Call to order - Chairperson Susan Strachan called meeting to order at 7:00pm Present: Susan Strachan, George Flynn, Beverly Preece, Tim Rice, Harbee Tharaldson Absent: Cheryl Thelen Also Present: Consultant Vogel, City Planner Smick, Administrative Services Manager Finstuen 2. Approval of Agenda - as presented. 3. Approval of Minutes - MOTION by Flynn, second by Preece to approve the minutes of October 18, 2001. APIF, MOTION CARRIED. 4. Public Hearings - None 5. Reports - None 6. Project Updates - None 7. Unl"mished Business a. Public Education Goals and Objectives - continued from 10/18/01 meeting. Suggestions for marketing the historical preservation of Farmington . Brochures . Bicycle tour of historical places and "inside" tour of historical sites . Educate elected officials, appointed commissioners and staff through a joint meeting or workshop . Continued recognition's during Preservation week . Plaque or marker placed at historical sites . Temporary signs recognizing historical sites . Start educating children at the 6th grade level 1) Invite teachers in a particular grade to educate about hometown heritage 2) Girl Scouts and Boy Scouts - Historic Preservation projects . Tours could be given during Dew Days or Dakota County Fair . Continue to improve Web Site . Advertise the Heritage Preservation Commission's role - preserving the City's historical sites and places; and the Farmington Historical Society's role - preserving the history of people. . Schedule a meeting between the Farmington Historical Society and the Heritage Preservation Commission 8. New Business a. Historic Cemetery Preservation Guidelines - The Commission discussed the following points in preparation for developing a preservation plan: . Boundaries of the cemetery should be clearly marked by the Developer . A maintenance plan should be easy and simple to follow . Clean-up could be performed by Girl Scouts and/or Boy Scouts . Mowing should be done every 3rd year . The Cemetery should contain native grasses . If fenced it should be a vinyl coated black chain link or a pre-finished white picket fence with a gate large enough to accommodate large mowing equipment, lilacs or yews could be planted along the fence line. . If not fenced the comers could be marked with brick monuments and lilacs or yews planted on the boundaries. . An attempt should be made to recover all broken markers . Consultant Vogel and an Archeologist on his staffwill help to determine the number and locations of the grave sites and the condition of the soils within the property. . Donated trees or benches could be accepted for the property . A marker should be placed identifying the cemetery and names of the deceased . Cemetery should be registered as a Farmington Heritage Landmark b. Historic Site Markers and Plaques - Markers that would identify properties designated as Heritage Landmarks. Discussion followed: . Owner could determine whether plaque is placed inside or out . Owner could pay 50%, City 50% . A temporary sign could be placed in front yard bringing recognition to the property . Research possibility of placing in sidewalk area making it a permanent marker to the property rather than placing it on the building . Possibility of using pavers as the marker that could be incorporated in the sidewalk system in the downtown . A marker could be a stepping stone in residential areas . A brochure could be created giving information on these properties . Property owners could be included in planning the brochure 9. Miscellaneous - Next meeting of the HPC scheduled for January 10,2002. 10.
