The meeting scheduled for January did not have a quorum, and did not qualify as a legal meeting. I am attaching an agenda for February 15th which contains items that must be addressed, please make yourself available for this meeting. Annual Meeting Your next regularly scheduled meeting on January 18th is also the HPC's annual meeting. As required by our bylaws, the Heritage Preservation Commission elects a chairperson, vice chairperson and secretary at the annual meeting. Traditionally, the HPC also reviews the accomplishments of the past year and establishes goals and objectives for the coming year. Goals and objectives are used to define the HPC's annual work plan and usually describe activities that are not specified in the preservation ordinance. Last year, for example, you set the following goals: . Review the city sign ordinance and assess the need for historic property SIgn guidelines. . Study the feasibility of a city historic building marker program. . Sponsor a workshop for city staff and commission members to provide training in historic preservation. I would like to recommend the following 2001 goals/objectives for your consideration: 1. Hold a minimum of four regular HPC meetings. 2. Apply for federal grant funds to complete additional Heritage Landmark registration studies. 3. Celebrate Historic Preservation Week (May 13-19). 4. Work with the Planning Commission to ensure that historic properties are taken into account in development planning and zoning. 5. Review and comment on development projects that may impact historic properties. 6. Increase use of the Internet to provide public information on historic preservation. Please give some thought to other areas of interest or special projects. If you have any questions or suggestions before the meeting on the 18th, please do not hesitate to call me at (651) 604-0175. ~ CITY OF FARMINGTON CERTIFIED LOCAL GOVERNMENT FISCAL YEAR 2000 ANNUAL REPORT This document presents a summary of historic preservation activities in the City of Farmington, Dakota County, Minnesota, during Federal fiscal year 2000 (October 1, 1999, to September 30, 2000). The City enacted its historic preservation ordinance in 1992 and became Certified Local Government (CLG) in 1993. The FY98 annual report follows the guidelines for maintaining CLG status established by the Minnesota State Historic Preservation Office (MnSHPO). Three properties within the city limits (the Exchange Bank, Church of the Advent, and Akin House) have been previously listed in the National Register. 2. Farmington Heritage Landmark Designations There were no local designations in FYOO. However, five properties have been determined eligible for listing as Farmington Heritage Landmarks and the City Council is expected to designate the first. landmark early in calendar year 2001. 1 3. Permits Reviewed No building permit applications for reviewed under the City's preservation ordinance in FYOO. The HPC continues to informally review development projects and plans for new construction in historic areas. 4. Heritage Preservation Commission The HPC met four times during FYOO. Ms. Beverly Marben served as chairperson. Three new members were appointed by the City Council: Beverly Preece, Glenn Leifheit, and Susan Strachan. The Commission currently has no unfilled vacancies. Historic Resources Survey The City is in the process of completing a reconnaissance-level survey of the Main Street Historic Preservation Planning Area. Since 1996, the historic resources survey has documented more than 150 buildings constructed prior to 1950. 9 properties have been evaluated as historically significant and eligible for landmark designation on the basis of data generated by the ongoing survey. 6. Public Participation and HPC Records All meetings of the Fannington HPC are open to the public in accordance with the Minnesota Open Meeting Law. HPC meeting agendas and notices are posted in public places. Minutes of meetings and reports are transmitted to the City Council. All HPC records are archived at the Fannington City Hall. Treatment of records follows procedures established by state statute. 7. Other Activities 1. HPC members attended the annual Minnesota Preservation Conference sponsored by the MnSHPO in Winona on September 28-29, 2000. 2. The City's historic preservation planning consultant distributed a monthly newsletter, the Farmington Historic Preservation Reporter, to city officials, civic organizations, and news media. 3. The City successfully completed the Local Registration Project, which was financed in part with CLG grant funds. Five Farmington Heritage Landmark nomination documentation reports were prepared and local designation procedures were reviewed and modified. 2 4. The City observed Historic Preservation Week (May 7-13) with a proclamation, a tour of the historic downtown, and presentation of the fourth annual Preservation Award to Gerster Jewelers in recognition of the design of their new store building on Third Street. . 5. The HPC and its consultant developed a demolition permit review policy that will be implemented in 2001. 6. The City renewed its annual retainer contract with historic preservation consultant Robert C. Vogel, who has worked with the Farmington HPC since 1994. 3 r Annual HPC/CLG Report Assurances Farmington 2000 HPC Fiscal Year 1.
