CITY COUNCIL MINUTES
REGULAR MEETING
FEBRUARY 20, 2018
1. Call to Order
Mayor Larson called the meeting to order at 7:00 p.m.
2. Pledge of Allegiance
Pack 116 led those in attendance in the pledge of allegiance.
3. Roll Call
Present-Larson, Bernhjelm, Craig and Donnelly
Absent-Bartholomay
Staff Present-Administrator McKnight, Finance Director Malecha, Parks and Recreation Director
Distad, Public Works Director Gehler, Fire Chief Elvestad and Attorney Jamnik.
4. Agenda
Motion by Bernhjelm, second by Craig,to approve the agenda as presented. APIF, motion
carried.
5. Announcements/Commendations
a) Oath of Office for Fire Chief Justin Elvestad
Administrator McKnight administered the oath of office to Fire Chief Justin Elvestad. Chief
Elvestad thanked the city council for the opportunity to lead the fire department.
6. Citizen Comments
None
7. Consent Agenda
Motion by Bernhjelm, second by Donnelly,to approve the consent agenda:
a) Approve Minutes of the February 5, 2018 City Council Work Session-Administration
b) Approve Temporary On-Sale Liquor License to Corinthian Lodge#67-Community

c) Adopt Resolution R7-2018 Accepting a Donation to the Rambling River Center from
Kenny La Beau-Parks
d) Adopt Resolution R8-2018 Accepting a Donation from Happy Harry's Furniture to the
Rambling River Center-Parks
e) Adopt Resolution R9-2018 Approving a Gambling Permit for the Vermillion River
Longbeards-Community Development
f) Accept Resignation Rambling River Center Advisory Board-Parks
g) Approve Agreement for Portable Toilet Service-Parks
h) Approve Seasonal Hiring-Human Resources
i) Approve Bills-Finance

10. Petitions, Requests and Communications
a) Donations for the Park Naming Contest
Parks and Recreation Director Distad shared that the city is conducting a park naming contest to
name the new park in Regetta Fields. The Park and Recreation Advisory Commission is leading
the effort. Commission member Laurie Suchanek volunteered to solicit prizes from local
businesses. The following businesses donated to this project: Nesbit Agency, Pizza Man,
Premier Bank, Family Vision Clinic, Longbranch Saloon and Eatery, Farmington Tap House,
Dakota Electric and the City of Farmington. The city council will approve the selected name at
the March 19, 2018 meeting.
Councilmember Bernhjelm thanked the businesses for donating to this project.
Motion by Bernhjelm, second by Craig,to adopted resolution R10-2018 accepting the prizes
donated by Farmington businesses for the park naming contest and authorized the use of a
Schmitz-Maki Arena open skate ten punch card as one of the prices for the contest. APIF,
motion carried.

13. City Council Roundtable
Donnelly-Congratulated Chief Elvestad on his new position.
Bernhjelm-Shared her excitement for the partnership opportunities that exist in the community
for businesses and the city.
Malecha-Shared that the bills that were approved tonight included the payoff of three bond
series.
Distad-Reminded residents that the outdoor ice season is scheduled to end on February 25,
2018.
Larson-Encouraged residents to shop local.
Adjourn
Motion by Bernhjelm, second by Craig, to adjourn the meeting at 7:15 p.m. APIF, motion
carried.
