vogel indicated that the HPC may review
development plans and offer recommendations.
Staff stated that the Planning Commission recommended approval of the demolition
permit ordinance with a 5-0 vote. Motion by Teporten, second by Flynn to recommend
approval for the demolition permit ordinance and forward the recommendation to the
City Council. APIF, motion carried.
